At the regular hearing of the Spokane County Planning Commission on Friday,
July 28, 1978, at 8:30 A.M. to 12:10 P.M. reconvening at 1:30 P.M. to 3:50
P.M., in the Broadway Centre Building, the enclosed action was taken and is
recommended to the Board of County Commissioners.
Members present: Mr. McCoury, Mrs. Byrne, and the Messrs. Culler, Kennedy,
Main, Quigley and Thomas. Planning staff present: Hubbard, Frankovic, Litt,
Johnson, Davis, Wesche and Blanchard. Engineer's Office: Kennaly. Health

ZE- 91-78, AGRICULTURAL TO AGRICULTURAL SUBURBAN: That the preliminary
plat request be APPROVED, and in so approving, adopts the Staff's Findings
dated July 28, 1978, as the Planning Commission findings of fact (with a
correction to PE-1211-78 Findings on page 5B -Impact Discussion-paragraph a-
should read'bight lots on 2.3 acres").
(Motion to approve by Thomas, seconded by Main. Vote was unanimous in favor.)

I , GEIVERAL INFORMATION:
A. Location
-On both sides of Heroy, east of McDonald Road, and south of
Wellesley directly behind the Trentwood Grange.
B , Proposal
- 2.3 acres subdivided into 8 lots for single family use.
-Typical lot frontage = 75' to 100'
-Typical lot size = 10,000 sq.ft,
- Lots per gross acre = 3.48 ,
C. Relationship to the Comprehensive Plan
-Approved map of the Comprehensive Plan indicates residential usage
of this area, with no density designation,
-Approved Comorehensive Plan map designates all nearby surrounding
lands for residential use.
D . Existing Land Uses
-Immedfately to the east of the site are Green Orchard and Vandever
Subdivisions with densities about the same or slightly less than the
proposed plat.
-To the south are some larger parcels in pasLure or minimal agriculture
with residential subdivisions and commercial uses occurring further south
along Trent Avenue.
-Adjacent to the proposed plat on rhe west is Clark's Subdivision with
approximately 10, 000 sq, ft , lots. Further west across McDonald Road
to the River, land use consists of agriculture, pasture, timberlands
and open space.
-There are acre parcels and less density to the north and across
Wellesley is active agriculture with large segregations of 1/2 acre to
10 acres.
E. Compatibility with Existing Land Uses
-The proposed plat is compatible with existing land uses in the
immediate vicinity of the site and appears consistent with development
trends south of Wellesley.

-The County Road Engineer has examined the proposed preliminary
plat and finds the roads within the plat to be basically acceptable.
B. Sewage Disposal
-The applicant's engineer has prepared an analysis of alternative
sewage disposal means, including sewage treatment package plant,
sealed lagoon system and individual septic tank disposal. In this
regard he noted the advantages and disadvantages of each and felt
the most feasible method was individual on-site septic tanks and
drainfields.
-The Spokane County Health District has authorized the use of
individual on-site sewage systerm for each lot within the plat. The
District states that an on-site sewage management system should be
created and approved by their office prior to the signing of the final
plat if more than a total of 9 dwelling units are authorized within the
plat. The plat is situated over the Spokane Valley Aquifer and the
Health District in their examination of the possible impact on ground-
water quality from this proposal have the following comments:
Impa ct Discussion
a. The plat sponsor has proposed 18 lots on 2.3 acres with a typical
lot size of 80 by 125 feet, Each lot is to be served by a public
water system and its individual on-site sewage disposal system.
This raises the question of significance of the impact on the
groundwater in the area and possible alternatives for sewage
disposal.
b. In the course of the conduct of the Army Corps study, Dr. Todd
considered typical soils, natural and sewage disposal recharge
to the groundwater, and the effect of continued urban development
in the Spokane River Valley upon the quality of the groundwater.
In summary, he concluded that:
1. In normal precipitation years subsurface disposal of sewage
treatment effluent does reach and recharge the groundwater.
All the dissolved salts in sewage effluent will be carried to
the groundwater. HoLVever, bacteria and detergents
(phosphate portion) are mostly removed by the deep soil
layer above the groundwater and "minor dissolved
constituents such as phosphates, which are known to react
with soil particles, or nitrates, which are taken up by plant
roots", will be less than the total found in septic tank
effluents .

