shall apply and secure approval throuyh tne County Road Depart-
ment for dedication of suificient length of tne one root strip of
C:ounty general property adjoiniriy Loach Drive to furnish access
fio the mobile nome site.
2. Tne exact point and width of acce ss shall have to meet the
approval of the Spo..ane Crouiity E,:gineer.

nlobile home plat located to the east and south. The properties
would also nave the same restrictions relating to animal uses and
other activities allovved. The existing Zone allows many other
uses not entirely compatible with the nearby residential zone.
2. The proposed zonincJ is an advantage to the appZicant since it
allows two rtiobile homes with thz required irontage and area. If
the zoning were left in its present classification, #he mobile
home use could only be of a tcnlporary i-iature (conditfonal use).

to the mobile nome plat and tne railroad right of way. The adver-
tised property f s not coiiducive for tuture standard construction
residential use.
4. Tne proposed zone would not have any greater effect upoii topo-

The staff concludes that an environmental impact statement is

As per our phone co~sat?..on this afternoon, I s~m se ~ ng a copy of/arawing Mr. I~yons
gave us of his proposEd lo~cation of his mobile home, septic teak and drain field.
Mr. Lyons has depositEd e_arnest money pending approval of the rezoning and I do not
believe he has tried -ta make application for aay permits although he has discussed the
various items at the court house, etc.
I have shown the proposed water liae in a broken red line on his drawing as well as on
another copy of our total drawing. It is less expensive to te.ke the vater in from
Flora Road than from across paved Coach Drive.
Also, we believe Mr. Lyons would put his garage at a later date at the north end of
the lot (red X).
He does not plan to divide the property - he is interested in buying it as it is
larger than other nearby lots that are for sale.
It would never be feasible to put a street through our property from Coach to Flora.
We have no plans for the remainder of the property other than to remain in the home
we have there. It would be large enough to divide into two lots iP our present
home were destroyed but let's hope that doesn't happeni -we like the 'breathing
space'l We are asking to rezone the entire parcel only because that was the recomnendation
of Mr. Konen - and it also makes sense to us to do it that way; it's too bad we didn't
have the forethought to include it a few yeaxs ago whea Apple Va11ey Estates Was
established.
