A HACKGROUND
The applicant has begun consttuction on a service buflding behfnd
Dishman Dodqe. Unfortunately, because of an ovErsight on the submitted
plans and a subsequent oversight in reviewing the plans, the new bufldinq
was constructed in an area zoned Multiple Family Suburban. The building
also encroaches into Spokane County's Edgecliff property.
The applicant has requested the Coi°nmerctal Zone to legallze the use
and is working with Spokane County to exchange property to eliminate the
encroachment.
B REASONS
1. The Comprehenaive Plan indicates that the area south of Sprague Avenue
is appropriate for general commercial uses.
2. The request adjotns an established commercial area. The Planning
Commission is of the opinion that the commercial extension would be
appropriate.
3 The extenston would not affect surcounding developments. Surrounding
uses include a trailer court approximately 200 feet to the west, Edge-
cliff Hospital (approximately 1, 000 feet south) and adjoining properties
to the south and west, Dishman Dodge and other commercial establish-
ments to the north, and an undevelopable hillside to the south and south-
east.
4. The site ls situated within the urbanizing Spokane Valley. Although
the zone change would provide a very small intrusion into the habitat
surrounding the Dishman Hills Natural Area, the Staff is of the opinion
that the zone change proposal would not have any appreciable effect
upon the topography, geology, biologfcal and botanical characteristics,
atmospheric and aquatic conditions and other natural development.
Commercial development along Sprague P venue ha s generally extended
up to the toe of the hillside along this stretch of Sprague Avenue. The
Planning Commfssion, therefore, concludes that an environmental impact
statement is not required for the project.

We are writing to say that we are not opposed to the zone change
as per the above nor the building to be erected. However, we
would like to request that the building not be built on our
property, and that the necessary precaution be taken to be sure
there is no waste or sewage contanunation of our well.
Our water system is tied in with the Valley system and is used at
least for fire safety and on occasion the Valley Fire Department
would have been rendered useless if they had not had the use of
our water, so it is a very important well.
