This confirms telephone conversations (September 25 and October 13) between
Harold Scott, a member of my staff, and Mr. Robert Giesa regarding housing
, projects in the Spokane Valley-Rathdrwn Prairie Aquifer area. Those projects
considered acceptable should not contaminate the ground water to a level
which would cause a significant hazard to public health for those people
using the Aquifer as a drinking water source. The status of the proj ects
is as follows:

In accordance with our Memorandum of Ihlderstanding, we are requesting addi-

August 25, 1978
Luncheon Meeting
It was decided there would be a Lonq Ranqe Planninq Committee luncheon
meetinq on September 1, 1978, at 11:30 A.M. Place announced later.
. Mr.Eldon Thomas announced there would be a Policy Committee Meeting on
September 6, 1978, at 9:00 A.M., in the Conference Room of the Planning
' Department at N. 811 Jefferson.
On that same da,y, there wi11 be aworkshop of the Hearing Examiner Com-
mittee, attended by all members of the Planning Commission, at 1:30 P.M.,
in the same conference room. September 6, 1978

Members of the Planning Commission expressed their regret that Mr. Main
wOUId no longer be a member of the Planning Commission, and complimented
him on a job well done during his years with the Commission.

7. PE-1216-78 MOLTER ADDITION (Though opposing testimony and Motion and
Decision on this proposed preliminary plat was held after lunch, the
results of that portion of the hearing are documented earlier in these
minutes for purposes of continuity.)
8. PE-1209-78, SOUTH ADAMS ADDITIOPJ by McKinley, and
ZE- 92-78, AGRICULTURAL TO SINGLE- AND TWO FAMILY RESIDENTIAL: That the
request for this preliminary plat be CONTIUUED INDEFINITELY. Reason given
was that the sporsor of the plat did not have valid agreement with the
owner of the land to make i',-his proposal. It was, therefore, not presented
to the Commission at this Hearing; and no action 4vas necessary. It was
pointed out that should the plat be resubmitted, the applicant would have
to pay for re-advertising.
E. 9. PE-1217-78, MICA MEADOUJS by Zaracore, and
ZE- 110-78, AGRICULTURAL to AGRICULTURAL SUBURBAfd: That the preliminary
plat be APPROVED, and in so approving, adopts theStaff's Findings dated
August 25, 1978, as the Planning Gommission's findings of fact, with the
following change in the Staff's Condition in paragraph ttivo, page 9-G,
involving the right-of-way of Pacific Gas Transmission Company, the state-
ment with regard to "the right of ingress and egress to the Pipeline right-
of-ayay" i s del eted; and the dedi catory 1 anguage shal 1 i ncl ude the fol_1 owi ng
statements:
1) Odors may occur because of existing feed lot; and
2) Some lots may allow animals of certain sizes and number unless
zoning ordinance is changed.

be APPROUED, and in -so approving, adopts the Staff's Findings dated August 25,
1978, as the Planning Commission findings of fact, and with the following .
ADDED CONDITIONS:
1) That access to Mission Road be acquired, and
2) That approval is granted for 24 iots only, and
3) Tnat Zoning shall be SINGLE FAMILY RESIDENTIAL. ,
(The sponsor of this proposal presented a revised plat at the Nearing, which
called for increasing the lots from 24 to 25 lots, which was in disagreement
with the plot plan he had presented to the staff prior to advertising,)

