Planning Commission Recommendation: AUrove for the following reasons:
A. Reasons:
Comprehensive Plan:
The Comprehensive Plan indfcates multiple family and related
limlted busine s s land u se for the property under discus sion, and, for
both sides of Pines Road between UIain and Valleywav. Business land
use is indicated on the Plan for Sprague and Pines and on the east
sfde of IVorth Pines Road at Boone. Both of these areas bave been
zoned for business land use,
North Pines Road between Mission and Main Avenues had been
developing with scattered business stnuctures untfl most of the area
and highway frontage was zoned Agricultural Suburban. As a result of
the re sidential zoning there 3re pre sently five (5) nonconf orming
businesses fronting on Pines between iViission and Pines.
Since the ComprEhensive Plan indicates high density residential
land u se (multiple family) for the Pine s Road frontage between Main
Avenue and Valleyway, the new Residential Office (RO) Zone addition
to the County Zoning Ordinance would be applicable and more effec-
tive than the Multiple Famfly Suburban Zone. The Re sidential Office
Zone requires landscaped front and side yards with necessary screen-
ing on all permitted business establishments which provfdes a more
compatible business integratfon with neighboring residences.
Land Use:
The specffic area proposed for office establishments is presently
fully developed (except for one lot) with five (5) single family resi-
dences having frontage on Pines Road and one church at the northeast
corner of Pine s and Niain Avenue,
Surrounding land use is as follows: to the north across Valley-
way - sfngle family residences; to the west across Pines Road - one
dental clinic, five single family residences, and one duplex; to the
south across 1VIain Avenue - one bank; and to the east - single family

Over 7, 500 vehicles utilfzed Pines Road between Sprague Avenue
and Broadway dunng each 24-hour period in 1966 (Source: Annuat
Traffic Report 19 66, uiash e State Hwy, Dept o, page 78). Pines Road
is expected to continue carrying increasingly higher traffic volumes
in the future as it is a major highway servicing the entire southeast
portion of Spokane County. The present traffic volume rate and its
anticfpated increase gives further support to the indication that North
Pfnes Road residential frontage will tend to detenoratee
