GENERAL INFORNIATION A. Location Van Hees Addition is situated in the south cEritral area of Spokane Valley south of 12th Ave. midtiaay between Evergreen Rd. on the west and Adams Rd. on the e ast . B. Proposal The applicant proposes to subdivide about 5 acres into 14 lots a11 for Single Family Dwellings. The proposal would create a gross density of about 3 units per acre, with a typical lot size in excess of 12,300 square feet per lot. C. Relationship to the Comprehensive Plan Van Hees Addition is situated within an area that has been designated as being suitable for residential development by the approved map of the Comprehensive Plan. Within that Comprehensive Plan however no density designations have yet occured. D. Existing Land Uses The site is currently i-n active cropland ve&etation with no sionificant topo,,crraPhic features. The properties that geenerall.y suround thi-s proposal have devebpud over the yeai•s into several resi- dential subdivisions including Tally Ho Sabdi-vision, Helstrom's Sub- division, Cherry Subdivision, and Lehi Subdivision. E. Compatibility 4Jith Existlrig Land Uses The staff finds this proposal to be compatiLle writh recent Planning Commission decisions in the area as well as being compatible with future intended uses for the area - higher density resider_tial uses. Some conflicts might result, however in the short term regardzng possible conflicts between larger 1ot uses situated to the east a.nd west of the proposal and the smaller lot --ubclivision proposal. II. SPECIAL INFQF2MATIOIV : A. Circul.ation The Engineer's office has reviewed this proposal and their office finds that the plat design is accevtabie to their office and secondly zhat adequate County roads noctil exist to serve the preliminary plat. Sewage Disposal The Health District has approved the use of individual on-site systems to serve the proposal. The plat is however situated over the Valley Aquifer where moderate impact upon water quality might be expected at some future date if continued urbanization at this density continues. C. Water Supply The proposed subdivlsion is situated within the recorded service area of Vera Irrigation District. That district indicates that it does have the ability to serve the site with both domestic and fire flows. D. Drainage The staff finds that because of the relatively flat terrain of the site and that of the adjacent properties that no special drainage control methods would be required and standard techniques for storm water control could be employed. E. Fire Protection The proposed subdivision is situated c,rithin the recorded service area of Fire Protection District #1. That districts indicates that both mains and hydrants are sufficient size for fire protection needs should be required as a condition of plat approval. F. Parks No improved County Parks are currently available in the area and the County Parks Dept. has no present plan for either site acquisition or major park improvements at this time. G. Schools Central Valley School District indicates that their district iacilities within this area are currently at capacity levele, and that their district ma:,r expect some short term diwiculties in serving this proDosal. jNhen their current building program is completed in about 2 years time, however, this problem may be mitigated somewhat. III. ZONING ANALYSIS The staff finds that it caould be appropri ate to rezone this proposal to the Single Family Residential Zone. The staff finds that it would be appropriate to rezone this proposal to the Single Family Residential Zone because oi the use and character of the proposal as well as the use and character of the surounding area. The staff also finds that an upgrade to the Single Family Residentlal Zone would be consistent with recent Planning Commission dec3sions in the area. N . ENVIRONMENTAL REVIEW The Staff has reviewed the Environmental Checklist submitted by the applicant - 16 A - 9 PE-1176-78 - Van Hees Additlon (Continued) and the staff finds that no significant adverse Environme.ntal Impacts would likely resolve and a proposed declaration of nonsignificance should be issued. Slight adverse environmental impacts were however noted under the following questions: earth, air, water, Ll.ora, fauna, noise, light and glare, land use, natural resources, popul.ation, housing, transportation, public services, energy and utilities. V. CONDITIONS: If approval is granted, the Staff recommends the following conditions: Specific conditions applicable to this plat are referenced below and found in the attached supplement entitled, "Standard Conditions for Approval of Preliminary Plats - Sugust, 1977'r. Topography, soils and water. a. This project lies in a relatively flat area borderin$ 12th Avenue on north and 121' east, and west of Best Road and 138' south of 13th Avenue. Local drainage ways are insignificant. It is located over the Spokane Valley Aquifer. No private well found within 100' of plat. Two wells belonging to Vera Water District ~M located in excess of four (4) blocks to the boundary of this proposed plat. b. Surface soils are classed as Garrison gravelly loam with 0 to S% slopes. They have a septic tank f ilter f ield limitation of slight with possible contamination of groundwater. c. Geologically the soils are glaciofluvial deposits; stream-laid sand and (:i) gravel; contains some boulders in places; includes some undifferentiated SCHD-ADM-118 0 vAN HEss Page 2 December 29, 1977 glacial deposits. The lower terrace remnants have probably been reworked by streams. These geologic structures yield moderate to very large amounts of water. d. The data from 2 Vera [Jater District wells in the area shows the wells are 122 to 176 feet deep and have 3400 to 5400 gpm. The total nitrogen level was 1.214 ppm. The Vera Water District has indicated that it can supply domestic use water for the plat upon completion of agreements with the developer. 3. Impact discussion. a. The plat sponsor has proposed 14 lots on 4.9 acres. Each lot is to be served by a public water system and its individual on-site sewage disposal system. This raises the question of signif icance of the impact on the groundwater in the area and possible alterna- tives for sewage disposal. b. In the course of the conduct of the Army Corps study, Dr. Todd considered typical soils, natural and sewage disposal recharge to the groundwater, and the eff ect of continued urban development in the Spokane River Valley upon the quality of the groundwater. In summary, he concluded that: (1) In norinal precipitation years subsurface disposal of sewage treatment e£fluent does reach and recharge the groundwater. (2) All dissolved salts in sewage effluent will be carried to the groundwater. However, bacteria and detergents (phosphate portion) are mostly removed by the deep soil layer above the groundwater and "minor dissolved constitu- ents such as phosphates, which are known to react with soil particles, or nitrates, which are taken up by plant roots" will be less than the total found in septic tank eff luents. (3) "The calculated results at the downstream end of ground- water f low line indicate that the maximum range of (dissolved) solids concentration expected at present (1975) is up to 93 mg/1 (milligrams per liter) above the natural groundwater background of 155 mg/1. The forecast year 2020 maximum incremental concentrarion is 101 mg/1 above the natural background."--"The analytical results of the forecast impact of year 2020 when compared with the pres- ent impact, both measured in terms of leachate volume and dissolved solids concentration, indicate that the present impact on groundwater quality is already a substantial proportion of the ultimate level." c. Currently, results of chemical analysis show the total nitrogen content of the groundwater as in the range of 1.214 ppm.
