P}anning Commission Recommendation: A,Rprove r with the in8truct3on to
the staff to precare an amendrnent to the Mult#ple Family Suburban Zone allowinq
veterinary clinics as a"Conditional Use" for consideration at the next hearinq.
,
A. Reasons:
1. The Planning Commissfon recoqnizes that the specific few busi-
ness uses permitted outright by the Multipie Family Suburban
Zone are of the nature which can be made compatible with
surrouncltng singie or multiple family dwellinqs. It is the
Commission's position that this intent of the Ordinance should
be preserved; however, it is also the Commission's opdnion that
Veterinary Clinics oould be allowed in the Mult,iple Fam.ily Sub-
urban Zone at appropriate locations as a"Coaditional Use",
provided no outside runs are maintained and a11 activity is
conducted within a soundproof building.
2. The predomlnant existing land use pattem south of East Fourth
Avenue on each side of Pines Road, is sinqle family residential,
and it ha$ been the Planning Commfssion's policy to pratect this
existing residential development by not allowing qeneral
"commerclal" establishments to locate along south Pines, except
at the established busl.ness district at 16th and Pines. However,
Multiple Famiily Suburban zoning, especially for apartment
deYelopment and specified business uses mentioned in the zone,
could well be used alonq south Pines Road, dependinq on the
location and circumstances and the Commission has encouraged
such zoninq.
3. The Comprehensive Plan indicates multi,ple family land use for
the qeneral area, and the Planning Commiss,ion has already con-
aidered that Multiple Family Suburban zoning for property
immediately northward across east Fourth Avenue would be
appropriate zonfng for the area.
B. Backqround Information;
The applicant fntends to demolish an exlstina resldence and erect
a veterinary clinic on the property_proposed for zone chanqe. It was
the applicant's hope that a veterlnaiy clinic woutld be a permitted use
in the Multiple Family Suburban Zone, and he circulated his petition
for the ehange from Aqricultural Suburban to Multiple Family Suburban
accorcifnqly.

However, the aPplicant was advised that a veterinary cliriic is
not a Qermitted use In the Multiple Family Suburban Zone, and that he
could not use the propertv for such eg,rpose even ff it was zoned
Multiple Family Suburban.
In the Multiple Family Suburban Zone the following is how the
speci#ic section (4. 07 .,080-f) under dlscussion reads:
"On property of not less than f:ffteen thousand (15,000) sqaare
feet and on continuous froatage of not less than one hundred
tdventy-flve (12 5) feet on a public street, the following uses
are permitted: (f) Office Qf a physician (Doctor of Medicine),
ar dentist includ3ng a medic4l or dental cIinic, and the office
of other professtonal persons "
In the begfnrlng of the Zoning Ordinanae, under definitions,
"professional persons" are defined as:
"'Pcofe$sional Person' means any person requiring a]lcense from the
State of Washington. "
The Planning Commi5sion staff has taken a very dfm view of the
above definition and feels there are various occupations licensed by
the State which, if allowed to be established in amultiple family
residential area wouid be severely detrimental to adjacent praperties.
