Existing zone: Urban Residential-22 (LJR-22)
The Spokane County Planning Department has been requested to interpret a condition of approval
(AIE-4-93) regarding the existing apartment complex, Adams Square Apartments, located at South
229 Adams Road.
The site was approved by the Spokane Board of County Commissioners on March 24, 1977 for
105 apartment units. The Planning Department has received a request (see enclosed) to increase
the number of apartments from 105 to 106 units and to add a total of 14 garages near the south end
of the parking lot.
Section 14.504.040 of the spokane County Zoning Code allows for minor alterarions to approved
site development plans when
(1) additions to buildings comprise less than ten (10) percent of the total floor area
approved for the site and do not exceed the densities of the underlying zone, and
(2) minor adjustments to outbuildings or structure locations do not increase the density or
intensity of use nar significantly affect adjacent uses.
The Spokane Counry Planning Department dces hereby find that the proposal meets the above
criteria and hereby authorizes the remodeling of the existing manager's/laundry building on the
inside only to accommodate the assistant manager's apartment, with the only exterior mod.ification
being the addition of a deck. Also, this approval allows for the addition of 14 garage spaces near
the south end of the parking lot. Detailed drawings shall be submitted prior to the issuance of any
building permits.

with the revfsed development plan revtewed by the Planninq Commission
on Novemb er 14, 19 75 . i. e., A two-and-ono-half story court apartment
proj eet with perimeter units grouped around an interior parkinq lot and recreatfon area. The total number of apartment units shall not exceed 104. ;
At least 60 percent of the site shall retnain in open space free of structures
and parking. The percentage of the site covered by buildings shall not ~

exceed 13 percent. (Carports are not contemplated.) ~
A landscape plan for the prof ect fncludinq elevations for the buildings shall
be submitted to the Commission for review prior to release of building permlts `
for the project.

open space as the oarlfer request. The ntry plan accomplishes these ob-
j ectives by addinq a story and reducfna t` : floor space of the dwellinq units.

1. Although the number of dwelling units on the adverti sed property has been
increased, the site coverage and open space allocations conform to the

type fence shall be constructed along the east edge of the apartment pro-

The Staff is of the opinion that the project is appropriate because:
1. The apartment project Conforms to the Comprehensiv` Plan which indicates
that the area between Fourth Avenue and the Milwaukee tracks is appropriate
for high density residential uses. The duplexes along Fourth Avenue will
provide a very good transitton between the apartment project and the dev-
eloping residential neighborhood to the south,
2. The Commission notes that the site enjoys reasonable proximity to shopping,
(Sprague Avenue commercial properties) community facilittes, and employ-
ment, and has access to the arterial system via Adams Road.

3. The Planning Comcnission is oi th~ opinion that the destgn conftguration ana
the open space allowances of the proj ect in conjunction with the conditions
of approval wfll minimize the fmpact of the project on residential properties
developing to the south.
4. The Commission nates that surrounding land uses include St. Nary's school,
church rectory to the west, the proposed Safeco office bullding to the north-
west, the railroad and commercially zoned properties to the north, a truck
farm and acreage tracts to the east, a truck farm to the south, and single-
family residences to the southwest.
5. The site is situated within the urbanizing Spokane Valley. The zone change
proposal would not have any great effect upon the topography, geology,
biological and botanical charactertstics, atmospheric and aquatic conditions
than the uses currently allowed in the area. The site will be compatible
with established transportation facilities and utility services and would
have no appreciable effect on contfnued human development of the area.
The Commission, therefore, concludes that an environmental Lmpact state-
ment is not requ ired for the proj ect .
