Planninq Commission Recommendation: Deny because: 1) the Comprehian- aive Plan does not indicate general commercial land user 2) surrounding land use is recreational and residential f 31 existinq zoning to the west is Restricted Residentialr and 4) previous applications for business Zoninq in the area have been denied by both the Planninq Commission and Board of County Commissioners. The Comprehensive Plan: The Comprehensive Plan indicates high density residential land use, or specific business uses as pernnitted in the Multiple Famity Suburban Zone, for the north side of Sprague Avenue between the Commercial centers at Argonne and UniWer3ity. To the north of the Sprague Avenue frontage, the Plan indicates low desnity (single or two family restdential units) land use which is pre- dominantly the way the area has been developed. The Plan recognizes In this area f as well as other areas alonat the nortb side of Sprague Avenue+ Lhe need for providing_protection to existina residential investments from general commercial estab- lf shments . 2. ExistJng Land U se; The propeet:r in questton is surrounded by the fallovving land uses; to the north across Main Avenue - three singlP family rasfdential units and vacant property; to the east - 8alfour Paik (3 acres), Spokane Valley Chamber of Commerce, and a iire station; to the south across Sprague Avenue - Thornhfll°s Funeral Home, vacant property, tire sales and Spokane Valley Herald offices; to the west across Herald Road five single fami.ly res+denttal units fronting on lydalnut Road with double frontage on Herald Road. in general, solid residential development, with tho exception of existing professional offices and three vacant parcels fronting on Sprague 1lvenus, is the dominant existing land use from Herald Road to Farr Road between Sprague 1`-~venue and Valley Way. The Planni,nq Cor,smission is of the opinion that these two borderinq residential areas would be seriouslp affected by the proposed qeneral Commercial Zone, particularly property frontages alonq Herald Road and Mai.n Avenue. 39 Existinq Zonfnq: Existing Zoninq surroundinq the subject property is as follows; to the north - Multiple FamJly Suburban; to the east - 1Vlultiple Family Suburban; to the south - Commerciat; to the west - Multiple Family Suburban and Restricted Residen#ial. The Restricted Residential Zone is adiacent to the property under discussion and was established December 21, 1965. The purpose of establishing the highly restrictive residential zoninq along Walnut Road from Sprague Avenue to Valley Way, between Sunder- land and Herald Roads, was to preserve the well maintained single family residential characteristics withfn the area. Property owners livinq in the area have repeatedly voiced their objections to zone ahange proposals for business uses allowed in the Local Business and Comrnercial 2ones. The Planning Commission submits that this proposed qeneral commercial zone chanqe is not an extension of any existinq commercial zone to the east or west but rather can be classified as a"spot zone" because of being in the middle of existina, Multiple Fdmily Suburban and Restricfied Resfdential uses and zoninq extendina from FaFr Road to Balfour Road, 49 Prev~ou aZo2if nq A+ctJon s: During the first part of this year the Planninq Comrnission heard arguments "for" and "aqai.nst" establishing a Local Business Zone (ZE-21-67) for a drug store at the nartheast corner of Sprague Aveaue and Sunderland Road. At this time the Planning Commission recorrimended denial for the change for some of the reasons reiterated above. The recommendation was appealed and the Board of County Commissioners beld another hearing. After the hearing and inspection of the proposed druq store site, the Board concurred with the Planninq Commission's recommendation, If a qeneral "Commercial" zone is established on the subJect property, it would set a precedent in zoning for the area and open the entire Sprague Avenue frontage between Farr and Balfour Roads for commercial zoning. - 7 - (contd.)
