J F`~V~U it F-D fkri i;y 1 1561 ~ COUNTY CON~NIiSsIUNERS C E m3y 1 1 t COUNTY CO~rJ~ Spokane County Board of County Commis sioners County Court House Spokane, Washington Dear Sirs For more than twenty-five years, the owner's of property north of Sprague Avenue, between Farr Road and University, have opposed commercial and local business zoning The Spokane County Planning Commission, organized to assist the Spokane County Board of County Commissioners, has denied the petition for a spot zoning for local business at Sunderland and Sprague Avenue in Spokane Valley and zoned it as Multiple Family Suburban, specifying that it should not be commercial, industrial, restricted-commercial, nor local business We who live in this area agree with the findings of the Planning Commissiorb Their comprehensive planning, surveys, and analyses have promoted a sta- b1e economy and provided us a pleasant place in which to live We believe that this proposed spot zoning is not in harmony with the purpose and intent of the general plan for the physical development of this district, so wish to retain the Multiple Family Suburban clas sification The proposed local business zoning would adversely affect the health, safe- ty and general welfare of residents in this area It would be detrimental to the use or development of adjacent properties in the general neighborhood We do not believe in the establishment of running ribbons of business zones along our major thoroughfareso This practice sets the stage for traffic strangulation Mr Robert Parker, Assistant County Road Engineer, has stated that this already has presented a major problem in traffic safety and direction On Sprague Avenue at Walnut Road ls a restricted residential zone You will recall the bitter fight that resulted in that zoning restriction You could not expect these people on Walnut Road and surrounding areas to look favorably on a local business zoning just 120 feet away We are deeply appreciative of the community growth guidance afforded us through the years by the Spoka.ne County Planning Commission and its able directors and planners. On March 20, 1967 I wrote to the Planning Commission in regard to this matter and I request that you consider that letter together with this letter in regard to the appeal. Zoning recognizes that all economic aspects of our community must be served. It also recognizes that these activities can best be served by separating and having like activities located together. This, of course, means that at some point you must change from one zone to another zone. Z'he argument that because the area adjacent is of a less desirable zone you should therefore reduce the zone in the adjacent property to the less desirable zone is not valid. You do in fact merely move the border so another assault can be made on the next adjacent more desirable zoned property. This erosion of our zoning destroys value and stability of our homes. I urge the commissioners to follow the general plan of the Planning Commission and confine the commercial activity to the area south of Sprague Avenue and north of the railroad tracks. Such a ruling will maintain the homes to the north of Sprague and satisfy the commercial needs of our community. Very truly yours, - r ~ Daniel W. This was a strong statement by the property owners in this area that they want no further erosion of the zoning under which they established their homes in this area. It is my understanding that it is the general plan of the commission that the business activity be confined to the area between Sprague Avenue and the railroad tracks to the south. The present zoning would allow the establishment of inedical and dental clinics at the proposed site so the proposed professional offices would not require a change in the present zoning.