II. Impact Discussion (contd. )
The calculated results at the downstream end of groundwater
flow Iine indicate that the maximum range of (dfssolved)
solids concentration expected at preserit (1975) is up to
93 mg/1 (milligrams per liter) above the natural groundwater
background of 155 mg/1. The forecast Year 2020 maximum
, incremental concentration is 101 mg/1 above the natural
background, The analytical results of the forecast
impact of Year 2020 when compared with the present impact,
both me-asured in terms of leachate volume and dissolved
solids concentration, indicate that the present impact on
groundwater quality is already a substantial proportion of the
ultimate level,
c. Currently, results of chemical analysis show the total nitrogen
content of the groundwater as in the range of 3, 0 to 5.3 ppm. A
vrojected incremental increase using Dr. Todd's expected 8.6
percent would result in ranges of 3, 3 ppm, to 5.8 ppm, Current
Federal and State drinking water standards permit up to 10 ppm,
d. Alternative sewage disposal methods that would not recharge the
groundwater have the following general characteristics:
1. Collector and central treatment sysrems discharging to
surface waters would require at least tertiary treatment and
perhaps more to obtain a permit for the discharge from the
Department of Ecology. These systems are nor currently
economically available for this project.
Sealed systems, whether individual or community, depend
on evaporation for liquid removal. Thesz systems require
more land area than a converdrnal subsurface cirainfield,
Some, such as lagoons, have safety hazards associated with
them and relatively poor community acceptance,
C. Drainage
-The County Utilities Engineer refers that the preliminary storm drainage
submittal from the applicant indicates the on-site storm drainage
provisions will adequately handle surface water rur.off. , However, final
construction plans should be reviewed and approved prior to the final
pla t f iling .
D. Wa ter Supply -Prnposal is located within recorded service area of rrentwood Irrigation
District --',Lr3.
-This District advises that adequate system capacity, and a desire on
their part to serve, exists for the provision of water for domestic and
fire uses. .

- Mains and hydrants of sufficient size for fire protection should be
required as a condition of final plat approval; as determined by the

-The District indicates they are at capacity levels and continued bond
issues are required to meet the growing student population,

-The report, "Planning for Parks" (revised 1976), states that a
neighborhood park is planned adjacent to the proposed elementary
school site north of Wellesley and west of McDonald. The Plante's
Ferry site has been designated a special use park adjacent to the
S pokane River approxima tely 3/4 mile s we s t of the propo sed pla t.
H , Unique Environmental Features
- None have been identified in the County Inventory.
I. Cultural Resources
- The project site lies in an area that has some archaeological
significance as determined by National Heritage, Inc, in their study
document.
III, ZONING ANALYSIS :
Pending approval of the preliminary and final plat as proposed, it would be
appropriate to reclassify the zoning to Agricultural Suburban, as dictated by
lot size and frontage.
IV. ENVIRONMENTAL REVIEW:
-Environmental checklist submitted by the sponsor has been reviewed, and
no significant adverse environmental impacts were judged to exist.
-Slight adverse environmental impacts were identified on the checklist in
the following categories: earth; air, water; flora; noise, light and glare;
land use; natural resources; population; housing; transportation/ circulation;
public services, energy and utilities.
-The Planning Director issued a proposed De~claration of Non-Significance
and it was circulated to other agencies of jurisdiction,

requires all state and local governmental agencies to consider environmental values
both for their own actions and when licensing private proposals, The Act also requires
ihat an Environmental Impact Statement be prepared for all major actions significantly
(and "adversely", as per WAC 197-10) affecting the quality of the environment. The
purpose of this checklist is to help the agencies involved determine whether or not a
proposal is Such a major action.
Please answer the following questions as completely as you can with the information
presently available to you. Please answer questions as "yes" or "maybe" if, in your opinion, even only slight impacts will result. The reviewers of the checklist will be
aware of and concern themselves with the dearee of impact, asking you for more informa-
tion, if necessary. Where explanations of your answers are required, or where you
believe an explanation wauld be helpful to government decision-makers, include your
explanation in the space provided, or use additional paqes, if necessary. You should .
include references to any reports or studies of which you are aware and which are
relevant to the answars you provide. Complete answers to these questions now will
' help all agencies involved with your proposal to undertake the required environmental
review without unnecessary delay. _
The following questions apply to your total proposal, not just to the license for which
you are currently applying or the proposal for which approval is sought. Your answers
should include the impacts which will be caused by your proposal when it is completed,

2. Topography, soils and water.
a. This project lies in a sloped area in Trentwood. Local drainage ways
are insignificant. It is located over the Spokane Valley Aquifer.

b. Surface soils are classed as Garrison gravelly loam with 0 to Sy slopes.
They have a septic tank filter field limitation of slight with possible
contamination of groundwater.
c. Geologically the soils are glaciof luvial deposits; stream-laid sand and
gravel; contains some boulders in places; includes some undifferentiated
glacial deposits. The lower terrace remnants have probably been reworked
by streams. These geologic structures yield moderate to very large
amounts of water.

