The Spokane County Treasurer's Office has informed our bffice that your Final Plat
of AMENDED Ponderosa Pines lst Addition, is ready to be filed and is being held
at the County Treasurer"s Office for you to complete the recording process, (see
note 1).
You will need to contact the Treasurer's Office (Rene Kiehn at 456-3648) for the
amount of property taxes that are required to be paid before recor•dir,g the Final
Plat mylar at the Spokane County Auditor's Office. A recording fee of at least
$40 for the first mylar page, and $5 for each additional page, is required.
Pursuant our phone conversation today, I understand that lots have been sold to
various individuals, and some dwellings have been built both in recognition of
the Amended Final Plat. The Amended Final Elat Mylar Map must be recorded, other-
wise the existing improvements (dwellinas and drainage way) will need to be re-
located. ~
I would recorrmend that all lot owners with said plat be informed that the Amended
Final Plat is being recorded.

matter. In that correspandence you requested clarzfacatiorx
from this office on the correct legal procedure ta use
in processing an arnendnent to the Pondra Pines First Addi-
tion Plat with respect to soxne drainage easements.
After discussing your proposal ivith Wally Eubbard,
it is the oginian of thi s off ice , at thi s pvint i.n tame, that
the provisions of RCV? Chapter 58.12 should be followed in
conjunction with the al-teration of the Pondra Pi.nes First
Additiran Plat. For your review and assistance, I have
enclosed apbotacQpy of RCW Chapter 58.12. From a readang
of that chapter you wi11 note that your requesV to the Board
to alter the plat as proposed must be accr~~panied by a
petitian signed by at least thxee-fourths in number and
area of the owraers of the plat itself. It wauld. Iae my
suggestion to you to have such petition signed by al1
property ovmers, as indicated by the records in the
Sgokane County Auditar's Office. By having a pet~tion
- signed by al1the praper ty awner s, the Board of County
Commissivners would not have to give the notice as required
in RGW Section 58. I2. (l30_

11, GENERAL INFORMATION:
A. Iyocation
Pondra Pines lst Addition is situated in the south central area of the Spokane
Valley in hn area commonly referred to as the Ponderosa. The plat is situated
west of Van Marter Road and 300 ft. south of 44th Avenue.
B. Proposal
The applicant proposes to subdivide about 4 acres into 8 lots all for
single family dwellings. The proposal would create a plat with a typical lot
size of 1/2 acre per lot with a density of about 2 units per acre.
C. Relationship to the Comprehensive Plan
I'Pondra Pines lst Addition is situated within an area that has been designated
as being suitable for residential development by the approved map of the
Comprehensive Plan. Within that Comprehensive Pian, however, no density
designations have yet been made.
D. Existing Land Uses
The site is presently vacant with minor drainage drainage problems being evident.
The properties that immediately surround this proposal have developed over the
years into several single family residential subdivisions with the typical lot
size within those subdivisions appearing to be 1 acre per lot.
E. Compatibility with Existing Land U ses
- The staff finds this proposal to be somewhat incompatible with the adjacent
existing land uses in the area in that the adjacent uses have a typical lot size
of one acre per lot whereas the proposal now before the Planning Commission
calls for lot sizes of 1/2 acre per lot. However, the staff does find that
within those subdivisions that surround the proposal now before the Planning
Commission that animal keeping is not present and, in fact, the use proposed
by the sponsor would be compatible with the uses now present in the area.

II . SPECLAL INFORMATION :
A. Circulation
The Engineers' Office has reviewed this preliminary plat proposal and their
office finds that adequate County roads are available to serve this site, and
secondly that the plot design is acceptable to our office. Their office does
recommend, however, that as a condition of preliminary plat approval that
all roads within the plat be paved and curbed to the specification of the
Co unty Engineer.

