GENERAL INFORMATION A. Location Ponderosa Fourth Addition is situated in the south central area of the Spokane Valley north of 44th Avenue and west of Schafer Road. B. Relationship to the Comprehensive Plan The approved map of the Comprehensive Plan indicates residential usage of this area, as well as all nearby surrounding lands, with no density designation. D. Land Use Analysis: 1. Existing Land Uses This proposed Change of Conditioas is a part of the original Ponderosa 4th Addition with basically the same lot sizes. The site has been used in the past as agricultural as is the land to the west. To the north and east is Ponderosa 2nd Addition with densities equal to those proposed. To the south is Ponderosa Sixth Addition which contains single family uses with densities of approximately one acre. 2. Compatibility with Existing Land Uses The sponsor is asking for five building lots and one unbuildable tract from what was originally three lots and an unplatted portion of the Ponderosa 4th Addition. This proposal appears compatible and consistent for development that has occurred in the area. II. SPECIAL INFORMATION A. Circulation The County Road Engineer has examined the proposed preliminary plat and finds no changes from the original recommendations for Ponderosa 4th Addition. B. GF.NERA,L INFORMATION - A. Locatioa Ponderosa Fourth Addition is situated in the south central area of the Spokane Valley north of 44th Avenue and west of Schafer Road, in the area commonly. referred to as the Ponderosa. B. Proposal - 15.5 acres subdivided into 22 lots for Single Family tJse - Typical lot frontage = 100' - Typical lot size = 100' x 150' (15,000 sq. ft.) - Lots per gross acre = 1.4 C. Relationship to the Comprehensive Plan The approved map of the Comprehensive Plan indicates residential usage of this area, as well as all nearby surrounding lands, with no density designation. D. Zand Use Analysis: 1. Existing Land Uses The site is currently in active crop land production as well as the area immediately to the west and aorthwest. To the northeast is Ponderosa Second Addition which contains single familq uses with densities equal to those proposed. South of the site is Ponderosa Acres Sixth Addition which contains single family uses with densities of approximately one acre. 2. Compatibility with Existing Land Uses The proposal appears to be basically compatible with exisitng uses to the east and south of the proposed plat in terms of density and use. The area to the west is undeveloped and in Agricultural use, but the proposal is consistent with the general development which has been occuring to the south, the east, and the northeast. -2B- ~ STAFF ANALYSIS - Nover r 21, 1978 PONDEROSA FOURT DDITION - continued II. SPECIAL INFORMATION A. Circulation i ~ The County Road Engineer has examined the proposed preliminary plat and has i reported that some problems exist with proposed road connections to existing County stub road right-of-ways. It appears that existing County right-of-ways ~ outside the plat boundaries, which are intended to be used to provide access to the plat, are not currently up to County road standards. These access ~ roads would have to be improved prior to final plat approval as recommended by the County Engineer in his proposed conditions. , B. Sewage Disposal ; The applicant's engineer has prepared an analysis of alternative sewage dis- posal means; including on-site septic tank disposal, communitq septic tank disposal, and community package treatment plant disposal. For economic ' reasons, and to provide the most realistic alternative, the applicant's engi- neer feels on-site septic tanks should be utilized. The Spokane Countq Health District has authorized the use of individual on-site sewage systems for each lot within the plat. The District states that an on-site sewage management system should be created and approved bp their office prior to the signing of the final plat if more than a total of 54 dwelling units are authorized within the plat. The plat is situated over 'the Spokane Vallep Aquifer and the Health District in their examination of the possible impact on groundwater quality from this proposal have the following comments: Impact Discussion a. The plat sponsor has proposed 22 lots on 15.5 acres with a typical lot size of 100 feet by 150 feet. Each lot is to be served by a public water system and its individual on-site sewage disposal system. This raises , the question of significance of the impact on the groundwater in the area and possible alternatives for sewage disposal. b. In the course of the conduct of the Army Corps study, Dr. Todd considered tppical soils, natural and sewage disposal recharge to the groundwater, and the effect of continued urban development in the Spokane River Valley upon the quality of the groundwater. In summary, he concluded that: 1. In normal precipitation years subsurface disposal of sewage treatment effluent does reach and recharge the groundwater. . 