I have been asked to cespond to your letter of Septembar S. 1969, to
Mr. justin L. (:uackenbush. We have reviewed the plot plan preparad by
Mr. Zegke's architect accompanying that letter and find that;
1) The proposed addition to your present buildinq would be 30 feet from the
new tiyht of way line of Walnut R,oad and, therefore, more than meets the
flankinq stroet setback of 20 feet.
2) We aate that the total buildinq araa, both exiating and proposed, will
consist of 11,,900 square feet. Thia would call for 60 parking spaces
under the Zoning Ordinance, assuming that the floor space were dsvated
to refail sales or service establishmenta. The architect has not indicated
how such spaces would be provided. The butldinQ as shown would, there-
fore, meet ZoninQ Ordinsnce requirements provided that a total of 60 off-
street parking sgaaes can be provided.
I am adviaed of the followingr which should be confirmad with the County Erlgineer:
1) The 33 foat dedication for Walnut Road would be acceptable to Spakane County.
2) The vurb cuts indicated on the plan wottid likewise be accepteble.
3) The 45-de$ree angle parking ia acceptable in the 30 foot iipec0 between the
building and the curb.

Planning Commission Recommendation: Approve, sub)ect to an approved
traffic and development plan, includinq the dedication of a sixtv (60) foot road
rfctht of wav strip at the rear of the property and includinct rededication of Walnut
Road between Sprague %venuo and the C,M.St.P.&P. Railroad rictht of way.
A. Reasons:
1. The Comprehensive Plan indicates commercial land use for the
area in question; however, trafffc circulation and access to the
rear of the property is limited. The Commission suqgests that a
sixty (60) foot right of way be dedicated adjacent to the C. M. St.
P. &P. Railroad right of way and that VValnut Road be rededl,cated.
Existincx zoningf between First l~venue extended and Spra4ue
.Avenue, in accordance with the Comprehensive Pian f is
"Commercial" to the east and west of the proposed zone chanQe
area. Between First nvenue extended and the Chicago, Milwaukee,
St. Paul and Pacific Railroad right of way, Multiple Family Sub-
urban zoning exists to the west of the subject property, and
Commercial zoning exists eastward. Therefore, reclassifi.cation of zoning to Commercfal would be an "extension" or "fillinq in"
between established commercial zones.
2. Professional business offices are located to the west and several
business establfshments (rental storo{ specialtv shops, laundro-
mat f etc.) located to the east. It is evident that the property in
que stion, even though occupied by two substantial homes and a
greenhouse-florist combinatfon, would eventually be developed
commercially.

would like to request that the below deacribed property
be zoned on the motion of the Spokane Countg Planning
CoYmm3.ssion Prom its present residential zone to aonmaercial
zone.
The East half (5) of the West half (W.31) and the East
20 feet of the North 301.8 feet of the West half (W.'t)
of the West half (A) of Tract Two Hundred Twenty-Four
(224) of Opportunity, as per plat thereof recorded in
Volume "S" of Plats, page 20; situate in Spokane County,

It is our landerstanding that this is in conformance with
the vishes of the Planning Com4nission. We are paying
taxes oa porperty assessed as comnercial even though it
is not presently zoned that way.
