of the above mentioned proposed zone change from agricultural to restricted industrial,
as appl ied for by Mr. Harry L. Jones.
We feel restricted industrial is a more realistic zoning of that area.

A. COIVDITIONS:
1. Dedfcation of the North 10` of the advertised prop.arty along Euclid
Avenue fo r right o f way.
2'. Approval of access by the Spokane County Engineer's office prfor to
release of bui.ldfng permits.
Installation of mains and fire hydrants in accordance with the require-
ments of the Spokane Valley Fire Marshal.
BACKGROUN'D:
The advertised property was considered by the Planning Commission at tile
March, 1975 hearing #or a slaughter house which requires Manufacturing
zoning. The Commis sion denied the request. The current request contem-
plates a metal fabrication plant which can be accornmodated in the Restri.:ted
Industrial Zone a
REASONS INCLUDING EIVVIRONMENTAL ASSESSMENT;
1. The Comprehensive Plan indfcates that the advertised property is ap-
propriate for industrial uses. ThE Commission is of the opinion that
the continued development of the properties east of the Spokane
Industrial Park will preclude utilization of surrounding properties for
residential development.
2. The aavertised property lies east of a parcel zoned Manufacturing
and south of parcels zoned Restricted Industrial. In addition, the
Restricted Industrial Zone. contains performance standards which
alleviate potential nuisance factors such as noise, smoDce, glare,
bivration, etc.
The sfte is situated on the floor of Spokane Valley wi.thin a sq uare
mile sectfon to the east of the Spokane Industrfal Park, The Compre-
hensive Plan contemplates contfnued fndustrial development of the
area. The projected industrial corridor is ideally sftuated between
two raflroad systems and has excellEnt access to Trent Avenue v{ 3
Flora Road and to Interstate 90 via Eara;er Road. Utility systems will
improve as the area develops `

4. The Planning Commission is of thE opinion that the request would not
have any appreciable effect on the topography, geoloqy, atmospheric
or aquatic conditions. The biological and botanical characteristi.-,s
of the site wfll change as the area is converted from qrasslands and
fields into warehouses, processind fabricating facilities; however,
the native plants and animals have been larqely replaced thraugh
aqricultural endeavors and urbanization o In addition, the performance
standards of the Restricted Industrial Zone will help safeguard the
environment. The Commission is therefore of the opinion that an
environmental impact statement is not required for further evaluation
of the pro ject.

ANALYSIS:
The advertised property is located east of the Spokane Industrial Park
on Euclid Road. The applicant propo ses to construct a building for
slaughtering and processing of beef, sheep and hogs into finfshed
products for retail sales.
Although not expressing an opinion on the slaughter house facility (such
a review would be lrequfred by the Zoning Adjustor when detailed plans
" are submitted), the staff indicated that a Manufacturing classification
would conform to the Comprehensive Plan. The staff outlined conditions
of approval including dedfcation of right of way along Euclid, approval
of access, installation of mains and fire hydrants, and approval of a
conditional use permit and variance for the slauqhter house facility.
Commission members v+oting against the proposal expressed concerni on
the impact of the slaughterhouse on already developed Restricted Indus-
trail properties and remaining residences in the area.

The area is suitable for individual wastewater disposal systems; however, the
following should be clarified and/or incorporated into the final plans and
speci fi cations for the project:
1) Total daily wastewater volumes to be generated by the slaughter and
processing operation.
2) All required wastewater disposal drainfield is to be located 100 feet
from any and all wells and shall be placed in areas not sub3ect to any
vehicular traffic or parking.
3) Since the Washington State Department of Ecology controls all waste
discharges from manufacturing or industrial processes said agency shall
identify it's concern for such.
4) Complete plans and specifications involving equipment and room finish
schedules shall be submitted to this agency and the local State Depart-
ment of Agri cul ture representati ve for revi ew and approval.
5) If the existing well is intended to be used for the use proposed, it