2. All the dissolved salts in sewage effluent will be carried to the groundwater. However, bacteria and detergents (phosphate portion) are mostly removed by the deep soil layer above the groundwater and "minor dissolved constituents such as phosphates, which are known to react with soil particles, or nitrates, which are taken up by the plant roots," will be less than the total found in septic tank effluents. -2C- . ' STAFF ANALYSIS - Noveu,' - 21, 1978 PONDEROSA FOURT' IDDITION - continued 3. The calculated results at the downstream end of groundwater flow line indicate that the maximum range of (dissolved) solids concentration eYpected at presnet (1975) is up to 93 mg/I (milligrams per liter) above the natural groundwater background of ISS mg/1. The forecast year 2020 maximum incremental concentration is 101 mg/1 above the natural background. - - - The analytical results of the forecast impact of year 2020 when compared with the present impact, both measured in terms of leachate volume and dissolved solids conceatration, indicate that the present impact on groundwater quality is alreadq a substantial proportion of the ultimate level. c. Currently, results of chemical analysis show the total nitrogen content ' of the groundwater as in the range of 1.49 to 1.67 ppm. A projected incremental inczease using Dr. Todd's expected 8.6 percent would result in a range of 1.61 to 1.81 ppm. Current Federal and State drinking water standards permit up to 10 ppm. d. Alternative sewage disposal methods that would not recharge the ground- water have the following general characteristics: 1. Collector and central treatment systems discharging to surface waters would require at least tertiarp treatment and perhaps more to obtain a permit for the discharge from the Department of Ecology. These spstems are not currently economically available for this pro j ect. 2. Sealed systems, whether individual or community, depend on evaporation for liquid removal. These systems require more land area than a conventional subsurface drainfield. Some, such as lagoons, have safety hazards assaciated with them and relatively poor community acceptaace. Land, installation and operational cost are generally more expensive than those for septic tanks and drainfields. C. Drainap~e The Couaty Utilities Engineer reports that the preliminary storm drainage plan submitted by the applicant indicates that on-site storm drainage provisions will adequately handle surface water runoff. However, final construction plans should be reviewed and approved prior to the final plat filing. D. Water Supply The proposal is not presently within the service area of the intended district, the Washington Water Power Company, but the District advises the staff that adequate system capacitq, and a desire on their part to serve, exists for the provision of water for domestic, fire and irrigation uses. The Hearing Examiner Committee should require that the sponsor obtain annexation, through the Boundary Review Board, prior to final approval of the plat. - 20 - - - - , STAFF ANALYSIS - Novea' - 21, 1978 PONDEROSA FOURT" ~ DDITION - continued E. Fire Protection The proposal is situated within the recorded service area of Spokane County Fire District #1. The Fire District staff requests that the Hearing Examiner Committee require mains and hydrants of sufficient size for fire protection as a condition of final plat approval. The District also requests that they be allowed to review and approve final construction plans. F. Schools Proposal lies within the boundaries of Central Valley School District #356. The district is currently constructing an elementarq school, Ponderosa Elementary, at the northeast corner of Cimmaroa Drive and Woodruff Road, which is adjacent to and south of the proposed plat. G. Parks The report "Planning for Parks" (revised 1976) indicates that no improved County parks exist in the immediate area. A proposed neighborhood park site has been indicated as being in the area north of 44th Avenue, west of the Dishman-Mica Road and east of Schafer Road. The preliminary plat indicates a proposed park site in the southern portion of the plat. H. Unique Environmental Features None have been identified. I. Cultural Resources The County wide inveatory does not indicate any definite cultural resources within this proposal, however, the immediate area to the west of the proposal is considered to have a high archaeological potential. III. ZONING ANALYSIS A. ExistinQ Zoain& The zoning i.mmediately to the northwest is Single Family Residential and