Planriing Commissfon Recommendatfon:
1) Approve, subject to a site development plan and subject to the sub-
mittal and approval of a workable sanitary sewer facility plan by the
Spokane County Health Department for the following described property:
The VVest 500 feet of the South 36 2/3 rods of the SW 1/4 of
the NW 1/4 and Block 172 and Tract 170, except the East
151.4 feet of Pinecroft Second Addition. All in Section 10,
Township 25 N., Range 44, E.iIIi.M.
2) Approve to Multiple Family Suburban the following described property:
Tracts 16, 17, 18, and 19 of Pinecroft Addition.
A. Reasons;
1. The property in question is located on both sides of Pines Road betwes
Mansfield and Marietta Avenues at the Pines Road curve north of the
Freeway interchanqe. That portion of the proposed zone change
property lyinq easterly of Pines Road is hilly with some steep slopes
and rock outcroppinqs. The soil is very shallow in most of the area
except for a few scattered pockets located fn a gu]1y flat.
The Planning Commissfon, therefore, strongly recommends that before
any development is approved which requires a zoae chanqe, a work-
able sanitary facility plan be delineated and submitted to the County
Heaith Department for their written approval.
2. Property proposed for multipl,e famiiy residential on the west side of
North Pines Road has slightly sloping tenain. The Planning Com-
mission finds this property to be readily developable as opposed to
the rocky-hilly area east of Plne s Road.

Planning Commission Recommendation: Postpone to second future
Planning Commissfon meetinct to allow sufficient time for the staff to prepare a
future land use -zoninq study of all North Pines Road frontage property between
Tront Road and the Valley Freeway.
A. Reasons:
1. The Comprehensfve Plan indicates low densfty single or two
family residential development on both sides of North Pines Road
between Trent and the Freeway except f or an indicated indu strial
comdor along the S.I. RR bordering the Freeway. Presently,
very little development exists on frontage properties in this one
mile section except for three residences, an elementary school,
and a school district administratfon building.
2. Sharp rock outcroppings and topography exist along a portian of the
subject North Pfnes Road which affect the road alignment and
patential development.
3. Adequate sewaqe facilities for a portion of the subject frontage
property presents a problem, both from the standpoint of soil
conditions and topoqraphy.
