Reasons: 1. The Spokane Valley Chamber of Commerce i s located on the north side of Sprague Avenue across from University City Shopping Center and approximately 160 feet west of Balfour Road and a Commercial Zone boundary. It is bordered on the east by a fire station, on the north by Balfour Park,, on the west by an open field, and on the south by Thornhill Funeral Home (acros s Sprague; The Chamber proposes to construct a two-story office building on its present site . From Balfour Road on the east to Farr Road on the west, Mu:tiple Family Suburban zoning has been in effect on the north side of Sprague A-venue since 19 39 . In 1965, both sides of Walnut Road were zoned Restricted Re sidential at property owners' request to I preserve the residential character and quality of the neighbcrnood north of Sprague Avenue. This established residential neiqnbor- hood has been recognized by the Planning Comrnission as a neie;z- borhood sensitive to "commercial" development on Sprague E,,venue, and, the Comprehensive Plan has reflected that feeling too as it indieates high density apartment development for the Farr-Balfour strip. The Planning Commission has received appli- cations for zone change to Local Business (NE corner of Sundei•- land Road and Sprague) and Commercial (NE corner of Herald Road and SArague) zones in the recent past and has recommended denia' on both of them in keeping with the Comprehensive Plan. Until recently the only zone providing for multiple residential units was the Multiple Family Suburban Zone which also inclucies a section permitting compatible profe s sional office use s. Thi s professional office provision has been utilized as noted in the two doctor`s clinic and medical buildings now existing on the northwe st corner of Sunderland Road and SArague Avenue. - 1~ - (contd.) ZE-16-68 - MU: 'LE FAMILY SUBURBAIV TO REUI ZTIAL OFFICE ZONL (ccntd., The Planning Commission considers the subject Sprague Avenue frontage as appropriate for Residential Office zoning as it would allow a broader ranqe of office development under regulations requiring residential amenities,, and, at the same time, provide a proper vehicle by which frontages on various arterial roads may be developed with adequate protection to adf acent or interior residential development. Additionally, the Residential Office Zone standards are desiqned to provide residential type amenities for all perniitted non-residential uses and would, therefore, provide better development qualities along arterials and entrances to residential neighborhoods. 2. University City expansion and the Sprague Avenue traffic island landscapinq improvements are transfcSrming this area into a high quality center.
