at the request of the applicant, Dr. 0'Connell, and after visiting
the site and reviewing the testimony.
The Board by majority vote did determine to uphold the action
of the Spokane County Planning Commission as set forth in the
Commission's minutes of May 9, 1975, which denied the above
mentioned zone change. On motion of Commissioner Harry M. Larned to approve said

of quorum.iA A. REASO NS :
1. The advertised property is over 1/2 mile east of the Spokane Valley
General Hospital and neighboring medical facilities. Although the
Commission has granted numerous zone change requests for office
and multiple family uses in the vicinity of the hospital, the current
request, in the Commission's opinion, is too far removed from
currently developed facilities.
2. Although the Commfssion has allowed some office and multiple family
2oning along Mission Avenue, particularly situated at major arterial
intersections and near the Spokane Valley General Hospital, the
Comprehensive Plan does not suggest that Mission Avenue fs appro-
priate for Residential Offfce development, Indeed, the Commission
has attempted to conffne such development to certain ma jor north-
south arterials such as Argonne, Pines, and Sullivan. Apprnval of
spurious requests for Residential Cffice zoning alonq secondary
arterials would reduce the attractiveness of these designated areas
for office development.
3. The area surrounding the advertised property is projected for single
family developrnent with perhaps sQme duplex development along
Mission Avenue. The advertised property, although somewhat
restricted by a power lfne easement along the back, could under
current zone classification accommodate two duplex structures.
The Commission notes that a retirement home approximately 1/2
mile west of the request provides a ready transition between the
hospital related projects and the residential area to the east along
Mis sion Avenue.