I. GENERAL INrORMATION
A. Location
~
-The proposed plat is located in the Spokane Valley between Pierce Road and
Bowdish Road, and north of the intersection of Skipworth Road and 12th Ave.
The proposed subdivision would be bisected by an extension of llth Avenue.
B. Proposal
-1.89 acres subdivided into six lots for single family use.
-Typical lot frontage = 85'
-Typical lot size = 85x140 (11,900 sq.ft.)
C. Relationship to the Comprehensive Plan
-Approved map of the Comprehensive Plan indicates residential usage of this
area, with no density designation.
-Approved Comprehensive Plan map designates all nearby surrounding lands for
residential use.
D. Existinq Land Uses
,
-Proposed site:
-The site is presently a vacant field with one dwelling existing on Lot 3
as part of the plat, and surrounding uses consist of many single family
and some two-family residences. -
-To the north:
-Segregated lots and subdivisions (such as Guthries's Valley View Addition
and 3rd Addition, Dobravec 3rd, and Hoyt-Iwata Addition) with lots of
approximately 11,200 to 12,600 sq. ft. Nearly all lots contain single
family uses, with the exception of about six duplexes.
-To the south:
-Between 12th and 16th Avenues along Skipworth Road is Larson Addition
with single family uses on lots running from 8,200 sq. ft. to 14,900 sq.
ft. Earlson Addition between 14th Avenue and 16th Avenue contains single
family dwellings on 13,500 sq. ft. 1ots.
-Across 12th Avenue are larger segregated lots of about 1/2 acre to 1 acre
with single family residences.
-To the east:
-Adjacent to the proposal are segregated lots of 1/2 acre to 1 acre.
-Farther to the east is South Point View Homes Subdivision and Clark's
Hiilcrest Homes Subdivision with a single family density of approximately
15,000 sq. ft.
-To the west:
-Apple Valley Addition is adjacent io the site proposed with single family
uses on lots with a density the same as being proposed in Crick's Subdivision.
-Beyond Apple Valley Addition, farther to the west across Pierce Road, are
scattered residential uses on segregated lots as big as two to four acres.
The majority of these larqe tracts are vacant and not used for any agricul-
tural uses.

I. GENERAL INFORMATION
E. Compatibility with Existing Land Uses -
-This proposed preliminary plat is compatible with the surrounding land uses
as evidenced by the adjacent and surrounding subdivisions. Crick's Subdi-
vision contains a proposed density of approximately 11,900 sq. ft., which
is comQarable to the density range in the surrounding subdivisions of 8,000
to 15,000 sq. ft. The proposed six single family dwellings would be compat-
ible with the area, since all surrounding land uses are single family.
II. SPECIAL INFORMATION
A. Circulation
-The County Road Engineer has examined the proposed preliminary plat and finds
the roads within the plat to be basically acceptable.
B. Sewage Disposal
-The applicant's engineer has prepared an analysis of alternative sewage dis-
posal means, including on-site septic tank disposal, community septic tank
disposal, and community package treatment plant disposal. For economic
reasons and to provide the most realistic alternative, the applicant's engi-
neer feels on-site septic tanks should be utilized.
-The Spokane County Health District nas authorized the use of individual on-
site sewage systems for each lot within the plat. The District states that
an on-site sewage management system should be created and approved by their
office prior to the signing of the final plat if more than a total of six
dwelling units are authorized within the plat. The plat is situated over the
Spokane Valley Aquife r,and the Health District in their examinatlon of the
possible impact on groundwater quality from this proposai, have the following
comments:
Impact Discussion
a. The plat sponsor has proposed six lots on 1.89 acres with a typical lot size
of 85 by 140 feet. Each lot is to be served by a public water system and its
individual on-site sewage disposal system, This raises the question of sig-
nificance of the impact on the groundwater in the area and possible alterna-
tives for sewage disposal.
(1) In normal precipitation years, subsurface disposal of sewage treatment
effluent does reach and recharge the groundwater.

(2) All the dissolved salts in sewage effluent will be carried to the
groundwater. However, bacteria and detergents (phosphate portion)
are mostly removed by the deep soil layer above the groundwater and
"minor dissolved constituents such as phosphates, which are known to
react with soil particles, or nitrates, which are taken up by plant
roots," will be less than the total found in septic tank effluents.
(3) The calculated results at the downstream end of groundwater flow line
indicate that the maximum range of (dissolved) solids concentration
expected at present (1975) is up to 93 mg/1 (milligrams per liter)
above the natural groundwater background of 155 mg/l. The forecast
year 2020 maximum incremental concentration is 101 mg/1 above the
natural background. - - - The analytical results of the forecast
impact of year 2020 when compared with the present impact, both
measured in terms of leachate volume and dissolved solids concentra-
tion, indicate that the present impact on groundwater quality is
- already a substantial proportion of the ultimate level.
c. Currently, results of chemical analysis show the total nitrogen content of
the groundwater as in the range of 1.65 ppm. A projected incremental in- -
crease using Dr. Todd's expected 8.6 percent would result in a range
to 1.79 ppm. Current Federal and State drinking water standards permit up
to 10 ppm.
d. Alternative sewage disposal methods that would not recharge the groundwater
have the following general characteristics:
(1) Collector and central treatment systems discharging to surface
waters would require at least tertiary treatment and perhaps rrore
to obtain a permit for the discharge from the Department of Ecology.
These systems are not currently economically available for this project.
(2) Sealed systems, whether individual or community, depend on evaporation
for liquid removal. These systems require more land area than a con-
ventional subsurface drainfield. Some, such as lagoons, have safety
hazards associated with them and relatively poor community acceptance.
Land, installation and operational cost are generally more expensive
than those for septic tanks and drainfields.
C. Drainage
-The County Utilities Engineer refers that the preliminary storm drainage
submittal from the applicant indicates the on-site storm drainage provisions
will adequately handle surface water runoff. However, final construction plans
should be reviewed and approved prior to the final plat filing.

