Reasons: 1. The applicants propose to develop a funeral home and propietor's quarters on a three (3) acre parcel of graund located just north of the Pine s Cemetery. The plot plan on file with the application delineates a driveway access to the cemetery without using Pines Road or East 16th Avenue. And, the plan also indicates screen- ing along the north and west property lines. 2. Surrounding land uses are: to the north - single family residences along both sides of East 12th Avenue; to the east - a church; to the south - Pines Cemetery; and to the west - open land belong- ing to residential parcels fronting on East 12th Avenue. The Planning Commission is of the opinion that the proposed use has several merits; namely, 1) its proximity and access to the Pines Cemotery, 2) the residential nature of the propxietor`s. home next to the existing residential development along East 12th Avenue, and 3} the difficulty of developing the frontage re siden- tially.
