A. CONDITIONS:
1. Dedication and Improvements:
Dedication of the West 10 feet of the advertlsed property along University
Road for right of way. Improvement to Spokane County standards of
University Road adioi ning the advertised property in conjunctlon with
the issuance of a building permit for a multiple family development.
Improvement shall include cur'b, sldewalk, drainage conttol and paving
to existing oil.
2. Approval of Access
Acc ess permits for the subf ect property shall be secured prior to
relea se of building permft (s) .
3. Apactrrlent Density, Configuratton, and Building Heights
The Commisston shall revfew a devel.opnent pian for the property prior
to release of building permits. Such plan shall indicate the configuration
of the apartment project, building heights, do-nsity of dwelling units,
and open space.
4. Off-Street Parking - Development
a. Any portion of the proj ect which f s to be occupied or traveled by
automobiles shall be maintained in hard surface paving. Paved
areas shall mafntain a 5 feet setback frorri adjoinfng properties.
b. Open parking areas shall be unligh ed except that driveways, walk-
ways, and landscaped traffic islan,.s may be illuminated by low
intensity lighting on standards not ~xceeding eight (S) feet fn height.

c. The design, location, and arrangement of parkinq stalls shall be in
accordance with standard traffic englneering practices.
5. All areas not occupied by buildings, parkfng, and paved roadways shall
be landscaped, planted, and maintained in appropriate turf and shrubbery.
The Director of Planning shall approve a landscape plan and installation
schedule for the project incorporating an automatic sprinker system prior
to release of buildinq permits. A six (fi) foot high residential fence shall

4.17.040 of the Spokane County Zoning Ordinance.
B. BACKGROUND:
The advertised property is located approximately 125 feet north of Main
Avenue between Universfty andV an Marter Roads. The applicant proposed
'a sLx unit apartment structure for the Van Marter frontaqe and has reserved
the University frontaqe for future Residential Offlce uses. An older but
well kept residence currently occupies the University frontage.
Zoning fn the area includes Multiple Family Suburban on the west side of
Uni:versity bet vvearr,:Mai'n~asd.ValTey Way,. Reside4~Udl Qffice for most
properties between Natn Avenue and Riverside, and most recently, Multiple
Family Suburban for a property adjofning a residence on the southeast corner
of University and Valley Way. ThL balance of the properties to the north
of Main Avenue and a ast of University are zoned Agricultural Suburbano
Reasons including Env!'ronmental Assessment:
1. The Commf ssion is of the opinfon that the six unit apaxtmeht proposal
oriented toward Van Marter Road is not compatible with adjoining pro-
perties. The Commfsssion was partfcularly impressed wfth the residen-
tial character of Van Marter Road and noted that such an apartment
project would further disadvantage residences along Main Avenue and
would increase traffic on the narrow resfdential streets In the area. The
Commission noted that the Van Marter Frontage has sufficient size and
frontage for a duplex.
2. Although the Commissfon notes a mi3tu re of apartment and office uses
along University Road between Sprague Anenue and Valleyway, the
office development Is sftuated bet ween properties oriented to the Main
and University intersectfon and the Sgraque hvenue frontaqe properties.
Because of the character of University Road between Main and Valleyway,
the Commission is of the opinfon that frontage properties along this por-
tion of University are more approprfate for continued apartment develop-
ment rather than office uses. The vacnnt proparties along thls portion
of Unfversity have been developed witE- apartments and it is expected that
the existing homes along Universfty wi'l be gradually replaced with "
apartment structures.

3. The conditions of approval including a later ceviaw of a specific develop-
ment plan wlll as sure the compatibility of a University Road oriented
apartment pro j ect wfth adj oining propertie s, The property is surnounded
by residences on all sides axcept for a flvc-unit apactment building to
the northwest.
4. The Commission notes that the property enjoys convenient access to the
arterial grid and proximity to shopping and community facilities. The
area is serv ed by a public water system with hydrants adequate for ffre
protection. The ground is relatively flat with qood drainage.
5. The sfte is situated within an urbanfzing area on the floor of the Spokane
Valley. The zone change would not have any greater effect upon the topa-
graphy, geology, biological and botanical characteristics, atmospheric
and aquatic conditions and ofiher natural development than similar uses
established in the area. The Commission, therefoce, concludes that an
environmental impact statement is not required for this portion of the
approval.
