WHEREAS, the Board of County Conunissioners of Spokane County, did by Resolution No. 78 959 acknowledge receipt of the recomnendations from the Spokane County Planning
Commission concerning its Agenda, dated June 30, 1978; and

*Proposed density=2.93 lots per gross acre.
C. Relationship to the Comprehensive Plan
*Approved map of the Comprehensive Plan indicates residential usage,
Ta:ith no density designation suggested.
*Approved Comprehensive Plan map also indicates residential usage for
the general surrounding area.
D. Existing La.nd Use .
*Land use.is mixed throughout the general area.
*The site abuts on ?-4ott's Subdivision and lies approximately 400 feet
east of Kralick's Subdivision, With lot sizes from 10,500 to 22,000 sq, ft.

A. Circulation
*The County Road Engineer has exar.iined the preliminary plat proposal and
approves of the basic road system design.
*The Engineer recommends a 36 foot wide curb to'curb paved road section.
*Engineer recommends that stub road access be provided to the east property
line by extending the proposed east-west road to said east property line
and realigning the roads to create a"T" intersection.
*Engineer recommends that stub road access be provided to the south propert\
line.

B. Sewage Disposal
*The applicant's consulta.ng Engineer has analyzed sewage alternatives.
This report is in the official plat file. The sewage alternatives examined
were a- sewage fireatment package plant, an oxidation pond, sewers,
a sealed lagoon system, and on-site septic tank and drainf ield systems.
. The consulting Engineer concluded that on-site septic tank and drain-
fields are the most feasible alternative.
*Spokane County Health District has authorized 1:he use ot individual
, on-site sewage systems for each lot within the preliminary plat. Due
- to slope, they recommend Lots #.6 through #10, Block #2, be conditioned
. to minimum 55 foot sefibacl;s and front yard drainfields. The District
also states that an on-site sewage management system be created and

*Situated within recorded service area of Fire Protection District #9 .
*Both mains and hydrants of sufficient size, and adequate fire flow
should be required for fire protection, as dete.rmined by the Fire District. '

*Proposal lies wifihin the boundary of Central Valley School District #356.
The District's facilities are close to capacity levels. This situation could
be mitigated somewhat in'future years, dependent upon approval of bond

*The report, "Planning for Parks"(revised), 1976 proposes a community
park ne ar the j unior high school, approximately 1/2 mile s outhwe st of
the proposed site. There are no immediate plans for purchase or development.

FLANNING DEPAR i MEPST
The proposal would establish 17 lots on approximately 5.8 acres in the
Spokane Valley south of 8th Avenue between Progress Road and Adams Road. The
soils are Garrison gravelly or very gravelly loam. Slopes are slight to
moderate. There is no existing public sewage treatment plant nearby. Public
water will be provided by Vera Water & Power District for domestic and fire
flows. Lot sizes proposed are 10,400 square feet with 80 feet or more of
frontage on paved and curbed roads. Local drainage ways are insignificant. It
is located over the Spokane Aquifer. No private wells were found within 100
feet of the proposed plat.
Garrison soils are primarily deep glacio fluvial deposits, (stream laid
sand and gravel) with loam present in the top 4 to 5 feet. They are well
drained. "Clay and lime have accumulated on the bottom of the pebbles in the
lower subsoil." -
The soils have "slight" limitations for septic tank filter fields because
of the possibility of contamination of ground water and "severe" limitations .
for sewage lagoons because of excessive permeability when excavated below the
loamy top layers in some places. Slopes are too steep for lagoon construction.
Alternative sewage disposal systems are as follows:
(1) A Sewaqe Treatment "Package" Plant providing primary sewage
treatment with ground disposal of effluent by drainfield: Each home would
be supplied with a connection which would feed to a gravity sewage collection
line, thence to a package treatment plant for treatment and disposal in a
drainfield. The subdivision would yield about 6,000 gallons of effluent
per day (17 X 3.5 X 100). Using an estimated permissible drainfield

closing rate of 2 gallons per square foot per day, or 4 gallons per foot of
24" wide trench per day, this would require 1,500 feet of drainfield, or .
about 2 the amount of drainfield provided by individual on site septic tank

and drainfield systems. The drainfield would require an area of approximately
18,000 to 20,000 square feet given 12' spacing and set back requirements.
a. ADVANTAGES:
- A package plant managed by either Vera Water & Power Company
or Spokane County Engineers would probably remain in good state
of maintenance with consequent good operating efficiency.
- Treatment efficiency could be somewhat higher than septic tanks
and drainfields.
b. DISADVANTAGES:
- The package plant would not remove, either chemically or
,
biologically, dissolved salts such as nitrates and phosphates
to a significantly greater degree than individual on site septic
tanks. "The ability of a soil to remove chemical constituents
by sorption processes depends on many different factors. One
of the overriding factors is the hydraulic loading and inter-
stitial velocity of the water passing over the soil particles.
Many types of sorption phenomena are time-dependent, especially
those sorption processes involving the migration of the chemical
constituents into the pores of the solid particles. It is
possible to readily saturate the surface sites of a soil particle
with various types of chemical constituents and still have a

