Planning Commission Recommendation: Approve to Resfdential Office Zone *
subject to the following conditions: (Vote was unanimous.)
A. COIVDITIONS:
1. Approval o# access for the advertised property by the Spokane County
Engineer's office.
NOTE: The Spokane County Engfneer's office may require that an
additionai access carfveway be extended to Mullen Road to
facilitate better traffic movement fnto the property.
2. No structure on the premises shall exceed two (2) stories in height.
B. REASONS.
1. The Planning Commission has approved several Residential Office
requests on the Argonne-Mullen couplet. The Commission notes that
Resfdential Gffice was approved at Cataldo and Argonne in 1968,
Mullen and Mi ssion fn 1 9-7? , and Mullen and Valley Way in 19 74 .
In addition, community meetings in the area indicated support for
Residential Uffice type developments within the Argonne-Ntullen couplet.
2. The performance standards of the Residential Office Zone will make
the pro ject more compatible with surrr unding residential properties
by providing for landscaping, encouraq i n g proper development
off-street parkfng area, and limrting ad,tzrtising structures. In addition
t he Commission recommends a twm-story height limitation on structures.
The office proposal would be compatible with existing transportation
facilfties, community services, and established utilities and, therefore,
will have no appreciable effect on continued human develonment of
the area.
.
The site is situated within an urbanized area. The zone chanqe pro-
po sal would not have any greater effect upon the topography, geology,
biological and botanical characterf stics , atmospheric conditfons,
and other natural development than usES presently all.owed in the area.
The Commission, therefore, concludes that an environmental impact
statement is nrit required for the project.
