1. The Comprehensive rlan indicates that the subject property is ~
appropriate for light industrial uses.
2, Tlie Plannfng Cornmission has been approving requests for Restricted
Industrial '~~oning witizin the corridor wtiich lias betwean the Spokane
International railroad tracks and Trant Avenue and betwaen Flora
and Barker Roads. The property tc) the east was zonE.-d Manufacturing
earlier this yaar.
3. The Planning C-:ommissfon is of the opinion that the performanca
standards of the i:estricted Industrial Zone will assure compatibility
oi tha proposed use wfth tne scattarad re sidenca s to the wz st .
C . ENVIRONMENTAL ASSEu"S1rIENT:
1, The site is locatad on the floor of the Spokane Valley withfn a
corridor designated for industrial expansion on tna Comprehansiva
Plan. The zone change proposal would have no appreciable affect
upon the topography, geoloc~y, biological and botanical characteristics,
atmospheric conditions, aquatic conditions and othar natural d--,v-
elopmant in the urbanizing area.

In addition, tha Restrictad Iiidustrial Gone classification contains
sp2cific parformance staiidards which abate potential environment-al
conflicts by requiring fdnciay of outside storaga, prevanting discharg-a
of dust or odors into the atmosphere, and prohibiting mineral
e~;traction frorri the preralises. Such standards also restrict noise ,
glare, and discharge of industrial waste which may be offensive
to re sidantial properties in the vicinity.
The projected industrial area is ideally situated between two railroad
systems and has axcallent access to Trent Avenue via Flora Road
and to Interstate 90 via Barker Road. Utility systems will improve
as the area develops.
The Commission, tllerefore, concludes that an environmental imp3ct
statemo-nt is not rzquired for evaluation of the project.
