Planning Comrilission Recommendation: A
pprove for the followinq reasons:
A. Reasons:
Comprehensive Plan:
The Comprehensive Plan fndicates multiple family and related
limited business land use for the propertv under discussion, and, for _
both sides of Pines Road between ivIain and Valleywav. Business land
use is indicated on the Plan for Sprague and Pines and on the east
side of North Pines Road at Boone. Both of these areas bave been
zoned for business land use.
North Pines Road between Mission and Main Avenues had been
developfng with scattered business structures until most of the area
and highway frontage was zoned Agricultural Suburban. As a result of
the re sidential zoning there are pre sently five (5) nonconf orming
businesses fronting on Pines between Mission and Pines.
Since the Comprohensive Plan indicates high density residential
land use (multiple family) for the Pines Road frontage between Main
t'lvenue and IJalleyway, the new Residential Office (RO) Zone addition
to the County Zoning Ordinance would be applicable and more effec-
tive than the Multiple Family Suburban Zone. The Re sidential Office
Zone requires landscaped front and sicie yards with necessary screen-
ing on all permitted business establishments which provides a more
compatible business integration with neighboring residences.
Land Use:
The specific area proposed for office establishments is presently
fully developed (except for one lot) with five (5) single family resi-
dences having frontage on Pines Road and one church at the northeast
corner of Pine s and IVLain Avenue.
Surrounding iand use is as follows: to the north across Valley-
way - single family residences; to the west across Pines Road - one
dental clinic, five single family residences, and one duplex; to the
south across 1Viain Avenue - one bank; and to the east - single family
residences.

Traffic:
Over 7,500 vehicles utilized Pines Road between Sprague Avenue
and Broadway during each 24-hour period in 1966 (Source: Annual
Traffic Report 1966, vJash. State Hwy. Dept., page 78). Pines Road
is expected to continue carrying increasingly higher traffic volumes
in the future as it is a major highway servicing the entire southeast
portion of Spokane County. The present traffic volume rate and its
anticipated increase gives further support to the indication that North
Pine s Road re sidential frontage will tend to deteriorate.

corner of Block 124 of Opportunity, which point is the intersection
of the East line of Pines Road and the North line of Main Avenue;
