S u b j e c t: Safeco Insurance Company property at E 14610 Sprague Ave. (tax parcel
23542-9084)--change in building use and eapansion.
The Safeco property consists of approaimately 10.8 acres which were zoned Commercial
between 1958 and 1974 (reference zoning files ZE-168-58, ZE-9-67, and 2E-34-71) The
Board of County Commissioners in 1974 (ResoluUon #74-660) and a detailed State
Environmental Policy Act (SEPA) review in 1975 set the parameters of any
development on the entire Safeco ownership.
The overall master plan from 1974 and 1975 called for development of the Safeco site in
three phases totaling 113,700 square feet witb approximately 400 partcing spaces
Extensive landscapmg, special builduig setbacks, sensiuvity to lighiing plans, and road
dedications/'improvements were all required for development of tbe site.
Curnently, it appears that Safeco hss developed only two of the three phases on only
about 76 acres of their total 108 scre ownership Generally, the west 32 acres is
undeveloped The developed portion of the property has a building wrth approximately
100,000 square feet of floor area and abaut 200 parking spaces The site is extensively
landscaped and Board imposed condiaons appear to have been sausfied to date The
unproved 7 6 acre site appears to be at maaimum development with building footpnnt,
and required landscapmg, parking, and setbacks consummg the site Any addiUonal
building expansion wonld need to move onto the currently undeveloped west 3 2 acres
In 1979 t6e Zomng Admiwstrator made some administrative commitments to Safeco to
allow a total cumulauve bwldmg floor area (for all three phases) of up to
approximately 125,000 square feet Given that and the fsct that 100,000 square feet has
already been constructed, an additianal 25,000 square feet of floor space could be added
with the 3 2 acre site Also, because of the nature of Safeco's operauon and work force
charactenstics, there was some administrauve flexibility allowed in parking ratio
standards with the phase two exparasion in 1979

If a Bank's Credit Card Division vnshed to locate on Safeco's entire site we would review
the situation with some sensiUvity to past acuons, commitments, and developments We
have assumed that the new operation would operate somewhat within the parameters
that Safeco has which allowed us flexibility in regards to some standards Those
charactenstics included a localized work force, few customer tnps, and continuance of
the landscaped areas
Given the above, the remodeling of office space and change in occupancy of the
building should not be of great concern. Accordmg to Jim Manson, Building and
Safety Department Director, those actions would requlre a building permit and review
of plans through his office There wouid be no need for an environmental review
under SEPA The Planning Department would roeview for consistency with curnent
standards with an eye to past acUons
We would expect a westerly building expansion, whether in conjunction with the
existing building ownership or by another interest, to be consistent with the eaisting
Safeco improvements and master pian. This would include sensitivity to landscaping,
building setbacks, and required parlung. This scenano would also require a building
permii review based upon some specific architectural drawings and specifications
Tlus review would iavolve all agencies in Spokane County with buulding permit sign
off responsibilities, Buildmg and Safety, Planning, Engineering, Utilities, Health
Disuict, and, possibly, Air Po1luUon Control Provided that the total floor area for the
enure complex doesn't exceed 125,000 square feet, there should be no SEPA
envuonmental review required since it was covered in the 1975 review
If the prospective company's plans don't fall into the above two scenanos, then there
is the option to return to a public heanng vrnth the Heanng Eaaminer Committee to
review a changed site plan or a new rezone proposal This alternative would, though,
requure a new environmental review under the SEPA regulations I don't foresee any
problems at the review heanng given the commercial nature of this Sprague Avenue
area and availability of public uaiides This, of course, is assummg that those new
plans are somewhat aestheUcally consistent with existing improvements at Safeco

Dear Mr. Allen:
I represent a Tir. Pierson who has reauested a rezoning
of property on the East Spokane to commercial. A question has
come up regarding a North-South road through his property. iir.
Huggans has reauested that a 60 foot road be dedicated on the
Westerly boundary. However, P•4r. Pierson feels that at the
present time this road would be of no benefit to anyone and
suggested a 60 foot road in the approximate center of the pro-
perty.
I am enclosing a nhotostatic copy of the area and tiae
suggest that the road be dedicated to tie in with the property
to the South and between the R1amos and the church property. We
have attentive agreements from these two properties for a
similar dedication for a road and I do not believe that there
would be any difficulty in getting a road across the railroaci
tracks. In my opinion, ti:is titioluld t>e r.lere ac'equate for access
for all of the propertys.
Mr. Pierson is also willing to dedicate a sufficient
amount of his property on the Southerly boundary for a road
adjacent tv the railroad tracks and will also dedicate an
equal amount on either the Easterly or Weste rly boundary if the
adjacent property owners do likewise.

Planning Commission Recommendation: Approve, subiect to the approved
plot plan on file with fihis application which includes: 1) dedication of road riqht
of wav as ind3.cated for traffic circulation, 2) a setback barrier located ten (10)
feet from the north propertv line with landscaping (low evergreen shrubs) within
the ten foot strip, 3) points of access and egress approved bv the County
Enqineer, and 4) the off-street parkinq area to be located as indicated on the
plot Alan with all liqhting d.irected southward away from Sprague avenue.
A. Reasons:
1. The Planning Commission feels the proposed "camper sales" develop-
ment would not have any more of a detrimental effect on surrounding
residential uses than other business uses now permitted outright in
the Local Busine ss Zone.
2. The property in question is bordered on the south by a Commercial
Zone established in 1958. In 1962, applicati.on was made to change
the area north of the existing Commercial Zone to Commercial. How-
ever, at that time, the Planning Commission recommended that the
area be zoned "Local Business "t which would allow development of
the then proposed businesses. Since 1952, no development of the
property in the Local Business Zone has taken place, and now the
applicants contend that the area cannot be reasonably developed in
the Local Business Zone but could be, if zoned "Commercial". They
propose to develop the property with a camper and trailer sales
f acilitie s .
The Planninq Commission concurs with the applicants' position on
this zone chancte proposal; however, feels that emphasis must be
placed on an approved Ulot plan which will p:ovide adequate traffic
circulatfon and reasonabJ.e protection to surroundincx residences.
