ZE-48-66 - AGRICULTURA.L TO AGRICULTURAL SUBURBAN: SLOAN, et al
Planning Commission Recommendation: Apr)rove for the following reasons:
A. Reasons:
1. The area under consideration is presently platted east of the
Fancher Road alignment as contained in Bettman's and Spark's
Additions. West of the Fancher alignment, along the north side
of East 16th Avenue, a new plat (Sloan's Addition) is presently
being processed. As evidenced by recently platted property in
and around the area to be rezoned, there is a transition of
property from agricultural to residential use.
The Planninq Commission is of the opinion that the area would
fall under the Commission's policy of "upqradinq" as the area is
developed.
2. The area between East 12th and 14th Avenues between Eastern
and Thierman Roads is surrounded on two sides bv Aqricultural
Suburban zoninq. Also, three of the Valley View Hills Additions
have been zoned Agricultural Suburban and the Fourth Addition,
zoned Restricted Residential. At present, the higher elevated
view property along East I6th Avenue is in demand for residential
development as several hiqher priced homes are presently under
construction along 16th and Carnahan Roads.
Some residential development has already been established along
East 12th Avenue and Dickey Road in the low lyinq area. It is
expected that this lower elevated area will develop at a slower
pace than the higher elevated land; however, it is good residen-
tial property because of tree cover available.
3. The Comprehensive Plan indicates low density residential land
use for the area under discussion, and the proposed zone chanqe
would expand the existina Aqricultural Suburban zoning in line
with the land use plan.

I am pleaseo that sone cning :nay oe done uo pro-
tect arid upgrade one of tne nicest developing areas in
Spokane County. As a resident and property owner in Spokane
County for tne past thirty years, I don't recall seeing
many more unforcunate planning situations as 1-ias developed
in this area in tne past couple of years.
Practically next door and in soaie cases across
the street from this attractive, developing area,an url-
fortuna te,sub-par building situation seems to be getting star-
ted,abandoned and near abandoned cars in the front yard etc.
I re gre t tha t I am working a t t=1e time of the
mee ting so ca.n.noc at bend but will gladly drop by tne Cou:bt
House and sign anything that will be helpful in protecting
the future of Giais a rea.