B. Sewage Disposal
The Health District has approved the use of individual on-site sewage disposal
systems for this proposal. The site is, however, situated near the Spokane
Valley Aquifer where the Health District in their review of possible impacts
upon ground water quality , has the following comments:
.I • In the co urse of the conduct of the Army Corps study, Dr. Todd
considered typical soils, natural and sewage disposal recharge to the
groundwater, and the effect of continued urban development in the Spokane
River Valley upon the quality of the groundwater. In summary, he concluded
that:
(1) I n normal precipitation years s ubsurface di.sposal of sewage treatment
effl-tuent does reach and recharge the groundwater.
(2) All dissolved salts in sewage effluent will be carried to the groundwater.
However, bacteria and detergents (phosphate portion) are mostly removed
by the deep soil layer above the groundwater and "minor dissolved
constituents such as phosphates, which are known to react with soil
~ particles, or nitrates, which are taken up by pIlant routs" will be less
than the total found in septic tank effluents.
(3) "The calculated results at the downstream end of groundwater flow line
indicates that the maximum range of (dissolved) solids concentration ex-
pected at present (1975) is up to 93 mg/1 (milligrams per liter) above the
natural groundwater background of 155 mg/1. The forecase year 2020
maximum incremental concentration is 101 mg/1 above the n&tural back-
' ground. The analytical results of the forecast impact of year 2020 when
compared with the present impact, both measured in terms of leachate
volume and dissolved solids concentration, indicate that the present impact
cn groundwater quality is already a substantial proportion of the ultimate
level. "
II, Currently, results of chemical analysis show the total nitrogen
content of the groundwater as in the range of 5.37 ppm. A projected
incremental increase using Dr. Todd's expected 8.6 percent would result

in a range of 5. 83 ppm. Current Federal and State drinking water standards
permit up to l Oppm .
III, Alternative sewage disposal methods that would not recharge the
groundwater have the following general characteristics:
(1) Collector and central treatment systems discharging to surface waters
would require at least tertiary treatment and perhaps more to obtain a permit for the discharge from the Department of Ecology. These
systems are not currently economically available for this project.
(2) Sealed systems, whether indiv fdual or community, depend on
evaporation for liquid removal. Sbme, such as lagoons, have safety
hazards associated with them and relatively poor community acceptance.
Secondly, the Health District finds that because of a minor drainage problem existing
on the site, that a drainage cover should be installed through the natural drainage
course on the plat to provide for adequate sewage dfsposal.
C. Water Supply
The proposed subdivision is situated within the recorded service area of the
Washington VlTater Power Co. That Company indfcates that it does have the
ability to serve the site with both domestic and fire flows.
D. Drainage
The staff finds that because of the minor drainage problem existing on the
site, that special techniques for storm water control may be required as
a condition of plat approval.
E. Fire Protection
The proposed subdivision is situated in the boundaries of Fire Protection
District No. 8. That District indicates that both mains and hydrants of
sufficfent size for fire-protection facilities should be required as a condition
of preliminary plat approval.
F. Schools
The proposed subdivision is situated within the boundaries of the Central
Valley School District where the district's facilities in this area are currently
reaching capacity levels. The district believes that this situation may be
mitigated somewhat when their current building program is completed sometime
wi thin the next few years.

G. Parks
No improved County parks are situated within the immediate area and the
Parks Department has no present plan for either site acquisition or major
park improvements at this time.
III. ZONING ANALYSIS:
The staff finds that a zone reclassification to the Single Family Residential
Zone cla s s ification from the Ag ric ultural zone cla s s ification wo uld be
appropriate given the use and lot size proposed by the plat sponsor. The
use, once again, is for single family dwellings with a typical lot size of
about 1/2 acre per lot which would prohibit animal keeping. This zone
reclassification to the single-family residential zone would be compatible
with recent Planning Commission decisions in the area regarding plat proposals
of a similar nature.
IV. ENVIRONMENTAL REVIEW:
The staff has reviewed the Environmental Checklist submitted by the plat
sponsor and the staff finds that no significant adverse environmental impacts
would likely result from this proposal and a proposed Declaration of Non-
Significance should be is sued . Slight adverse environmental impacts were
however, noted under the following questions: Earth, air, water, flora, fauna, ,
noise, light and glare, natural resources, housing, land use, population,
transportation, public service and utilitles.
V. CONDITIONS: '
If approval is granted, the staff recommends the following conditions.

