Background:
On April 2 7, 1967,1 the Planninq Commf s sion heard the V. F.W. Post
#1435 proposal and made the following recommendation to the Board of County
Commissioners: "Apprave f subject to the condition that development of the
property shall substantiallv conform to the approved plot plan on file with this
applicaticn which delineates: 1) inqress and ecaress points on Dollar Street
onlv (said street is to be petitioned for vacation bv the applicant prior to the
issuance of anv buildinc,LpermitL- 2) 18 ft. by 20 ft, planincr areas in the NE and
SE corners of the propertv and a ten (10) foot plantinq area strip to be added be-
tween the wo corners; and 3) fenci.nct alonct David Street. "
On june 27, 196i, the Board of County Commi s sioners held a hearing
on the proposed Dollar Street vacation and denied the application.
As a result of the road vacation denial, the applicant submitted the
revised plot plan dated June 26, 1967, for review by the Planni.ng Commission,
which piofi plan was deemed equally appropriate in terms of the objectives and
reasons stated by the Commission in the approval of April 27, 1967.

Planning Commission Recommendation: A",,pprove, subiect to the condition

be added between the two cornersl and 3) fencinQ along David Streets
A. Reasons:
1. The proposed zone chan4e would be an extension of existing_
Commercial zonincr located west of Dollar and north of Second
Avenue. Ii storage warehouse is located directly west of the
subject property across Dollar Street in the "Commercial" Zone,
and, horse corrals on property with a single family residence are
located across Second Avenue also zoned "Commercial".
Multiple Family lu"uburban zoning exists to the east and south of
the subject property. Property to the east, across David Street,
is developed with a single family residence and five (5) apart-
ments. It is this residential development that needs consideration
of the effect the proposed V. F. VIl. Lodge would create upcn it.
The Planning Commission is of the opinion that egress and ingress
should not be located in front of the residential development, but
rather from Szcond t,vanue next to the commercially zoned property.

dences f screenina and fencinQ of the parkinq lot is necessarv to
block car li4hts frorn shininQ into the re sidential area.
2. Topoctraphv is both aproblem and an asset to developinQ the
subiect propertv as it exists on sh3rplv slopinq qround. The
property is somehwat Ievel with Second l,venue, but then slopes
rather sharply upward to the alley between Second and Third
,T.venues. `lhe south half of this block, south of the proposed
development, is on the level with Third Avenue. Third Avenue has
developad with sevaral single family residences and some apart-
ments which should be protected in the Multiple Family Suburban
zoning. Therefore, a qood breakinct point between "Commercial"
and "Multiple Family Suburban." zoninq would be the crest of the
hill between Second and Third Avenues in the particular block in
que sti on.