large potential sorption capacity. However, adequate contact
time must be aliowed for the uptake of the solute in the
capillary pores of the solid." (l)
"Another important factor influencing the sorption capaclty
of sorption materials and soil systems is the chemical
characteristics of solid phase. Clay minerals, among other
types of solids, have a very high sorption capacity for various
types of chemicai solutes."(1)
From the above observations and recognizing that the clay
coating the bottoms of pebbles in the lower sub-soil of Garrison Soils has high sorption potential for chemical solutes,
a higher hydraulic loading rate would diminish the effect of
time dependent sorption processes.
- Committment of a large lot within a residential area for a
sewage treatment plant and drainfield.
- Requirement for continuous operation and maintenance by a
- trained certified operator.
- Committment for fencing and grooming of the treatment plant
drainfield site.
- Power committments to run the plants blowers and/or pumps.
(2) An Oxidation Pond: A lagoon system, without aeratioN would
dispose of organic material by biochemical processess and effluent
by seepage either directly or in a drainfield. With proper
design, lagoon systems can have removal rates for organic material
equal to or higher than most municipal secondary sewage treatment systems.

a. ADVANTAGES: - Better maintenance supervision than individual on site systems.
- More complete treatment of organic material than septic tank
and drainfield systems. ' - May not require any power for pumps, blowers, or heat.
- Low operation cost.
b. DISADUANTAGES: - Aesthetically objectionable in a residential area, usually
requires a suitable location visually screened. ,
- Can have odor problems if organic loading becomes excessive,
or system goes septic when frozen over.
- Some risk of breach if lagoon is constructed with berms.
- Usually requires as much or more space than a package plant

and drainfield system.
- If excavation exceeded the loamy top soil depth, permeability
becomes excessive and a greater risk of contamination of the

Aquifer is incurred. Has "severe" limitation for lagoons by
Soil Conservation Systems.
- Could be considered an "attractive nuisance" to parents of sma71
children desiring to use it for swimming, boating, etc.
(3) Connection to a collector or trunk line serving a major Spokane
Valley Sewa4e Treatment Plant: This system contemplates the construction,
by others, of a large scale sewage treatment facility with primary,
secondary and tertiary treatment capability. Effluent disposal would
most probably be in the Spokane River. Each lot would have individual sewer connecti ons headi ng to co lt1 ector and trunk ?ires servin4 the major system.

- Best treatment efficiency.
- Most reliable maintenance and operation control. . - Least likely to adversely affect groundwater.
j b. DISADVANTAGES:
- Such a system does not now exist, nor could it be planned,
environmentally reviewed, publically heard, approved, funded,
designed, constructed and activated, realistically, within less
than 2 to 5 years. ,
- Such a large central treatment facility may ultimately not be •
the sewage management system adopted for the Valley. Certainly
the cost of the plant alone would be great, but the cost of
installing a trunk and collector system throughout built-up
areas would be enormous.

(4) Sealed Lagoon System: This oxidation pond system relies on the
excess of annual evapotranspiration over precipitation to dispose of
effluent.
a. ADVANTAGES:
- Good treatment efficiency.
- No contribution of chemical solutes to groundwater.
- More reliable operation and maintenance responsibility.
b. DISApVANTAGES:
- Aesthetically objectionable in residential area.
- Can have odor problems if system became excessively organically
loaded or was frozen over in winter and went septic.

- The annual evaporation/precipitation water budget in Spokane
Valley is quite variable, and generally marginal enough that
very large acreages would be required to insure disposal of
effluent. These acreages would be on the order of 4 to 10
times those required for package plants and drainfields or
seepage disposal would be expensive and a rather undesirable ,
land use committment.
(5) Individual on site Septic Tank and Drainfield ~ystems: Such
systems dispose of organic waste by biochemical anearobic decomposition
in a septic tank. The effluent, then flows to a drainfield where it is
further processed by the soil column surrounding it, and the effluent ,
then is disposed by a combination of evaporation, transpiration, from
vegetation, and percolation to groundwater. Percolation would normally
only occur during wet winter months where precipitationexceeds evapo-
transpiration.
a. ADVANTAGES:
- Septic tanks and drainfields are easy to install, operate
and maintain.
- Do not normally require major collector lines, trunk lines,
pumps, blowers, precipitators, lift stations, etc,. etc., to
perform their treatment processes. They are normally passive,
gravity systems.
- No odors when properly installed and maintained.
- Low and infrequent maintenance.

b. DISADVANTAGES:
- Systems may not remove alldissolved salts such as phosphates and
nitrates. During wet winter months, some leaching of these
salts could occur to the Spokane Aquifer. Topographically, this
site is sloped enough that surface seepage of heavy rainfall or
snow melt would be significantly less than that for flat or
dished ground. Water quality readings for VERA wells 1 and 2 in
the Spokane Aquifer "208" Study show considerable margin before
Federal minimum water quality standards would be violated.
- Operation and mainentance is left as the individual homeowners
responsibility.
From a review of alternative sewage treatment and disposal methods for the
Preliminary Plat of Snoopy's First Addition, the most feasible method appears

to be individual on site septic tank and drainfields.

