WHEREAS, the Board of County Cornmissloners of Spokane County, Pursuant to the provisions
of the revised Code of Wa'shington, Section-36.70.620, shall upon receipt of any recom-
mended official control or amendment thereto, at its next regular public meeting set the
date for a public meeting where it may, by ordinance. adopt or reject the official con-
trol oor amendment; and
WHEREAS, the Board of County Corronissioners of Spokane County, did by Resolution
No. 781333 acknowledge receipt of the recommendations from the Spokane County Planning
Comumission concerning its hearing of September 29, 1978; and
WHEREAS, the Board of County Commissioners of Spokane County, did by said resolution
set the 16th day of Oc'tober to consider the recommendations of the Planning Commission
concerning its September 29, 1978 hearing, a copy of said recommendations are attached
hereto and incorporated herein by reference.

3) The calculated results at the downstream end of groundwater flow line
indicate that the maximum range of (dissolved) solids concentration
expected at present (1975) is up to 93 mg/1 (milligrams per liter)
above the natural groundwater background of 155 mg/1. The forecast
year 2020 maximum incremental concentration is 101 mg/1 above the
natural background. - - - The analytical results of the forecast impact
of year 2020 when compared with the present impact, both measured in
terms of leachate volume and dissolved solids concentration, indicate
that the present impact on groundwater quality is already a substantial
proportion of the ultimate level.
c. Currently, results of chemical analysis show the total nitrogen content of
the groundwater as in the range of 1.81 ppm. A project2d incremental increase
using Dr. Todd's expected 8.6 percent would result in a range to 1.96 ppm.
Current Federal and State drinking water standards permit up to 10 ppm.
d. Alternative sevrage disposal methods that would not recharge the groundwater
have the following general characteristics:
1) Collector and central treatment systems discharging to surface waters
would require at least tertiary treatment and perhaps more to obtain
a permit for the discharge from the Department of Ecology. These
systems are not currently economically available for this project.
2) Sealed systems, whether individual or community, depend on evaporation
for liquid removal. These systems require more land area than a con-
ventional subsurface drainfield. Some, such as lagoons, have safety
hazards associated with them and relatively poor community acceptance.
Land, installation and operational costs are generally more expensive
than those for septic tanks and drainfields.
C. Drainage
-The County Utilities Engineer reports that the preliminary storm drainage
plan submitted by the applicant indicates the on-site storm drainage provi-
sions will adequately handle surface water runoff. However, oinal construction
plans should be reviewed and approved by the County Utilities Engineer, prior
to the final plat filing.
D. Water Supply
-Proposal is located within recorded service area of Vera Water and Power
District.
-The District advises the staff that adequate system capacity, and a desire on
their part to serve, exists for the provision of water for domestic, fire and
irrigation uses.
E. Fire Protection
-Proposal is situated within recorded service area of Fire District #l.
-The fire district requests that mains and hydrants of sufficient size for fire
protection, as determined by the fire district staff, be required as a condition
of final plat approval.

-Proposal lies within the boundaries of Central yalley School District #356,
-The District indicates they are currently at capaclty levels and requests
that development activity be stud1ed in relationship to housing additional
students.

-The report "Planning for Parks" (revised 1976) states that there is currently
no park serving the Progress neighborhood. The Park Plan calls for the
eventual development of a 15 acre community park adjacent to the Progress
Elementary School or in a location central to the neighborhood,

-None have been identified.

-No cultural resources have been identified in the County inventory,
III. ZONING ANALYSIS
-The proposed site is currently zoned Agricultural-Suburban, as is the drea sur'
rounding the proposal. Some Agricultural zoning 1s found north of Broadway and
east of Progress Road. R-1 Single Family zoning occurs in an area northwest of
the proposed plat, along the south side of Mission Avenue.
-The existing Agricultural Suburban zoning, which covers platted and unplatted
property, was established for this area in 1958 as a general zone upgrading, There
have been no recent zone changes to the R-l zone for this immediate area, except
for the area along Mission Avenue, approximately 1/2 mile to the northwest of this
plat.
-Giving consideration to the proposed use of each lot and the lot sizes, the
proposed zone change to R-1 Single Family Residential is a valid request, If the
plat is approved without a zone change, it should be noted that the Agricultural-
Suburban zone would permit duplexes on lot s1zes as proposed, unless specific
conditions prohibiting duplexes are attached to the plat,

-An environmental checklist was submitted by the sponsor and has been reviewed with
no significant adverse environmental impacts judged to exist.

(3) "The calculated results at the downstream end of groundwater f 1ow
line indicate that the maximum range of (dissolved solids con-
centration expected at present (1975) is up to 93 mglt (milligrams
per lites) above the natural groundwater background of 155 mg/1.
The forecast year 2020 maximcam incremental concentration is tOb mg/1
above the natual background."---'The an3lyta.cal results of the
£vrecast impact of year 2020 when compared with the present impact
both measured in terans of leachate volume and dissolved solids
concentration, indicate that the present impact on groundwater
quality is already a substantial proportion of the ultimate level."