to the south and southeast the zoning is Agricultural Suburban. To the west, the zoning is Agricultural. Within the same section, Two Family and Local Business classifications exist. B. Compatibility of Proposed Zoning with Existing Conditions The proposed zone change to Single Family Residential is generally compatible with that of the surrounding area. The uses of the R-1 zone are compatible with those uses in the area and the densities in the area. IV. FIWIRONMENTAL REVIEW An Environmental Checklist was submitted by the sponsor and has been reviewed by the Planning staff. The Plan.ning Director issued a proposed Declaration of Non-Significance, and it was circuiated to other agencies of jurisdiction. V. CONDITIONS: If approval is granted, the following conditions are recommended. NOTE: Any amendments to said conditions are stated separately and listed hereafter 1. That the plat be designated as indicated on the preliminary plat of record and/or attached sheets as noted. 2. That a statement be placed in the dedicatioa to the effect that no more than one dwelling structure be placed on any one lot, nor shall anq lot be further subdivided for the purposes of creating additional lots or building sites without filing a replat. 3. That the plat provide for right of way width for streets as indicated on the preliminary plat of record. 4. That appropriate provision be made that the following described property be held in trust until the continuation of the streets be dedicated or deeded: A 1' strip at the ends or edges of all streets that terminate or border the plat boundary. (Temporary cul de sacs are required when streets terminate at the plat boundaries.) _ 5. That appropriate street names be indicated. 6. That appropriate utility easements be indicated on copies of the approved preliminary plat for distribution to the Planning Department and the utility companies. Written approval of the easements by the utility company must be received prior to the submittal of the final plat. 7. That the plan for water facilities adequate for fire protection be approved by the water supplier and fire protection district. Said water plan must also have been approved by the appropriate health authorities. The health authorities, water supplier (purveyor), and fire protection district will certify, prior to the filing of the final plat, on the face of said water plan that the plan is in conformance with their requirements and will adequately satisfy their respective needs. Note: This project was originally submitted as Poaaderosa 8th Addition. 2. Topography, Soils, and Water: a. TYnis project lies in a relatidely fl.at asea betweera woodruff Road and Radge- view Drive. Local drabnage ways are significant. at is located over the Spokane Valley Aquifer. b. Surface soils axe classed as Phoebe, sandy loam, with 0 to 5$ slopes. They have a septic tank filter field limitation of slight wbth possible contaniination of groundwater. c. Geologically the soils are glaciofluvial deposits; stream-laid sand and gravel; includes some undi£ferentiated glacaal deposits. The lower terrace remnants have probably been reworked by streams. Ianpact Discussion : ~ D' Y,7v~ a. The plat sponsor has psoposed --ZA lots on 15.5 acxes. Each lot is to be served by a public water system and bts indbvidual on-site sewage dis- posal system. This raises the question of signbfa.cance of the bmpact on Lhe groundwater in the area and possbble abtexnatives for sewage disgosal. b. In the couxse of the conduct of the Army Corps study, Dr. Todd considered typical soils, natural arad sewage disposal xecharge to the groundwater, and the effect of continued urban development in the Spokane Rivex Valley upon the quality of the groundwater. Zn sursunary, he concluded that: (1) Ir► normal precipitation years subsuxface disposal of sewage treatnent effluent does reach and recharge the groundwates. (2) Al1 dissolved salts in sewage effluent will be carried to the groundwater. However, bactexia and detexgents (phosphate portion) are mostly removed by the deep soil layer above tYae grouredwater an "minor dissolved constituents such as phosphates, which are knowal to react with soil particles, or nbtrates, whbch axe taken up by plant roots" will be less than the total found iaa septic tank efflueants. (3) "The calculated results at the doi-mstream end of groundwater flow line indicate that the rnaxi.anum range of (dissolved) solicis coracentration expected at present (1975) bs up to 93 mg/l (anillbgraaans per liter) aboee the natural gsoundwater back- gxound of 155 mg/1. The forecast year 2020 maximuum zncremental concentration is 101 mng/1 ahove the natural background. "---"Tkae analytical results of the forecast impact of year 2020 when com- pared with the