The staff has been requested to prepare an amendment to the "Agricultural Zone" (Chapter 4.04) regulations allowing this type of lodge as a Conditional Use o This proposed amendment will be considered at the Commission's April meeting. A. Reasons: 1, This matter came before the Planning Commission because of a section contained in the "Agricultural" zoning regulations (Section 4. 04, 060-d) which reads as follows: "Uses Permitted Non-profit commuruty halls and lodges, except those, the principal activity of which, f s service customarlly canied on as a business," The Be P,O.E . Lodqe is of the tvpe which would not be permftted in the l-iari,cultural Zone because it provides an eatinct facflitv and cocktail lounQe - services which are interpreted to fall under the*exception v,tioted above. However, the Plannxng ~ommission is of the opinion that the locatian of the proposed lodge is a good location and could be developed com- patib!y with surrounding agriculrural and residential land uses. On the other hand, there are other agriculturally zoned areas in the Valley where such a lodge would be det-nmental; therefore, the recommendafiion is made to use the "Conditional Use" permit provisions provided fn the Agi icultural Zone, 2. The staff has been advised by the County Health Department that the rocky soil conditions and topography of the proposed B a P e O oE . Lodge raises several questions as to how the facility is to be seweredo This factor we regard as added reason for recommending the "Conditional tiT se" procedure for the proposed development. 3. Commercial zorLing is being requested by the applicants simply because it i.s the classificatfon in which lodges conducted as a business are f~: st permitted.
