FINDINGS AND ORDER REGARDING PRELIMINARY PLAT PkOPOSAL AND ZONE RECLASSIFICATION PE-1171-78 CHESTER FIELD ADDITION ZE-16-78 AGRICULTURAL TO SINGLE FAMILY RESIDEN- TIAL AND/OR TWO FAMILY RESIDENTIAL. WHEREAS, the Spokane County Planning Commlssion did, after public hearing on February 24, 197$ forward a reconbnendation to the Qoard of County Commissioners that the preliminary plat to be known as Chester Field Addition (File #PE-1171-78) and zone reclassification to both the Single Family Residential and Two Family Residential zone classification (File #ZE-16-78) be approved, and WHEREAS, Robert Qonuccelli did request a special hearinq before the Qoard of County ComiTiissioners to present evidence and testimony concerning the recommen- dati on of the Planni ng Cornmi ss i on approvi,i)g the above descri bed prel imi nary pl at and zone reclassification, and WHEREAS, the Board of County Commissioners did hold a public hearing on March 23, 1978 to consider the action of the Planning Commission and the testimony and requests of the applicant, objectors, and other interested parties, and WHEREAS, at said hearing opportunity was afforded those favoring and those opposing the above described preliminary plat proposal and zone reclassification, the Board of k"ounty Commissioners of Spokane County having fully considerEd the testimony given, the records and minutes of the Planning Commission, the environ- mental assessiflent, and all othEr evidence presentecf, and having personally acquain- ted themselves with the site atid vicinity in question does hereby find that duplexes ~ would be appropriate fo►- that area lying approximately 250 feet north of the proposed 40th Avenue in that that area would provide an-appropriate buffer from the future C0111111eY'Cldl uses proposed to be located to the south of the site; that the plat should be redesigned so as to provide for adequate circulation in the area and should include a stub road connection to both Pierce and Skipworth roads; that a connection to the Dishman-Mica highvray should be r-equired, and that improvements to that connection should be limited to the property under control by the plat sponsor at this time if a satisfactory arrangement cannot be worked out between the County Engineer and the adjacent property owners. Chesterfield Addition is situated within an asea that has been designated as being suitable for residential develooment. Within tha.t Comprehensive Plan neither lot sizes nor higher density residential uses are as of yet indicated. D. Ecisting Land Uses The site is presently vacant with no significant topographic features. The staff finds that these zone reclassifications would be consistent with recent Planning Co;nmission decisions in the area and that - those lots as indicated by the staff for duplexes would provide an appropriate buffer from the coIIUnercial located to the south of the site. First, I' d like to say that I think Great Caution should be taken in granting ANY zone changes until the status of the Aquifer is more fully known, and understood. r Z'he two zone change that particularly bother me are :.PE 1171-78 & ZE 16-785 the Chester Field Addition ancl PE 1168-78 & ZE 13-781 Midilome First Addition. Both are in the Chester area (or "South of Opportunity") and designated by the recent 208 Study findings to have the highest readings of man made contaminates in the entire aquifer system. Midilome, the development in existance now, is a bad enough example of blight on the environment of the area in more ways than one. Why let it continue to expand like a cancerous growth? The Chester Field Addition hasn't the issues against it that Midilome has, but there is still the potential perpetuation of the aquifer problems, if it comes into being. Their office further recommends that all roads witbin the plat be paved and curbed to the specifications of the County EalgineAr as a condition of plat approval and that a connection to the Dishman Itica xighway located to the west of the plat be obtained prior to the filing of the final plat, if at all poasible. B. SeWage Disposal The Health Di3trict has approved the use of individual on-site•systems to se=-ve this proposal. The plat is however situated over tr.e SpQkane Valley rlquifer where a moderate impact upon ground water qua.lity may be expected at some f'uture date if cantinued urbanization occurs i:n the axea. The staff finds that these zone reclassifications would be consiatent with reaent Planning Commission decisions in the area and that - thoee lots as indicated by the staff fnr duplexea would provide an appropriate buffer from the conanercial located to the south of the site. ENVIROM04TAL REVIEV'l The staff has reviewed the environmeatal checklYat submitted bf the applicaat and we find that no sigaiffcaat adverae environmental impacts would likely result from this proposal aad a propo9ed declaration of aonsignif icance should be issued.