present impact, both measured in terms mf leachate volume and dissolved solids concentratiorn, indicate that the present impact on groundwater quaZity is already a substantial progortion of the ultianate level." c. Currently, results of chemical analysis show the total nitrogen content of the groundwater as in the range of 1.49 to 1.67 ppm. A projected incre- mental increase using Dr. Todd's expected 8.6 percent would result in ranges 1.61 ppm. to 1.81 ppm. Current federal and state drinking cvater standasds permit up to 10 ppm. d. Alternative sewage disposab methods that would not recharge the ground- water have the following general characterbstics: • ~ ' Ponderos a Fousth October 30, 1978 page 3 (1) Collector and central treatment systems discharging to surface waters would require at least tertiary treatment and perhaps more to obtain a germit for the discharge from the Department of Ecology. These systems are not currently economically avaa.lable for this project. (2) Sealed systems, whether individual or conmunity, depend on evaporation for liquid removal. Some such as lagoons, haae safety hazards associated with them and relatively poor community acceptance. 4. Recommend That: ~a. The final plat shall be designedl as indicated on the preliminary plat t~ of record and/0r attached sheets as noteci. b. Appropriate utility easements shall be indicated on copies of the prelianinary plat of record for distrbbution by the Planning Department to the utility comparmies, County Engineer, and Sgokane County Health District. Written ~ approval of the easements by the utility company mwst he received prior to the submittal of the final plat. (Note: The first sentence is suger- fluous if the easements are shown on the prebiminary map as required by Oxdinance Chapters 5 and 6.) c. Drainage plans and design calculations showing the grades and alignment ~ of drainage facilities shall be submitted to the County Engineer and Spokane County Health District for approval prios to constrvction and the filing of the final plat. \G~~\d. The deciicatory language of the plat will state that each lot is authorized the use of an individual on-site sewage disposal system. e. Prior to filing of the final plat, the sponsor shall pxesent evidence that the plat lies within the recorded service area of the water system proposed . to serve the plat. The dedicatory language on the plat shall state: "Use of private 4ae11s and water systems is prohibited." f. A plan for water facilities adequate for domestic use, domestic irri.gation use, and fire protection use shall be approved by the water supplier. Said water plan must have been approved by the fire protection district and the appropriate health authorities. The health authorities, water supplier, ~ (purveyor), and fixe pxotection district will certify, prior to the filing of the final plat, on the face of said water plan that the plan is in con- formance with their requirements and will adequately satisfy their respective needs. Said watex plan and certification will be drafted on a tranparency suitable for reproduction. g. The purveyor will also certify prior to the filing of the final plat on a copy of said water plan that appropriate contractual axrangeanents have beean masie with the plat sponsor for constsuction of the water systene, in accord- ance with the approved plan, and in accordance wi,~th a time schedule. The time schedule will provide, in any case, for completion of the water system and inspection by the appropr i3te health authoxities prior to application for building permits within the plat. The contxactual arrangements will include a provision holding Sgokane County, SpoDcane County Health District . The plat dedication will contain a statement to the effect that: "The public water system as approved by County and State Health authorities and the local fire district and purveyor will be installed within this lat, and the subdivider will d p provide for individual domestic water service as well as fire protection to each lot prior tA sale of each 1ot." i. Septic Tanks - This method is the most commonly accepted practice in the Spokane Valley. In fact 1/3 of the homes in the United S tate s are tre ate d by th i s method. 2. Treatment Plant - Tbis plat is too sma11 in size to be economically feasible to install sewer lines, manholes, treattnent plant and drainfield. Atreatment plant needs approximately 100 homes to reach the break even point on the 08M agreement costs with Spokane County. 3, Lagoon - This plat doesn't have the additional land required for a lagoon. Also the oder which may occur would be objectional to this plat and the surrounding properties. Since the County doesn't have a comprehensive sewer plan for this area alternate #2 is not feasible.
