ZONE CHANGE AND PLANIrIED UNIT DEVELOPMENT
ZE-40-67 - AGRICULTURAL TO MULTIPLE FAMTLY SUBURBAN; WOLFF, et al
Planning Commfssion Recommendation: Approve that delineated portion of
the Preliminary Planned Unit DeveloAment Plan including sections throucth "Vilest"
and "Center" portions of site, excluding those areas proposed for "retirement
home" and convalescent home. The approval to be subject to the followfnq:
1. The final Development Plan shall substantially conform to the Preliminary
Planned Unit Development Plan and shall meet all Ordinance provisions
and standards.
2. Prior to approval of the €inal Development Plan, a preliminary plat shall
be submitted for approval and a final plat shall be filed coincident with
final action on the final action on the zone change. The plat shall
prohibit direct access to the two-way freeway access ramp.
3. Mission Avenue and the public street to be dedicated wfthin the devel-
opment shall be paved, curbed, sidewalked and landscaped in
accordance with County standards and substantiaily in conformity with
the "Approved Street Section" on file with the application.
4. Utility services, including power and telephone, shall be placed under-
ground.
5. Acces sory retail u se s may be allowed as part of the final Development
Plan or an amendment thereto upon specific approval and provided all
Ordinance requirements are met (the project must indicate 400 dwelling
unfts) .
6. Approval is conditioned upon approval by the State and County Health
Departments of a sewage disposal system, including an agreement with
an operating utility company or district for maintenance and operation
of said system.
7. A,pproval of the Final Development Plan shall include approval of
appropriate instruments for a legal entity to preserve and maintain the
private roads and common open spaces within the development.
Analysi s:
The Planning Commission indicated on May 25, 1967, their recommendation
to approve zone change ZE-40-67, upon approval of a Planned Unit Develop-
ment Plan for the sfte. The C ommi s sion find s the accompanying Plan to be
consistent with the intent of the Ordinance and with our recommendation of
May 25,

This office has reviewed proposed zone chenge ZE-44-67 and as an affected
agency, would recommend against any revision ta the existing zoaiqg.
This pvsition is the result of the existing twc9-way ramp which serves as
an access facflity to Pines Rvad. Under the present traffic volumes, the
ramp hes functioned without severe problems, but based on the proposed
usage contemplated far the area under consideration to be rezoned, the
additional generated traffie woul.cl impose a severe problem on the proper
functzoning of this ramp.
As an alternate solution to this problem this office would suggest that
a11 access be off Missfon Avenue to the south and not to the access road
and two ramp s on the north.

Mr. Robert S. Turner, rP,s si stant Spokane County Engineer, read fihe
following letter from the County Engineer's Office and addressed to
Mr. Charles Huggins,, Planning Director:
"The property owners of the Newman Lake drainage basin are making appli-
cation to the Federal Government (Soil Conservation Service) for assistance
fn planning and carrying out works of improvement under the Watershed
Protection and Flood Prevention 1'~ct (Public #.aw 566, 83rd Congress). These
property owners are organfzing into a Flood Control Zone to pay by assess-
ments the local costs of such improvements. Federal funds, ff approved,
will finance 100% of the construction costs. The improvements are needed
to control the level of Newman Lake and provide discharge for the excess
waters therefrom. The majority of property fronting on the lake is privately
owned beinq recreational in character of land use. The full potential of the
lake for recreational purposes cannot be achieved without adequate control
of the lake level. The lower drainage basin of the Newman Lake watershed
is devoted to agricultural purposes, ligain the full potential use of this
laud cannot be made without adequate control of the waters discharged from
the lake.
"The Sponsors of the application for flood control improvements at Newman
Lake have asked that we request the endorsement by your organization of
their application. Endorsement will not constitute any participation nor
incur any future obligation. Consideration of this request at the next meet-
ing of your organization will be greatly apprecfated. Thank you.

Planning Commission Recommendation; Approve extensian of time for 120
davs (December 19 r 1967 to March 19 r 1968).
Background:
1. On May 25 ,r 19 6 7, the Planning Commi s sion adopted the following
recommendation concerning this proposal:
"Approve with recommendation to the Board of County Commissioners
to hold in abeyance the `Resolution' creating the zone change for a
six-month period, pending submittal, and the Planning Commission's
approval of a'Planned Unit Decelopment' plan for the property in
accordance with C hapter 4. 2 0 of the Zoning Ordinance."
2. The Board of County Commissioners concurred with the above Planning
Commission recommendation at their regular meeting on june 8, 1967.
3. The Planning Commission received written request from the applicant
on November 8, 1967, for an "extension of time" of 120 days on this
proposal, requesting more time for completion of "planned unit
development" plans and supporting data.
A. Reasons:
1. Because of construction delay of the proposed new Valley Hospital,
the Planning Commission finds justification for granting the
applicant an extension of time as this proposal is closely related
to the erection of the new hospital directly south of the pro.perty
in question, and particularly to the sewage disposal plans of the
hospital complex.
2. A letter from the vVashington State Highway Commission, dated
December 1, 1967.. objecting to the proposed zone change bacause
of anticipated higher traffic volumes on the southeast freeway
ramp at Pines Road was received and discussed by the Planning
Commission. The correspondence also stated that the objection
would be dropped if all vehicular access to the proposed zone
change site were routed via Mission A-venue. The Planning
Commission finds this traffic access problem as another reason
for granting an extension of time to the applicant.

Background:
The applicants state in their request for a zone change that the
property is across the road just north of the Valley hospital site in the
12,700 Block on East Mission. The intent is to develog the si.te as a
"Planned Unit Development" for professional office buildings, conval-
escent home, retirement facilities, apartment units, and accessory
uses. The proposed complex would offer sites for uses relat.ing to and
serving as an auxiliary functton of the hospital. Streets and other
improvements would be designed for these specific functions.
A. Reasons:
1. The Planning Commission notes that the property in question is
located between tho Valley F'reeway and East Mission Road,
approximately 650 feet east of Pines Road. If the Valley Hospital
is established at Vercler Road and Mission P-ivenua, the property
lends itself to being utillZe3 by the proposed hcsplktal. orientated
facilities.
2. Evidence pre santed at the heariny on thi s matter indica t;: s that the
proposed development might create certain detrimental eirects on
residences located south of East Iv[ission Avenue; however, the
Planning Commf s sion is of the opinion that the applicdnts'
