Proposed Addition to Depot Restaurant located at E. 15205 Trent Avenue Plan Check No. 81A-1744 Dear Mr Colistro. The Department of Building and Safety has reviewed the submitted plans dated January 31, 1981. There are conditions that must be met, plus additional in- formation required on plans before a building permit may be issued. 1 a). Installation of a 6 foot high fence or planted screen acceptable to the Director of Planning a1ong the North perimeter of property. Iten 4, ZE-20-75. 1 b). Approval of a lighting and landscaping plan for the advertised property by the Director of Planning Item 6, ZE-20-75. 1 c). Development should be 1imited to the area indicated for structures, parking and landscaping in the submitted plan. Areas indicated without struc- tures would requi re further heari ng before the P1anni ng Conrni ssi on for determina- tion of acceptability of the plan. Ttem 9, ZE-20-75. Before approval may be given by Planning, there must be approval through a Change of Conditions hearing. P1anning has informed the Department of Building and Safety that the above noted items have never been complied with. 2). An approved water supply is required capable of supplying adequate fire protection. This requires a fire flow of 2,250 gpm with no portion of the building over 175 feet from a hydrant. U.F.C. Section 10.301(c) as modified by Spokane County Fire Code. See letter dated March 4, 1981, from the Spokane Va11ey Fire Department. The existing hydrant is not adequate. The Valley Fire Department has requested a hydrant on the South side of driveway at corner of parking lot. The hydrant, water line size and location are not shown on plans. 3). The minimum ventilation required based on occupant load of 112, is 1,120 cfm. Section 305 of Washington State Energy Code. The calculations on sheet 4 are in error. Mechanicalventilation system sha11 be equipped with a readily accessible or automatic means for either shut-off or volume reduction and shut off when ventilation is not required. Section 411(d) of Washington State Energy Code. System shall be kept continuously in operation during such time building is occupied. U B C. Section 605. Information inadequate. 5). Fireplace and chimney design to meet requirements of U.B.C. Section(s) 37039 3704 and 3707. Fireplace design has not been submitted. Attachment, reinforcing, clearance to combustibles, firestopping are not shown in detail. 6). Roof to support a minimum of 30 psf snow load in addition to all dead loads which must include mechanical equipment. U.B.C. Section 2305. Truss design is not submitted. The roof framing plan is in error. It does not show chimney and how headed around same. Section A-4, sheet 5 indicates a size of glu-lam beam not shown on sheet 4 floor plan. 7). Sliding doors shall not be used as required exits. U B.C. Section 3303(1). The distance the folding partition shown on sheet 4 will extend is not clear. We have no infortnation on any Bi-fold doors that are approved for exit. 8). Overflow drains or scuppers are required in addition to drains. To meet requirements of U B C. Section 3207(c), roof drains require strainers to meet the requirements of U.P.C. Appendix D2.1 which requires strainers to extend not less than 4 inches above roof surface. Detail number 1, sheet 5 is incomplete. 9). Roof top furnaces shall meet the requirements of U.M.C. Section 710 which includes: d) Adequate clearance from combustibles per Section 502. e) Platform or roof access scuttle meeting requirements of Section 710(g). h) Must be readily accessible. There is no detall of the roof top installation or method of access. 10). A 120 volt receptacle is required within 25 feet of equipment. U.M.C. Section 509 Plans do not indicate receptacle. There are no details of roof top unit by which to determine comp1ianEe. ~ _ Wayne Colistro March 5, 1981 Page 3) The valuation computed per the October 1980, Building Standards magaiine valuation data for an air-conditioned V-N building is $43.87/sq. ft. X 1,836 sq. ft. = $81,730 exceeding the $25,000 valuation submitted. Based on this valuation an additional plan check fee of $136.00 is required. The building permit fee is $379.00.
