The Staff notes that adjolning bus iness uses are predominately local business in nature. Adjolning land uses include offices to the east and west, an apartment house to the northwest, a carpenter shop to the northeast, and commercial properties including a small trailer court to the south. The Staff is of the opinton that the contemplated restau- rant iounge opcration on the sfte is an extension of the previous use on the premises. 3. The Sfiaff is of the opinion that appror.i-iat,~ mitigating mc3sures have been incorporatod into the conditions to assure compatfbility csf the proj ect with residential properties to thc north. In particular, screcning, dust control, and proper lighting of thc roar parking area will reduce the impact of thc: facility on aojoining residential properties. 4. The site is within an urbanizing area. The proposal utilizes an exlsting bullding and the proposed use is simf.lar to the previous use of the property. Conditions of approval wi' 1-ictually enhance the compatibility of the facility with surrounding uscs.
