Plan Check No. 81A-1744
Dear Mr Colistro.
The Department of Building and Safety has reviewed the submitted plans dated
January 31, 1981. There are conditions that must be met, plus additional in-
formation required on plans before a building permit may be issued.
1 a). Installation of a 6 foot high fence or planted screen acceptable to the
Director of Planning a1ong the North perimeter of property. Iten 4, ZE-20-75.
1 b). Approval of a lighting and landscaping plan for the advertised property
by the Director of Planning Item 6, ZE-20-75.
1 c). Development should be 1imited to the area indicated for structures,
parking and landscaping in the submitted plan. Areas indicated without struc- tures would requi re further heari ng before the P1anni ng Conrni ssi on for determina-
tion of acceptability of the plan. Ttem 9, ZE-20-75.
Before approval may be given by Planning, there must be approval through a
Change of Conditions hearing. P1anning has informed the Department of Building
and Safety that the above noted items have never been complied with.
2). An approved water supply is required capable of supplying adequate fire
protection. This requires a fire flow of 2,250 gpm with no portion of the
building over 175 feet from a hydrant. U.F.C. Section 10.301(c) as modified
by Spokane County Fire Code. See letter dated March 4, 1981, from the Spokane
Va11ey Fire Department.
The existing hydrant is not adequate. The Valley Fire Department has requested
a hydrant on the South side of driveway at corner of parking lot. The hydrant,
water line size and location are not shown on plans.
3). The minimum ventilation required based on occupant load of 112, is 1,120
cfm. Section 305 of Washington State Energy Code.
The calculations on sheet 4 are in error.

4). Mechanicalventilation system sha11 be equipped with a readily accessible
or automatic means for either shut-off or volume reduction and shut off when
ventilation is not required. Section 411(d) of Washington State Energy Code.
System shall be kept continuously in operation during such time building is
occupied. U B C. Section 605.
Information inadequate.
5). Fireplace and chimney design to meet requirements of U.B.C. Section(s)
37039 3704 and 3707.
Fireplace design has not been submitted. Attachment, reinforcing, clearance to
combustibles, firestopping are not shown in detail.
6). Roof to support a minimum of 30 psf snow load in addition to all dead loads
which must include mechanical equipment. U.B.C. Section 2305.
Truss design is not submitted. The roof framing plan is in error. It does not
show chimney and how headed around same. Section A-4, sheet 5 indicates a size
of glu-lam beam not shown on sheet 4 floor plan.
7). Sliding doors shall not be used as required exits. U B.C. Section 3303(1).
The distance the folding partition shown on sheet 4 will extend is not clear.
We have no infortnation on any Bi-fold doors that are approved for exit.
8). Overflow drains or scuppers are required in addition to drains. To meet
requirements of U B C. Section 3207(c), roof drains require strainers to meet
the requirements of U.P.C. Appendix D2.1 which requires strainers to extend
not less than 4 inches above roof surface.
Detail number 1, sheet 5 is incomplete.
9). Roof top furnaces shall meet the requirements of U.M.C. Section 710 which
includes:
d) Adequate clearance from combustibles per Section 502.
e) Platform or roof access scuttle meeting requirements of Section 710(g).
h) Must be readily accessible.
There is no detall of the roof top installation or method of access.
10). A 120 volt receptacle is required within 25 feet of equipment. U.M.C.
Section 509
Plans do not indicate receptacle. There are no details of roof top unit by which
to determine comp1ianEe.

The valuation computed per the October 1980, Building Standards magaiine valuation
data for an air-conditioned V-N building is $43.87/sq. ft. X 1,836 sq. ft. =
$81,730 exceeding the $25,000 valuation submitted. Based on this valuation an
additional plan check fee of $136.00 is required. The building permit fee is
$379.00.
The building permit may be lssued if and when the Change of Conditions is granted,
and the noted items are satisfactory resolved.

Planning Commission Recommendation: ApArove that portion of the adver-
tised property lvinq west of the BPA transmission line easement fio the Commer-
cial Zone, subject to the followinq conditions: (On motion for approval,
four voted yes and Mrs. Rawlings abstained. )
A. CONDITIONS:
1. Dedication of the west 10' of the a3vertised property along Proqress
Ro ad for riqht of way.
2. Improvement of the east side of proqress Road along the lenqth of
the advertised parcel to Spokane County standards. Improvements
shall include curb, sidewalk, drainaqe controls and pavfng to
existinq ofl.
3. Direct access from the advertisod property to Sullivan and Trent
Rpads shall be prohibited.
4. Approval of access by the Spokane County Engfneer's office to
Progress Rosd.

B. REASOIVS INCLUDING £NVIRONMEATTAL ASSESSMENT:
1. The Commission notes that the Trent Avenue frontage properties to
the west of Progress Road are zoned Commercial. The configuration
of the Sullivan Road overpass and the BPA transmission Iine ease-
ment preclude residential development of the property.
2. The Commission is of the opinion that the conditions o€ approval such
as fencinq, signinq and lighting controls, Iandscaping, and paved
parkfng areas will make the proiect more compatible with residential
properties to the north.
3. The site is within the urbanized area and lies north of a manufactur-
ing area. The 2one chanqe propo sal wtould not have any greater
impact upon the topography, geology, biological and botanical
characteri.stics, atmospheric and aquatic conditions :aad other
development than similar uses established alonq Trent Road. The
proposal will be compatible with surnounding land uses, transporta-
tion facflities, and utility services, and therefore, would have no
appreciable effeat on continued human utilization of the area. The
Planninq Commissfon, therefore, concludes that an envfronmental

The first system to be used at the driveway entrance is a
wide-13.te F1001 Floodlight with a shseld for 1000 watt
mercury vapor lamp to be insta].led at the sign Iocation and
faee narth wit4 a shield to cut aff lzght at the southline
of the first houss.
The $eeond system woula be used f or the parking area and
instaZled at the Northeast and Northwest corners of the parking
ares. Thia gyetem the Spectrs VII Downlight has an excellent
gl$re control and the direet source of light canrlot be eeen
in any dzrection.
The thlyd system wilz be used to alightly illumznate the
restaurant in the evening. It ie sn incandescent up li,ghting
with a 1500 watt quartz iodine and again the source of lzght
is not Visible. Two lights will be used and each will be
placed at the midline of the ea8t and west partion of the
building.
Mr. Robert Taylor, the oommercial in.dustrial representative
for the Washington Water Power Company was also contactea
for additional lighting suggestion.s. He stated t#a.at he had
no objections to using two 400 mercury vapor atreet lights
to illuminate the parkirg area though thia type of lighti.ng
is more dif.fuse and there are no glare shields.

dark green color. Since I was unable to set up an agpoi..nt-
ment wath David A. Bosley, Area Extension Agsnt for more
detailed information at this time, Mr. Dwayne Nelaon of
Nelson Zandscape Serv3. ce Inc., N. 11001 Newpart Highway wae
con,tacted to suggest a ldw maznteanance grass to be used
on the remainder of the aereage surroundlng the restaurant.
Mr. Nelson suggested a dryland gras8 whlch is of the same