d. The data from 2 Trentwood Irrigation District wells in the area shows the
wells are 62 to 580 feet deep and have static water levels varying from 12
to 320 f eet below the surf ace. The highest total nitrogen level was 5.2 ppm.
The Trentwood Irrigation District has indicated that it can supply domestic use
water for the plat upon completion of agreements with the developer.
3. Impact discussion.
a. The plat sponsor has proposed 8 lots on 2.3 acres. Each lot is to be
served by a public water system and its individual on-site sewage dis-
posal system. This raises the question of significance of the impact
on the groundwater in the area and possible alternatives for sewage
disposal.
b. Zn the course of the co:nduct of the Army Corps study, Dr. Todd considered
typical soils, natural and sewage disposal recharge to the groundwater, and
the eff ect of continued urban development in the Spokane River Valley
upon the quality of the groundwater. In summary, he concluded that:
(1) In normal precipitation years subsurface disposal of sewage"
treatment effluent does reach and recharge the groundwater.
(2) All dissolved salts in sewage eff luent will be carried to the
groundwater. However, bacteria and detergents (phosphate por-
tion) are mostly removed by the deep soil layer above the
groundwater and "minor dissolved constituents such as phos-
phates, which are known to react with soil particles, or
nitrates, which are taken up by plant roots" will be less
than the total found in septic tank effluents.
(3) "The calculated results at the downstream end of groundwater
flow line indicato-, that the maximum range of (dissolved) sol-
ids concentration expected at present (1975) is up to 93 mg/t
(milligrams per liter) above the natural groundwater back-
ground of 155 mg/t. The forecase year 2020 maximum incremental
concentration is tOt mg/t above the natural background.---"The
analytical results of the forecast impact of year 2020 when com-
pared with the present impact, both measured in terms of leachate
volume and dissolved solids concentration, indicate that the
present impact on geoundwater quality is already a substantial
proportion of the ultimate level."
c. Currently, results of chemical analysis show the total nitrogen content of
the groundwater as in the range of 3.0 to 5.3 ppm. A projected inre-
mental increase using Dr. Todd's expected 8.6 percent would result in ranges
3.3, ppm, to 5.8 ppm. Current Federal and State drinking water standards
permit up to 10 ppm.
d: Alternative sewage disposal methods that would not recharge the ground-
water have the following general characteristics:

(t) Collector and central treatment systems discharging to
surface water would require at least tertiary treatment
and perhaps more to obtain a permit for the discharge
from the Department of Ecologq. These systems are not •
currently economically available for this project.
(2) Sealed system s.whether individual or community, depend
on evaporation for liquid removal. Some, such as la-
goons, have safety hazards associated with them and
relatively poor community acceptance.
4. Recommend that:
a. A public water system includiag fire flows serve each lot prior to
sale of the lot.
b. Each lot be authorized the use of an individual on-site sewage system.
c. An on-site sewage management system be created and approved by this
off ice prior to the signing of the f inal plat if more than a total

LESLYE FIRST ADDITION
SEWAGE ALTERNATIVES FEPORT
The proposal would establish 8 lots on approximately 2.5 acres
in the Spokane Valley south of Wellesley Avenue between MacDonald
Road and Evergreen Road. The ssils are Garrison Gravelly or very
gravelly loam. Slopes are slight to moderate. There is no
existing public sewage treatment plant nearby. Public water will
be provided by Trentwood Irrigation District for domestic and fire
flows. Lot sizes proposed are 9.750+ square feet with 75 feet
or more of frontage on paved and curbed roads. Local drainaqe
ways are insignificant. It is located over the Spokane Aquifer.
No private wells were found within 100 feet of the proposed plat.
Garrison soils are primarily deep glacio-fluvial deposits,
(stream laid sand and gravel) with loam present in the tgp 4 to 5
feet. The soils are well drained. "Clay and lime have accumulated
on the battom-of the pebbles in the lower subsoil" as reported irl
the Spokan,e County Soils Study as done by the USDA Soi'l Conser-•
vation Service. The soils have "slight" limitations for septic
tank field filters because of the possibility of contamination of
ground water and "severe" limitations for sewage lagoons because of
excessive permeability when excavated below the loamy top layers
in some areas.
Alternative Sewage Disposal Systems are as fol,lows:
(1) A Sewaqe Treatment "Packaqe Plant" providing primary
sewage treatment with ground disposal of effluent by drainf ield:
Each home would be supplied with a connection which would feed
to a gravity sewage collection line, thence to a package tre3tment
plant for treatment and disposal in a drainfield. The subdivision
would yeild about 2,800 gallons of effluent per day (8 X 3.5 x 100).
Using an estimated permissible drainfield dosing rate of 2 gallons
per square foot per day, or 4 gallons per foot of 24" wide trench
per day, this would require 700 feet of drainfield, or about ~
the amount of drainfield provided provided by individual on-site
septic tank and drainfield systems. The drainfield and treatment
area would require an area of apporximately 9,500 to 10,000 s-quare
feet given 12' spacing and set back requirements.
a. ADiVANTAGES
- A package plant managed by Spokane County Engineers
would probably remain in good state of maintenance with
consequent good operating efficience.
- Treatment ef f ic iency . could be somewhat higher than
septic tanks and drainfields.

