PZanning Commission Recammendation: Approve for the followinq reasons:
A. Reeasons:
1. The Planning Commission feels that properties undec the present
I.ocal 8usiness zoning are not being fully occupied or deveioped
because of the 13mtted range of uses perm4tted in the zone.
Changinq the area to Cominercial zoning wauld provide a greater
latitude of business land uses to property owners~
Z. Accoss Sprague Avenue to the south, is a larqe area of R+sstricted
Industrlal zoning, and to the noxth,, a large aroa o# undeveloped
Agriculturally zoned larid.In the Planning Commi s sion's opinlon,
the area in question ie in a slow transitional land uge stage from
aqiicuitural #o rasidential, for areas away from Sprague Avenue
to the north and , fcom agrlcuttural to commercial for propertie s
adjacent to Sprague Avenue.
Backqround;
At tMe Planntng Commission's july 28th meeting, the E. R. Garman
property rezoning proposai was presented, and a recommendation of
"denial" wos sent to the Board of County Commissioners. The appli-
cant appealed the Coxnmission's recammendation, and ahearinq was
held befare tbe Board on August 30, 19669 The Board decided to refer
the proposal back to the Planning Commissfon. The Commission, at
thefr September 29, 1966, regular meetinq, postponed further actlon
for two months, pending submittal of another zane change application.
if such application appeared, the staff was instructed to adverttse the
entire district for reolassification.