PQndra Pines lst Addition is situated in the south central area of the Spokane
VaLley in 8n area c:otnmonly referred to as the Ponderosa. The plat fs situated
west of Van Marter Road and 300 ft. south of 44th Avenue.
' . B. Proposal

The applicant propoaes to subdivide about 4 acres into 8 lots all for
sinqle family dwelliiiqs. The proposal would create a plat wfth a typical lot
size of 1/2 acre per lot with a density of about 2 units per acre.
• C. Relatfonship to the Comprehensive Plan
Pondra Pines lst Addition Is situated wfthin an area that has been designated
as being suitable for residentfal developraent by the approved cnap of the
Comprehensive Plan. Within that Coinprehensive Plan, however, no density
designations have yet been made. -
D. Existing Land U ses
The site is presently vacant with minor drainaqe drainaqe problenis beinq evident.
• The propert4es that imiaediately sunound this proposal have developed over the
years iato several sinqle family residential subdivisions with the typical lot
size within those subdivisions appearfng to be 1 acre per lot.
E. Compatibility with Existing Land Uses
- The staff finds this proAo sal to be sc mewhat iacompatible with the adjaceat
existinq land uses in the area in that the adjacent uses have a typicai Iot size
of one acre per tot whereas the proposal aow before the Planning Coauaission
calls far lot sizes of V2 acre per iot. However, the staff does find that
within those subdivisions that surround the prnposal now before the Planning
Comrn.issian that animal keepinq is not present and, in fact, the use proposed
by the sponsor would be coanpatible with the uses now present in the area.

II. ' SPECIAI. INFORMATION :
A. Circulation
The Eagineers' Offiae has revfewed this preiiminary plat proposal and their
office ffnds that adequate County r+aads are available to serve this site, and
secondly that the plot design is acceptable to our off3ce. Their office does
recommend, however, that as a condition of prelicninary plat approval that
all roads within the plat be paved and curbed to the speciScaticn of the
County Enqineer.
B. Sewaqe Disposal
The Health Di$trict has approved the use of individual on-site sewaqe disposal
systems for this proPosa2. The site fs, however, situated near the Spokane
Valley Aquifer where the Health Distrfct in their review of po s sible irapacts
upoa qround water quality , has the inllowinq comrrients:

partiales , or nitrates, which ace taken up by pIlant routs" will be les s
than the total found in septic tank effluents.
(3) "The calculated resUIts at the dowustream end of qroundwater flow line
indicates that the maximum range of (3issolved) solids cronceatcation ex-
pected at pcesent (1975) is up to 93 aiq/1 (milliqrams per liter) above the
natural qroundwater background of 155 mg/I. The forecase year 2020
maximum iacremental concentration is 101 trlq/1 above the natural back-
qraund. The analytical results of the forecast uapact of year 2020 when
compared with the present impact, both measured in terms of leachate
volume and dfssolved solids concentration, indicate that the present impact
aR c,roundwater quality is already a substantial propoction of the ultimate
level. "
II, Currently, results of chemical analYsis show the total nitrogen
content of the qroundwater as in the ranqe of 5.37 pptn. A pro f ected
incremeatal increase using Dr. Todd's expected 8.5 percent would result

in a ranqe of S. 83 ppm. Current Federal and State drinkinq water standards
permit up to l Oppm .
M. Alternative sewaqe disposal methods that would not recharqe the
groundwater have the followinq qeneral characteristics:
(1) Collector and central treatment systems discharqinq to surface waters -
would require at least tertiary treatment and pechaps moce to obtain
a permit for the dischar+ge firom the Department of Ecoiogy. These
systems are not currently economically available for this pcoiect.
(2) Sealed systems, whether indiv 3dua1 or cocnmunity, depend on
evaporation for liquid removal. Sbme, such as lagoons, have safetp
hazards associated with theca and relatively poor communifiY acceptance.
Secondly, the Health District finds that because of a minor drainage problem existinq
on the site, that a drainage cover should be installed through the natural drainaqe
course on the plat to provide .for adequate sewaqe disposal.
C. Water Supply
' The proposed subdivision is situated within the recorded service area of the
Washington Water Power Co. That Company indicates that it does have the
ability to serve the site with both domestic and fire flows.
D. Drafnage
The staff finds that because of the minor drainaqe problem ex3stinq on the
site, that special techniques far stocm water contral may be requfred as
a condition of plat approval.
E. Fire Protection .
The prcposed sul?division is situated in the howndaries of Fire Protection
District No. 8. That Distrfct indicates that both cnains and hydtants of
sufficient size for fire-protection facilities should be requireci as a coadition
of preliaiinary plat approval.
F. Schools
The proposed subdivision is situated within the boundaries of the Central
Valley School District where the dfstrict's facilities in this area are currently
reachfng capaGity levels. The distrfct believes that this situatioa may be
mftigated somewhat when theic current building proqram is couipleted someticne
wi thin the next few years .