2. Topography, soils and water.
a. This project lies in a relatively flat area in Vera. Local drainage
ways are insignificant. It is located over the Spokane Valley
Aquifer.
b. Surface soils are classed as Garrison gravelly loam with 0 to 5 percent
slopes. They have a septic tank filter field limitation of slight with
possible conta.mination of groundwater.
c. Geologically the soils are glaciofluvial deposits; stream-laid sand
and gravel; contains some boulders in places; includes some undiffer-
entiated glacial deposits. The lower terrace remnants have probably
been reworked by streams. These geologic structures yield moderate
to very large amounts of water.

d. The data from six Vera Water District wells in the area shows the wells
are 99 to 175 feet deep and have static water levels varying from 77
to 145 feet below the surface. The highest total nitrogen level was
3.4 ppm. The Vera Water District has indicated that it can supply
domestic use water for the plat upon completion of agreements with the
developer.
' 3. Impact discussion.
a. The plat sponsor has proposed 17 lots on 5.8 acres. Each lot is to be
served by a public water system and its individual on-site sewage
disposal system. This raises the question of significance of the impact
on the groundwater in the area and possible alternatives for sewage
. disposal.
b. In the course of the conduct of the Army Corps study, Dr. Todd considered
typical soils, natural and sewage disposal recharge to the groundwater,
and the effect of continued urban development in the Spokane River
Valley upon the quality of the groundwater. In suzmnary, he concluded
that :
(1) In normal precipitation years subsurface disposal of sewage
treatment effluent does reach and recharge the groundwater.
(2) All dissolved salts in sewage effluent will be carried to the
groundwater. However, bacteria and detergents (phosphate por-
tion) are mostly removed by the deep soil layer above the
groundwater and "Minor dissolved constituents, such as phos-
phates, which are known to react with soil particles, or
nitrates, which are taken up by plant roots," will be less
than the total found in septic tank effluents.
(3) "The calculated results at the downstream end of groundwater
flow line indicate that the maximum range of (dissolved) solids
concentration expected at present (1975) is up to 93 mg/1
(milligrams per liter) above the natural groundwater background
of 155 mg/1. The forecast year 2020 maximum incremental
concentration is 101 mg/1 above the natural background."---"The
analytical results of the forecast impact of yeax 2020 when com-
pared with the present impact, both measured in terms of leachate
volume and dissolved solids concentration, indicate that the
present impact on groundwater quality is already a substantial
proportion of the ultimate level."
c. Currently, results of chemical analysis show the total nitrogen content
of the groundwater as in the range of 1.2 to 3.4 ppm. A projected incre-
mental increase using Dr. Todd's expected 8.6 percent would result in
ranges of 1.3 ppm. to 3.7 ppm. Current Federal and State drinking water
st andards permit up to 10 ppm.
d. Alternative sewage disposal methods that would not recharge the ground-
water have the following general characteristics:

(1) Collector and central treatment systems discharging to surface
waters would require at least tertiary treatment and perhaps
more to obtain a permit for the discharge from the Department
of Ecology. These systems are not currently economically
available for this project.
(2) Sealed systems, whether individual or community, depend on
evaporation for liquid removal. Some, such as lagoons, have
safety hazards associated with them a.nd relatively poor community
acceptance.
4. Recommend that :

3. Impact discu5sion.
a. `s'he plat sponsor has proposed 17 3.ots on 5. ZS acres. Each lot is to be
served b,y a public water systeru and its individunl on-site sewage
disl,osal systeni. This raises the question of significance of the impact
on the groundwater in the area and possiUle alternatives for sewage
disposal.
b. In the course of' the conduct of the Ariny CorPs study, Dr. Todd considered
typical soi.1s, natural and sewage disposal rechart;F to tne ,rroundwater,
and the eftect of continued urban development in the Spakane River
Valley upon the quality of the groundwater. In sununary, he concluaed
that:
(1) In normal precipitation years subsurface ciisposal of sewaf;e
tr•eatrnent efflueiit does reacll and recharge tt►e Lr.rounciwater.
(2) Al1 dissolved salts in sewage effluent will Le carrieu to the
grounciwater. fIoNever, bacteria and detergents (pliosphate nor-
tion ) are mostly removeci by ttie deep soil la,yer above tYie
aroundwater and "P9inor dissolved constituents, such as pnos-
phates, which are known to react with soil Darticles, or
nitrates, which are tahen up by p].ant roots," wi11 be less
tlsan the total found in septic tank effluecits.
(3) "The calculated results at the downstream enc? oi' a-roundwater
florr line indicate that the maximum range of ( aissol.ved ) sol.ids
concentration expected at present (1975) is up to 43 rng/1
( milla.grams per liter ) above the natural groundwater bac►c!7round

(1) Collector and central treatment systems di.scharging to surface
waters would require at least tertiary treatment and perhaps
more ta obtain a permit for the discharge from the Department
of t.'cology. These systems are not currently economically
available for this project.
(2) Sealed systems, whether individuai or community, depend on
evaporation for J.iquid removal. Some, suctii as lagoons, have
safety hazards associated with them and relatively poor community acceptance.