II. SPECIAL INFORMATION
D. Water Supply -Proposal is located within recorded service area of Model Irrigation
District #18.
-This District advises that adequate system capacity, and a desire on their
part to serve, exists for the provision of water for domestic, fire and
irrigation uses.
E. Fire Protection
-Proposal is situated within recorded service area of Fire District #1
-Mains and hydrants of sufficient size for fire protection should be required
as a condition of final plat approval as determined by the Fire District staff.
F. Schools
-Proposal lies within the boundaries of Central Valley School District #356.
-The Central Valley School District has indicated that all of their facilities
are at, or near capacity levels. They have reported that several new construc-
tion projects are currently underway; but since most of the projects are of a
replacement nature, very little relief is expected from the overcrowding
problem.
G. Parks
-The report "Planning for Parks" (revised 1976) indicates that a seven-acre
neighborhood park should be provided in the Opportunity neighborhood. The
anticipated park would be located in conjunction with the elementary school.
H. Unique Environmental Features
-No unique environmental features have been identified in the county inventory.
I. Cultural Resources The Cultural Resources Survey indicates that a secondary historic trail passes
through the middle of Section 21, Township 25, Range 44 and possibly, close
to the proposed site.
III. ZONING ANALYSIS
-The site in question is currently zoned Agricultural with the same zone designa-
tion on the land immediately adjacent to the site on the east (including South
Point View Subdivision; and on the south (including Earlson Addition.) The zoning
to the north is Agricultural in Guthrie's Valley View Addition, Guthrie's Valley
Uiew 3rd Addition, and Hoyt-Iwata Addition. R-1 Single Family Residential zoning
occurs, to the north, in Dobravec 3rd Addition. Immediately to the west, in Apple
Valley Addition, the zoning is Agricultural. The applicant for Crick's Subdivi-
sion has proposed a zone change from Agricultural to Agricultural Suburban. This
would appear to be a logical extension of the Agricultural Suburban zone occurring
in the Apple Valley Addition immediately to the west of the site. The proposed
size of the lots in Crick's Subdivision (85' by 140') tivould preclude both the keep-
ing of large farm animals and the construction of duplexes if the zone change occurs.

III. ZONING ANALYSIS - cont'd. - The subdivision, with the proposed Agricultural Suburban zoning and proposed
lot size, aiould only accommodate single family residences.
IV. ENVIRONMENTAL REVIEW
-Environmental checklist submitted by the sponsor has been reviewed and no sig-
nificant adverse environmental impacts were judged to exist.
-Slight adverse environmental impacts were identified on the checklist in the
following categories: earth; air; water; flora; noise; light and glare; land
use; population; housing; transportation/circulation; public services and utili-
ties.
-The Planning Director issued a proposed Declaration of Non-Significance, ard it
was circulated to other agencies of jurisdiction.
V. CONDITIONS
If approval is granted, the following conditions are recommended.
Specific conditions applicable to this plat are listed below as referenced
in the supplemental sheet entitled "Standard Conditions for Approval of
Preliminary Plats," August, 1977, Spokane County Planning Department.

2. Topography, soils and water.
a. This project lies in a relatively f lat area between Pierce Road and
Bowdish Rd. Bounded on the south by 12th Avenue and a point half way
between lOth avenue and llth avenue on the north. It is located over
the Spokane Valley Aquifer.
b. Surface soils are classed as Garrison gravelly loam with 0 to SX slopes.
They have a septic tank f ilter f ield limitation of slight with possible
contamination of groundwater.
c. Geologically the soils are glaciof luvial deposits; stream-laid sand and
gravel; contains some boulders in places; includes some undifferentiated
glacial deposits. The lower terrace remnants have probably been reworked
by streams. These geologic structures yield moderate to very large
amounts of water.

d. The data from I Model Water District well in the area shows the
well to be 177' deep and delivers 1000 gallons per minute. The
total nitrogen level was 1.65 ppm. The Model Water District has
