A. CONDITION'S: 1. Access permifis for the advertised pr+operty shall be obtained from the Spokane County Engineer's office prior to release of building permits. 2, The advertised property shall be developed in substantfal conformance to the submitted development plan and elevation sketches, i. e e, a single story, 8,096 square feet, building with split block and decora- tive exterior abuting the north line of the advertised area with parking between the building and Sprague Avenue. 3. Approval of a specffic landscape plan for the pro ject by the Director of Planning. Such plan shall indicate the type of ground cover con- templated, the species, vanety and distribution of plantings as wc1l as an automatic sprinkler system. The areas to be landscaped shall conform to the approved development plan, i. e., a 20 foot wide landscape strip along the south property line (lt is contemplated that the landscaping treatment would extend beyond the south property line to the sidewalk), a 10 foot wide landscape strip on the east and west sides of the building pmviding for tree plantings to shield the building (trees to be installec' shall be at least 6' in height) and a five foot landscape strip extend.ing along the east property line to the southeast of the building. The proposed use, namely a sporting goods st3re, will be designed to be compatible with office and multiple family developments in the area. Extensive architectural design and landscaping has been employ- ed to reduce the retail appearance of the operation e 2. The site fs sftuated on the edge of a developed duplex area to the west and intensive commercial centers to the south. Although the Commission notes that the site was zoned Residentiai Gffice in 1971, the character of the area north of Sprague Avenue has changed apprec- iably in the last five years. Last year, the Board of County Comanisssi-)ners approved an innovative commercial and office pro f ect along the north side of Sprague Avenue between Herald and Felts Road. The Commisszon is of the opinion that c ertain retail uses can be allowed aiong certain positions of the north side of Sprague Avenue zf innovative architectural design, Iandscaping and traffic control can be ineorporated inta the proJects. A similar proposal for a furniture store immediately west of the current request was approvecJ by the Planning Commission last September a 4. The site is situated within an urbaniz.Lng area. The zone change would not have any greater effect upon the topography, geology, biological and botanical characteristics, atmo spheric and aquatic conditfons and other natural development than similar uses establishing along Sprague Avenue. In addition, the proposal is compatible with adjoin- ing lancl uses, transportation and utility services. The well conceived buffer zone of five years ago is now gone I ask you to go to the corner of Walnut Road and Sprague Avenue and look at the area south of Sprague.
