I. GENERAL INFORMATION: A. Location Ponderosa Acres 7th Addition is situated in the south central area of the Spokane Valley north of 44th Avenue and west of Woodruff Road in an area commonly referred to as the Ponderosa. B. Proposal The applicant proposes to subdivide about 27 acres into 25 lots all for Single Family Dwellings with animal keeping. The proposal woLtld create a gross density of abo ut 1 unit per acre typical lot slze being 1 acre per lot. C. Relationship to Comprehensive Plan Ponderosa Acres ?th Addition is situated within an area that has been designated as being suitable for residential development by the approved map of the Comprehenslve Plan. Within that Comprehensive Plan however, no residential density determinations have been made. D. Existing Land Uses The slte is currently in active cropland vegetation with some minor drainage problems. The properties that generally suround this proposal to the east, southeast, and south have developed over the years into several residential subdivisions where the typical lot size appears to be 1 acre per lot. The properties that generally abut the proposal to the west and to the north have not as of yet developed and are under the ownership oi the plat sponsor. The plat sponsor indicates in hls plat application that he has no intention, at this time4of developing those propertiPs. E. Compatibility with Existing Land Uses The staff finds this proposal to be compatible with the existing uses now located to the east,southeast and south of this proposal in that the use and character of the proposed plat is very similar to those uses now evldent zn the area. ~ II . SPECIAL INFORMATIOIV : A. Circulation The Engineer's Office has reviewed this proposal and they find that adeauatz County roads are available to serve the site and that the plat deszgn is PE-1173-78 - Ponderosa Acres 7th Addition (Continued) acceptable to their office. Their office does,however,recommend that as a condition of plat approval all roads within the plat be paved to the specifications of the County Engineer. B. Sewage Disposal The Health District has approved the use of lndividual on-site systems for this proposal. The plat appears to be situaLed over the Spokane Va11ey Aqulfer where moderate impact upon the ground water quality may be expected at some future date, if continued ur-6anization at this density occurs in the area. C. Water Supply The proposed subdivision is situated within tre recorded service area of the Washington Water Power Company. That company indicates that it does have the ability to serve the site with both domestic and fire fl.ows. D. Drainage The staff finds that because of the relatively severe topography located towards the north and west of the site and drainage way between the proposed 42nd Ave. and Driftwood Dr. that special drainage control methods may be required for storm water control withln this proposal. E. Fire Protection Both mains and hydrants of sufficient size for fire protection needs should be required as a condition of approval. F. Schools The proposed subdivlsion is situated wlthin the boundaries of the Central Va11ey School District. The districts facilities in this area a~e beginning to reach capacity levels. The district believes that this problem rriay be mitigated somewhat when their current buildin.g program is completed sometime within the next 2 years. G. Parks No improved County Parks are situated within the immediate area of the plat proposal and the Parks Dept. has no present plans for either site acquisition or major park improvements of undeveloped sites at this time. III. ZONING ANALYSIS: The staff finds that a zone reclassification to the Agricultural Suburban Zone Classification would be appropriate glven the use and the character of the area and that the existing zoning of the property surrounding this proposal is either the Agricultural Suburban Zone Classification or the Agricultural Zone Classification with typical lot sizes in access of 1 acre. The plat proposal once again is for the subdivision of about 2? acres and 25 lots all for Single Family Dwellings with anlmal keeping with typical lot sizes of 1 acre per lot. - 13 A - 15. FE-1171-78, CHESTER FIFLD ADDITIDN : BONUCELLI, and ZE-16-78, AGRICULTO'RAL TO SINGLE FAMILY RESIDENTIAL AND/OR TWO FAMILY RESIDENTIAL: That the preliminary plat be approved and in so approving, adopts the Staff's Findings, dated February 24, 19'781 as the Plaaning Commission's findings of fact as well as the coaditions stated in the Staff's fiadings, except that the followiag condition shall be incorporated: that the stub road connection to the east be eliminated.
