BACKGROUND The commercial proposal is situated on Montgomery Avenue south of the Argonne Village Shopping Center. A much larger proposel was denied by the Planning Commission two years ago because of the availability of other large tracts in the vicinity for shopping center developments. In this smaller request, the applicant fs proposing offfce and retail space which would have considerably less impact on the inventory of commercial and shopping center sites in the area. B. REASONS: 1, The advertised property lies on the perimeter of an established shop- ping center and is buffered from the adjoining neighborhood by apartments. 2. The Commission is of the opinfon that appropn.ate mitigating measures have beEn taken to assure the compatibility of the project with resi- dential developments to the south. Prohibition of facilities utilizing outside sales or storage areas, lighting and signing controls, and the required landscaping will reduce the impact of the proiect on adioining properties The site f s situated within an urbaniz;nq area. The zone chanqe proposal would not have any greater effect upon the topography, geology, biological and botanical characteristics, atmospheric and aquatic conditions than the uses currently allowed in the immedfate area. The site will be compatible with established transportation facilities and utflity services and would have no appreciable effect upon the continued human develapYnent of the area. We have discussed at length this proposed zoning and are not opposed to the commercial zoning of this site provided the following conditions are made a requirement of said zoning. 1. That development shall be in substantial con- formance with the attached plot plan; i.e., 2 single story buildings of 3750 sq. ft. each and 2 two- story buildings of 7500 sq. ft. each with paved access, parking and perimeter landscaping. The quality of the exterior of the structures shall conform with other development in the immediate area. 2. All sewage disposal shall be approved by the Spokane County Health District. 3. The planning commission and engineering depart- ments agree to study the feasibility of installing a st op light over the crosswalk at the east entrance to Argonne Village Shopping Center and to this pro- posed development. 4. If any substantial change in building size is proposed,,that a new hearing shall be required to approve said change. Gunning Builders, Inc.