of the groundwater as in the range to 1.81 ppm. A projected incremental
increase using Dr. Todd's expect 8.6 percent caould result in a range to

groundwater have the following general characteristfcs:
(1) Collector and central treatment systems disctaarging to susface
waters vyould require at least tertiary treatment and
perhaps moxe to obtain a permit for the discharge from the
Department of Ecology. These systems are nat currently econoanic-
ally adailable for this project.
(2) Sealed systems, whether individual or community, depend on
evaporation for liquid removal. Soane, such as lageons,
have safety hazards associated with them amd relatively '
pomr comaiunity acceptance.
4. Recommend that:
a. The plat dedication will contain a statement to the effect that: "The publxc
water system as approved by Gounty and State Health authoxities and the local
f\ f ire district and puxveyor will be installed within this plat, and the sub-
divider will provide for ind3.vidua1 domestic water service as caell as f ire
protection to each lvt prior to sale of each lot."
b. The dedicatory lamguage of the pa at will state that each lot is authorized
~ the use of an individual on-sa te sex•yage disposal system.
c. An on-site sewage mana$ement system be created and approved by this
~ of f ice prior to the signbng of the f inal plat if more than a tota1
of eight (8) dcaelling units are authorized within the plat.
d. A plan for water facilities adequate for domestic use, domestic irrigation
use and £ire protection iase sha1,1 be approved by the water supplies. Said
r\ water plan must have heen approved by the £ire protection district and the
appropriate health authorities. Ttae health authorities, water supp3 ier
(purveyor), and fire protection _district will certify, prior to the f iling
of the f inal plat, on the f ace of said water plan that the plan is in con--
formance with their requirements and will adequately satisfy thei= respective
need5. Said water plan and certification will be drafted on a transparency
suitable for reproduction.

The following items are related to the open space:
a) The sponsor shall submit the proposed form nf the legal documents for cantiriued
retention, development, and maintenance of all commnn open spacV land prior ta
the filing of the final plat; which documents stiall provide, arnQng other t`lings,
for a minitnurn assessment of inemhers of a home owners' tIssocia:ion fur 5uch
open space development and maintenance, sard documents to be approved by
the Planning Director prior to filing of the flnal plat.
b) The areas shown as recreation area and/or site, etc. , must be accurately de-
fineci and ylven lot and block numbers. The final plat will show the future owner-
ship status of parcels to be sold, parccls to remain publ►c 0 e. , sewer treat-
ment site) and parcels to remain in common ownership.
c) That the sponsor, prior to filing of the final plat, provide for minirnum improve-
ment of the common open space land, such improvements v+rill be accornplisned
at the sponsor's expense and shall include proper quarantee of minimum stand-
ards if improvernent (for example: turfing and adequate sprmkling system) cvhich
shall be approved by the Planning Director.
ci) If a final plat is to be filed that does not include the entire area proposed for
platting on the preliminary pla± of record, then the first final plat filed wlll in-
clude the recreation area and the sewer treatment site.

390 of the Spokane County Environmental Ordinance (SCEO) prior ta approval of this
recommendation by the Board of County Co►nmissioners, or that any approving action
of the Board be conditioned upon issuance of Final Declaration of Non-Significance
in accordance with SCEO 11. 15.340.
NOTE: The official file contafns an environmental checklist for the proposal and a
staff review of their checklist as required by WAC 197-10-320.
II. Enaineer's
(E- 1) That conditional approval of the plat is given subject to the dedication of right of way
to the public and approval of the road system in the plat by the County Engineer.
(E- 2) That plans, profiles, and cross sections showing proposed street centerline and curb
grades be submitted to the County Engineer for approval prior to construction and
the filing of a final plat.
(E- 3) That drainage plans and design calculations showing the grades and alignment of drain-
age facilities be submitted to the County Engineer for approval prior to construction and
the filing of a final plat.
(E- 4) Construction within the proposed public streets and easements shall be performed under
the direct supervision of a licensed land surveyor, who shall be resPonslble for perpet-
uating all evidence of the location of survey monuments which may be distrubed during
construction and who shall furnish the County Engineer wrth "As F3uilt" plans and a certi-
ficate in writing that all improvements were installed to the lines and grades shown on
the approved construction plans and that all disturbed monuments havc been replaced.
(E- 5) No construction work is to be performed with the Public Right of Way until a permit has
been issued by the County Engineer. All work is subject to inspection ard approval by
the Caunty Engineer.

(E- 7) No direct access from lots to 1/2 iight of ways until such tirne as additioaal right of
ways are dedicated and roads are establislled as County Roads.
(E- 8) No direct access from lots to Stub Road connections until such roads are cQnstructed to
County Standards and established as County }todds.
(E- 9) Road design, rough grading construction, and drainage control for 1/2 riqhts of ways
and Stub Road connectians are the responsibilrty of tho developer.
(E-10) That the sponsor shall prepare and submit to the County Engineer a design proposal ac-
ceptable to the State Highway Department of the proposed State Highway-County Road
intersection. State Highway Department approval of the proposed design must be re-
ceived prior to the filing of the tinal plat. Improvernents to the State Highway are to be
the responsibilrty of the sponsor and may either be ronstructed or a bond to cover thc
cost of such improvements furnished to the County Engineer in the amount as deternl:ned
by the County Engineer and the State Highway Department.
III. Assessor
(A- 1) That a name be indicated before the final plat is filed; such name to be approved by
the County Assessor and the Planning staff.
IV. Health Department
(171-1) That each lot he authortzed for the use of lndlvldual on-site sewage disposal systems.
(H-2) The dedlcatory language of the plat wlll sta±e the sponsor wlll assume no responstbil-
tty for provision of domesttc water.
(H-3) That condlttonal approval be gtven subject to provlslons in the plat for a puhltc sewer
system. Approval of the destgn of said systems must be glven by County and State
Health authoritles and the County Utilities Department prtor to filtng of the ftnal plat.
A suttable guarantee wtll he required ta covcr the cost of provlding said system in the
amount as determined by the Public Works Department.
(H-4) That a statement be placed in the dedicatton to Yhe effect that a publlc sewer system
