Planning Commission Recommendation; Approve for tha followinq reasons:
Reasons:
1. Tha Comprehensive Plan for the Spokane Valley calls for a major
business center at the intersection of University and Sprague with
subsequent retail uses on opposing corners. The major shopping
centzr (University City) has been implemented and now surround-
ing properties are feeling the pressure for general commercial
development. 1`.s thE property is now zoned (Local Business) a
drive-in restaurant is not permitted, hence the request for change
of zoning from Local Business to Commercial has been submitted.
The applicant proposes to develop only a portion of the 70,280
square foot parcel with a McDonald`s Hamburger Drive-In at this
ti me . .
2. The subject property is located between Kinney's Shoe Store
(zoned Local Business) and Raymond Road. Commercial zoning is
located west of the property from Raymond Road to Balfour Road.
East of University Road (northcast corner of University and Spraguc
AvEnue) Sprague l,venue frontage property is also zoned Commer-
cial, and south, across Sprague Avenue, is located University
Shopping Center (zoned Commercial). In addition, a small parcel
of property located just north of the subject property fronting on
the east side of Raymond Road is zoned Commercial. In essence,
the subject property is sunounded on three sides by Commercial
zoning.

I represent Jean Lilenqtiist ana the L. j';. Lilenc;tiist
trust that is making application for rezoning certain property
to commercial zone. Witll the application we are filing a
list of owners or persons in the immediate area who own or
have interest in adjacent property, I believe that we have
more than 60% of the land in the immediate area, however
we do not have a signature of the Spokane Valley Methodist
Church.
In the past I have hancllecl legal matters for the
Spokane Valley ~sethodist-Church and have contacted them in
regard to approval for rezoning of this property. Reverend
r-iuench, the pastor of the Spokane Valley Methodist Church,
has advised me that he personally has no objections to the
rezoning, however can not speak for the chUtrch board without
their authority. The board will not meet until sometime
during the month of May, 1968, and I believe at that time they
will consent to the rezoning. I hope to have their approval
before the date of the hearing on this request for rezoning.
The church has advised me they would only object if there was,
a use on the land including sale of intoxicating beverages.