G. Parks
No iinproved County parks are situated within the immediate area and the
Parks Department has no present plan for either site acquisition or major
park improvements at this time.
III. 2OrTING ANALYSIS:
The staff finds that a zone reclassification to the Single Family Residential
Zone classification from the Aqricultural zone classification would be
approptlate qiven the use and lot siae proposed by the plat sponsor. The
use, once aqain, is tor single family dwellinqs wiih a typical lot size of
about 1/2 acre per lot which would prohibit anfmal keeping. This zone
reclass ification to the sinqle-family residential zone would be coinpatible
with recent Planning Cotamfssion decisions in the area reqarding plat proposals
of a similar nature.
IV. ENVIRO NM ENTA►L REVIE W:
The staff has reviewed the Environmental Checklist subtaitted by the plat
sponsor and the staff finds that no siqnificant adverse environmental irnpacts
vvould likely result fcom this proposal and a proposed Decl.aration of Non-
Significance should be issued. Slight adverse environmental impacts were
however, noted under the following questions: Earth, air, water, flora, fauna,
noise, liqht and glare, natural resources, housing, land use, population,
transportation, public service and utiliLes. .
V. CONDITTONS: .
If apprcval is qranted, the staff recommends the followiag conditions.

a. The plat eponsor has proposed 8 lots oa 4 acres. Each lot is to be
served by a public water system and its individual on-site seWage dis-

b. In the course of the conduct oP the Army Corps study, Dr. Todd considered

A survey of the plat kaown as Pondra Pinea lat Additioa for a feagibility
etudy pertineat to on-eite aevage disposal aystems for that addition vas
made Jaauary 29, 1978.
Previoue studies of the eoil in that area indicate that oa-site syatema
• are permiasible. Hovever, tbe topography does cause some limitations.
Lot 1 and 2, Block 1 and Lot 3, Block 2 of this plat are limited by this
factor.
Because of swales preaent on theae lots, it is felt that insufficient
epace is available for an acceptable buildiag site plue space needed for
an on-aite sevage disposal syatem.
A redrawiag utilizing a combining and/or elimination of lota vill possiblq
be aeeded to allov this plat to receive satisfactory consideration.

Il GENERAL INFORMATION:
A. Location

Pondra Pines lst Addition is situated in the south central area of the Spokane
~ Valley in ttn area commonly referred to as the Ponderosa. The plat is situated
west of Van Marter Road and 300 ft. south of 44th Avenue.
B. Proposal
The applicant proposes to subdivide about 4 acres into 8 lots all for
single family dwellinqs. The proposal would create a plat with a typical lot
size of 1/2 acre per lot with a density of about 2 units per acre.
C. Relationship to the Comprehensive Plan
Pondra Pines lst Addition is situated within an area that aas been designated
as being suitable for residential development by the appcoved map of the
Comprehensive Plan. Within that Comprehensive Plan, however, no density~

E. Compatibility with Existing Land Uses
The staff finds this proposai to be sc mewhat incompatible with the adjacent
existing land uses in the area in that the adjacent uses have a typical lot size
~ of one acre per lot whereas the proposal now before the Planning Commission
calls for lot sizes of 1/2 acre per lot. However, the staff does find that
within those subdivisions that surround the pcoposal now before the Planning
Commission that animal keeping is not present and, in fact, the use proposed
by the sponsor would be compatible with the uses now present in the area.

II. SPECIAL INFORMATION :
A. Circulation
The Engineers' Office has reviewed this preliminary plat proposal and their
office finds that adequate County roads are available to serve this site, and
secondly that the plot design is acceptable to our office. Their office does
recommend, however, that as a condition of preliminary plat approval that
all roads within the plat be paved and curbed to the specification of the
Co unty Engineer.
B. Sewage Disposal
The Health District has approved the use of individual on-site sewage dispo sal
systems for this proposal. The site is, however, situated near the Spokane
Valley Aquifer where the Health District in their review of possible impacts
upon ground water quality , has the following co mments :
I. In the course of the conduct of the Army Corps study, Dr. Todd
considered typical soils, natural and sewage disposal recharqe to the
groundwater, and the effect of continued urban development in the Spokane
River Valley upon the quality of the grvundwater. In summary, he concluded
that:
(1) I n normal precipitation years subsurface di.sposal of sewage treatment
effl,uent does reach and recharge the groundwater.
(Z) All dissolved salts in sewage ef+Zuent will be carried to the groundwates-.
However, bacteria and detergents (phosphate portion) are mostly removed
by the deep soil layer above the groundwater and "minor dissolved
constituents such as phosphates, which are known to react with soil
particles, or nitrates, which are taken up by pIlant routs" will be les s
than the total found in septic tank effluents.
(3) "The calculated results at the downstream end of groundwater flow line
indicates that tile maximum range of (dissolved) solids concentration ex-
pected at present (1975) is up to 93 mg/1 (milligrams per liter) above the
natural groundwater background of 155 mg/1. The forecase year 2020
maximum incremental concentration is 101 mg/1 above the natural back-
ground. The analytical results of the forecast impact of year 2020 when
compared with the present impact, both measured in terms of leachate
volume and dissolved solids concentration, indicate that the present impact
ari groundwater quality is already a substantial proportion of the ultimate
level. "
II, Currently, results of chemical analysis show the total nitrogen
content of the groundwater as in the range of 5.37 ppm. A projected
incremental increase using Dr. Todd's expected 8.6 percent would result