b. DISADVANTAGES
- The package plant would not remove, either chemically
or biologically, dissolved salts such as nitrates arad
phosphates to a significantly greater degree than indivi-
dual on-site septic tanks. "The ability of a soil to
remove chemical constituents by sorption processes de-
pends on many different factors. One of the overriding
factors is the hydraulic loading and interstitial
velocity of the water passing over the soil particles.
Many types of sorption phenomena are time-dependlent
especially those sorption processes involving the
migration of the chemical constituents into the pores
of the solid particles. It is possible to readily sait-
urate the surface sites of a soil particle with various
types of chemical constituents and still have a 2arge
potential sorption capacity. However, adequate contact
time must be allowed for the uptake of the solute in the
capillary pores of the solid." (1) "Another important
.factor influencing the sorption capacity of sorption
materials and soil systems is the chemical characteristi.cs
of the solid phase. Clay minerals, among other types
of solids, have a very high(jprption capacity for various
types of chemical solutes. ~
From the above observations and recognizing that the
° clay coating the bottoms of pebbles in the lower sub-soa.l
of Garrison Soils has high sorption potential for chemical
solutes, a higher hydtaulic loading rate would diminish
the effect of time dependent sorption processes.
- Committment of a large lot within a residential area for
a sewage treatment plant and drainfield.
- Requirement for continuous operation and maintenance by
a trained certified operator.
- Committment for fencing and grooming of the treatment
plant drainfield site.
- Power committments to run the plants blowers and/or pumps.
(2)An Oxidation Pond; A lagoon system, without aeration
would dispose of organic material by biochemical processes and
effluent by seepage either directly or in a drainfield. With
proper design, lagoon systems can have removal rates for organic
.material equal to or higher than most municipal secondary sewage
treatment systems.

- Better maintenance supervision than individual on-site
systems.
- More complete treatment of organic material than septic
tank and drainfield systems.

construction, by others, of a large scale sewage treatment facility
with primary, secondary, and tertiary treatment capability.
Effluent disposal would most probably be in the Spokane River.
Each lot would have individual sewer connections heading to collector
and trunk lines serving the major system.

- Best treatment efficiency.
- Most reliable maintenance and operation control.

environmentally reviewed, publically heard, approved, funded,
designed, constructed and activated, realistically, within
less than 2 to 5 years.

be the sewage management system adopted for the Valley.
Certainly the cost of the plant alone would be great, but the
cost of installing a trunk and collector system throughout
built-up areas would be enormous.
- There is no existing dry line on Heroy Avenue to connect to.
(4) Sealed Laqoon System: This oxidation pond system relies on
the excess of annual evapotranspiration over precipitation to dispose
of effluent.

- Aesthetically objectionable in residential area
- Can have odor problems if system became excessively
organically loaded or was frozen over in winter and went
septic.
- ZYhe annual evaporation/precipitation water budget in
Spokane Valley is quite variable, and generally marginal
enough that very large acreages would be required to in-
sure disposal of effluent. These acreages would be on the
order of 4 to 14 times those requirad~ for package plants
and drainfields or seepage disposal/would be expensive
and a rather undesirable land use committment.
(5) Individual on site Septic Tank and Drainfield Systems:
Such systems dispose of organic waste by biochemical anearobic
decomposition in a septic tank. The effluent, then flows to
a drainfield where it is further processeiA by the soil coluann
surrounding it, and the effluent then is disposed by a.combina-
tion of evaporation, transpiration, from vegetation, and percola-
tion to groundwater. Percolation would normally only occur
during wet winter months where precipitation exceeds evapotrans-
piration. a. ADVANTAGES
- Septic tanks and drainfields are easy to install, operate
and maintain.
- Do not normally require major collector lines, trunk lines,
pumps, blowers, precipitators, lift stations, etc., to
perform their treatment processes. They are normally passive,
gravity systems.
- No odors when properly installed and maintained.
- Low and infrequent maintenance.
b. DISADVANTAGES
- Systems may not remove all dissolved salts such as
phosphates and nitrates. During wet winter months, some
leaching of these salts could occur to the Spokane Aquifer.
Topograph ically, this site is sloped enough that surface
seepage of heavy rainfall or smow melt would be significantly
less than that for flat or dished ground. Water quality
readings for 208 Irvin Water District Well near the site in
the Spokane Aquifer "208" Study show cansiderable margin
before Federal minimum water quality standards would be

violated.
- Operation and maintenance is left as the individual home-
owners responsibility.
From a review of alternative sewage treatment and disposal methods
for the Preliminary Plat of Leslye First Addition, the most feasible
method appears to be individual on-site septic tank and drainfields.
