manufacturing in one general area, and to most efficiently utilize

~an be carried on in one location already adjacent to one of it
principal customers. Petitioner is presently processing alumin.,-
dross on the location and desires to include remelting of aluminum ,
scrap at the same location for efficiency of plant operation.
3. What effect will trie proposed zone reclassification have on the value and cr.aracter of
ad j acent property ?
Petitioner believes the proposed rezoning will in no way adversely affect
the ad,joining property. The property adjacent on the north is already
manufacturing, the property to the south consists of gravel mounds and
pits for obtaining gravel, and the particular topography sets the proper~
of petitioner aoart from adjoining_property on the south and east. Therf
is no particular use west to the Spokane River that would be adversely
ffected by the proposed rezoning.
4. Can a reasorable return from or reasonable use of th.e property in question be secured
under the exis:ing zone clas sification ?
The highest and best use of the property for petitioner's operation canno~
be utilized without including remelting of aluminum scrap and while _o
.,f the_proaerty can of course be made by petitioner under the preser
classification, the most efficient use of the property cannot be mac:
without the proposed reclassification.

Dear Mr. Ortman:
We are in receipt of your letter dated December 27, 1965 and hand-
delivered to me by Mr. John Huneke on January 11, 1966, stating your
desire to have a proposed change in zoning from "Restricted Industrial"
to "Manufacturing" on property located north of the Spokane River,
lying west of Sullivan Road.
This property is located in Lot 8, Section 11, Township 25 North, Range
44 East, W.M., and is presently owned by the S.I. Railroad. We have
property bordering this property along its southern boundary. We bave
no objection to a zone change in this proQerty from the,present zoniniL
classification of "Restricted Industrial" to aproposed zoning of LL
"Manufacturing. "