in a range of 5.83 ppm. Current Federal and State drinking water standards
permit up to lOppm.
III, Alternative -sewage dispo sal methods that would not recharge the
groundwater have the following general characteristics:
(1) Collector and central treatment systems discharging to surface waters
would require at least tertiary treatment and perhaps more to obtain
a permit for the discharge from the Department of Ecoloqy. . These
systems are not cunently economically available for this proiect.
(2) Sealed systems, whether indivfdual or community, depend on
evaporation for liquid removal. Sbme, such as lagoons, have safety
hazards associated with them and relatively poor community acceptance.
Secondly, the Health District finds that because of a minor drainage problem existing
7 on the site, that a drainaqe cover snould'_ be ins_talleA..,throuah the ndtural drainale
' course on the plat to provide for adequate sewage disposal.
C. Water Supply
The proposed subdivfsion is situated within the recorded service area of the
Washington Water Power Co. That Company indicates that it does have the
ability to serve the site *rAth both domestic and fire flows.
D. Drainage
The staff finds that because of the minor drainage problem existing, on the
site, that special techniques for storm water control may be required as
a condition of plat approval.
E. Fire Protection -
The proposed subdfvision is situated in the,boundaries of Fire Protection
Distrfct No. 8. That District indicates that both mains and hydrants of
sufficient size for fire-protection facilities should be required as a conditaon
of preliminary plat approval.
F. Schoo 1 s
The proposed s ubdivision is situated within the boundaries of the Gentral
Valley School District where the distacla.'s facilities in this area are ci=ently
rea chinQ_ capacitv levels. The district believes that this situation may be
mitl.gated somewhat when their current building program is compZeted sometime
wi thin the next few years.

G. Parks
No -improved County parks are situated within the immediate area and the
Parks Department has no present plan for either site acquisition or major
park improvements at this time.
III. ZOIVING AIVALYSIS:
The,staff finds that a zone reclassification to the Single Family.,Residential
Zone classification from the Agricultural zone classification would be
appropriate given the use and lot size proposed by the plat sponsor. The
use, once again, is for s:ngle family dwellings with a typical lot size of
about 1/2 acre per lot which would prohibit animal keeping. This zone
reclass ification to the single-family residentfal zone would be compatible
with recent Planning Comnlission decisions in the area reqarding plat proposals
of a similar nature.
IV. ENViRO YVMENTAL REVIE W:
The staff has reviewed the Environmental Checklist submitted by the plat
sponsor and the staff finds that no significant adverse environmental impacts
would likely result from thfs pmposal and a proposed Declaration of Non-
Siqnificance should be issued. Slight adverse environmental impacts were however, noted under the following question s: Earth, air, water, flora, fauna,
noise, Iight and glare, natural resources, housing, land use, population,
transporiation, public service and utilit:es.
V. CONDITIONS:
If approval is gcanted, the staff recommends the following conditions. Specific conditions applicable to this plat are referenced below an,d found in the attached
supplement entitled, "Standard Conditions for approval of Preliminary Plats, August, 1977.

That the provisions of SEPA's NOTICE OF ACTION pursuant to 43.21c.080 RGW and the
Board of County Commissioners' Resolution No. 77 -1392 be accomplished by the prnject
applicant within thirty (30) days of formal action by the Board of County Commissioners ,
as instructed by the Planning Depatiment Staff.
That prior to the f ilirig of the final plat, the drainaqe plan be reviewed bX the Spokane
County Health District .
That all roads within irhe plat be paved and curbed to the specifications of the Co unty
