Planning Commission Recommendation: Aporove to t,he Local Business Zone,
subi ect to the followina conditfons;, (Vote was unanimous. )
A. CONDITIONS:
1. Dedication of the south 20 feet of the advertised property to provide
riqht of way for Riverside Avenue.
2. Improvem.ents of Riverslde Avenue to Spokane County standards. Imp.ove-
ments shall include curb (if needed), drainaqe control and pavinq.
3. The advertised property shall be developed in substantial conformance
with the revi sed de velopment plan; i. e., One- story bu s ine s s bu ilding
incorporating small shops and retail stores oriented toward a paved
parking lot to the south. Perlmeter landscaping shall conform to the
apptoved plan including the retention a%ici tho supplementation of the
hedge alonq the north side of Rfverside Avanue. Screeninq sha11 be
continued along the east property line up to the building. A specific
tkghting and landscape plan for the proi ect shall be approved by the
Direetor of Planning prior to the release of building permits for the
pro j ect .
4, Access permits for the advertfsed property shall be obtained from the
Spokane County Engineer's office pricr ta release of b uildinq permits.
Access to the property shall be confin,:d to University Road.
5. Installation of fire hydrants in accordance with the requirements of tie

B. REASONS INCLUDIIVG ENVIRONMENTAL ASSESSMENT:
1. The Commissfon is of the opinion that the site is approprfate for light
retail uses because it ts buffered from the residential neighborhood to
the north by an established office builditag. Other surrounding land uses
tnclude a beauty shop to the south, an apartment house to the southeastF
residences to the east, and a proposQd offlce complex to the wost.

, 2. The Commission is of tho opinion that the sfte can be made compatible
with adjoining land uses with tha incorporation of landscape screening
and proper lightfng. The Loca! Business Zone restricts certain incomp3tiblF
retail uses and contafns siqn standards.
3. The advertised property is sftuated within the urbanfzed portion of the
Spokane Valley. The zone chanqe proposal would not have any greater
effect upon the topoqraphy, geology, biological and botanlcal character-
istics, atmospheric and aquatic conditions and other natural development
than similar uses established In the area. Pcovisions have made to
make the facility compaLible with adi oininq land uses and to improve
fire protectton. The development would ba compatible with existfng
utility and transportation services. The Commission, therefore, conclucios
that an enviornmental impact statement is not required fn conjunction
wtth the approval of the zone chanqe request.
