I have discussed the issue with Greg and we concur that it is preferable to have the area
staked before any sitework is initiated, but not necessarily prior to scheduling a hearing upon
the preliminary plat. The conditions should be included as part of both SEPA, the plat and any
development permits, including grading, utility installation or paving, and inspection of staking
should be specified.
