The Commission concurs wlth the concerns expressed by the surrounding neighborhood that the proposed 80' x 120' metal building wtth lfi' high sidewalls would virtually overwhelm surroundinq resfdences. In re- viewing the particulars of the proposed buildinq, the Commission con- cluded that the structure would be incompatible with the netghbarhood. The Residential Office Zone was designed to make uses allowed in the classification compatible with adjoining residential development. 2. The Commission is of the opinion that the configuration of the property would not allow adjustments to the building's location to lessen the visual impact on adioining residenttal properties. 3. Althouqh the Commission concedes that the particular activities of a gyrnnastics school would not disrupt the neighborhood through increased noise or traffic, it is hiqhly unlikely that the larqe building would be readily conducive to other uses compatible with the residential neighbor- hood should the proposed use be discontinued. 4. The Commission is of the opinion that fihe existing Agrfcultural Suburban classification provides for the reasonable use and development of the advertised ptoperty. In addition to the three single-family residences currently situated on the advertised p:operty, the provisions of the Agricultural Suburban Zone would aliow construction of two additional duplex structures on the site. ZE-57-75 - AGRICULTURAL SUBURBtiN TO RESIDENTIAL OFFICE KLEWENO STAFF RECOMMENDATION Deny. ANALYSIS The advertised property is situated north of Rutter Avenue between Coleman and Dora Roads in the Orchard Avenue Area. The applicant proposes a gycnnasfum for a gymnastic school. The Staff notes that the property is in the vicinity of Felts Field and is sit- uated north of two branchline railroad tracks and east of a property zoned Resi - dentf.al 4ffice in 1972. The advertised site contains three single-family residenc F with approxtmately 100 to 150 feet of open area separation between them. The residential neighborhood to the north of the proposal is established and well developed. In reviewing the characteristics of the proposed operation and the type of structure needed to accommodate a gymnastics school, the Staff noted the following. 1. The gymnastic operation caters to 15 to 20 students per session. In most cases, students are dropFed off by parents resulting fn a very small need for parkinq space and lnslgnificant traffic congestion. About once a month, a meet or open house would be held resultiag in a peak demand for park ing space s. 2. The operation is conducted entirely indoors with no perceptual noise generatfon. 3. The space requirements of the gymnasL ~ activities require a bullding with high ceilinqs and considerable aa To accommodate the gymnastic school, the appllcant has proposed an SO' x 120' metal building with 16' high sidewalls. The stYUCture would be located in an open-space area be tween the two resfdences along Dora Avenue. Five to ten parking spzces would be provided with landscaping along tne perimeters. The applicant would be obligated, if the request were approved, to submit more detailed plans for a subsequent condltional use permit hearing. In revfewing the advertised site, the Staff finds that the existing residences on the premises reduce the location options of the proposed facflity, thus forcing the buildinq towards the northerly portion of the site. The size and height of the proposed building would vlrtually overwhelm the existing residences on the premtses as well as neighboring resiciences to the north. The Residential Office Zone was desiqned to make uses allowed in the classification compatible with (Cont'd) -5- ZE-57-75 - AGR SUB TO RES OFF (Cont'd) adjoininq residential development. In reviewing the surroundinq netghborhood and the particulars of the proposed building, fihe Staff concludes that the struc- ture would be incompatible with the neighborhood. Although the Staff concedes that the level of the activity of the proposed gymnastics school would not disnupt the neighborhood, !t is highly unlikely that the building would lend itself to other uses in the Restdential Office Zone lf the proposed use were dfscontinued The Staff notes that the advertlsed property is currently devoted to residences wlth the possibllity of two more resfdential buildiag sites. The Staff is of the opinion that the current Aqricultural Suburban Zone for the property is reasonable and proper.
