Planning Commission Recommendation: Approve for the following reasons
d subf ect to the County Enarfneer's approval of street riqht of way dedication
on East Main and Riverside P.vanue s.
A. Reasons:
1. Commercial zoning exists to the south of Riverside Avenue on both
side s of 1Vorth Pine s Road,, and the proposed zone change would be
an extension of that zoninq in a northwardly direction. Across
Pines Road to the west of the property is an astablished Local Busi-
ness Zone, and to the north across Main Avenue is a church located
in an Agricultrual Suburban Zone. The Planning Commis sion feel s
thafi the church proparty would provide a good transition from
CommErcial to Residential development along the east side of North
Pine s Road.
2. The proposal would be in conformance with the Comprehensive
Plan for the neighborhoods bordering the intersection of North
Pines Road and East Sprague Avenue.
B. Condition:
1. The Planning Commission recommends that a five (5) foot fancing
and landscaping strip be placed alonq the east property line be-
tween Riverside and Main Avenues to protect adjacent residential
propertie s .

A natural expansion of existing commercial ioning; residential use of the property is
deteriorating due to the arterial tran Pines Road and the physical conditioh
of the properties situated on lots 1 and 2 are deteriorafiing. It appears that there would
be no reason to expect these three dwellings to be desirable resldential praperty. We
unders tand the area surroundi ng tM i s proper ty i s a 1 ready zoned "Commerci a P' or "Bus iness" .
2. What facts just3fy the proposed zone reclassification based on the advancement of the
publi.c health, safety, and general welfare ?
The entire area will be open with adequate parking; ohe buitding only housing a branch
bank. The safety factor could be worked out to the advantage of the community as well
as the bank due to the fact the property is bounded on the north by Main Avenue afid on
i vers i de, e iimina'ti ng some of-The trees on Pi nes Road woue make for
clearer traffic visability entering onto Pines Road. Further, under one ownership, the
control l i ng of traff i c, wi xh the proposed cfiannel i ng of traff i c of f of Sprague Avenue and
Pines Road with traffic lighfis, would work out very satisfactortity tnasmuch as this

3. What effect wili the praposed zone reciassificatinave on {he v~u~e ard character of
adj acent property ?
The ehtire property is bounded by existing streets: on the north, Main Avenue; on the weSt,
Pines Road; and on the south, Riverside Avenue. The Qroaertv 1yin,g~.~.o the nortb, is znned
"Agricultural-Suburban" and there is a church situated on this property. These people were
most willing to sigh a pEtition for rezoning. Across Pines Road to fhe west, the property
i''g"V'f zon o oca rbuso-ness. t'he property to fhe saufh, across ffivers ie e Avenue, i s
zoned "Commercial«. The adjacent property, lying to the east, is "Agricultural-Suburban"
with ohe residence. The Owhers Ben R. Horne and wife have signed the petition for reioning.
There should be no adverse effect to this rezoning in view of the fact that a brahch bank
is going in,lending stability to the value of the adjacent properties as well as character.
The building and property would be well maintained. Under present banking conditions, the
most active traffic period for the use of this property would be between the hours of 10:00a.0
and 3:00 p.m. This does hot conflict with the peak traffic loads. 7here would be no use of
the property on Saturdays or Sundays.

As previously stated, this is not the most desirable resideRtial property, and in fact,
