I am the owner of the duplex at 10509/10511 Broadway, Spokane, WA.
99206. I am employed in Richland, WA. and will be unable to attend
the referenced hearing.
Zone Change ZE-127-77 has been filed fo r the property located at the
PIE corner of the Broadway and University intersection with legal
description as follows:
Section 16 Township 25N Range 44 South 3/5 of the West 112 of
Block 69 Opportunity except the North 255 feet and except the
East 180 feet.
I_5tronalv oDaose the proposed Zone Change from Agricultural Suburban
to Residential Office. The value of my property will be decreased for
the following reasons:
1. Off-street parking provided for the duplex requires backing
out onto Broadway. Any increased traffic congestion will
make access to the street more difficult.
2. Any commercial office space would alter the "use density"
of the intersection. The foot traffic at that intersection is
significant due to the proximity of Broadway Elementary School.
It is the only controlled intersection in the vicinity of the
school. Proximity and safe access to a school are very
desirable for rental property.
3. "Spot Zoning" tends to start a chain reaction of zoning changes.

attracting other related firms, ie. insurance, title, and
law. Many times a gradual erosin of the neighborhood land
use occurs. In Spokane Valley two prime examples may be
cited:
Mullan at Mission ( R. H. Hoover Company)
8th and Pines Road ( Alvin J. Wolff Company)
4. Property along Broadway has already been subjected to "use
change" due to the street widening. The addition of
"commercialization" along the street would markedly alter the
environment of the area. Locating a real estate firm on
Sprague Avenue or on Pines Road would not impact the surrounding
area nearly as significantly as the same firm would impact
the area surrounding the Broadway and University intersection.
At this location several marginals taken together become
magnified.
I should like to review the Environmental Check-List for this Zone
Change Request. In the event that a proposed Negative Declaration of
Significance has been issued, I want to go on record as questioning
and opposing the Threshold Determination. Beyond this point, I request
that the County demand an Environmental Impact Statement.

As a resident affected by the above-referenced
property, I am in complete opposition to rezoning
this for business use.
The prop,erty and surrou.nding area is residential;
anp movement from this would riave ain adverse ef-fect
on the neighbozhood and the environs. Any action
" in changing the occupancp would soon cascade into
other businesses requesting property for other
asso,ciated us,es.
Locating a business on this corner would have an
, impact on traffic movement. The increased traffic
flow, both entering and exiting for bus-inesses, is
sure to create confusion and problems concerned
, with saf ety . There is not ample room for of f-
street parking to be properly isolated from neigh-
bors, and curb parking cannot be made availabl.e.
Not all arterials need to be thought of as providing
for location of business traffic. The Valley needs
to preserve certain aTterials for resident,ial use;
this use provides for trees, grasses and qudet_and,
most importantly, creates an image. In preserving
this suburban-agricultural image, the Valley
I neighborhoods' futures are assured, for it provides
for pride of ownersh-ip an'd combats deterioration.
The Valley should not bave its residential neigh-
borhoods invaded bp businesses; sufficient la.nd

Dear Sir:
This off ice is in receipt of the agenda of your August 12, 1977 Planning
Commission meeting and would comment on the following items:
ZE-101-77
This office would not object in that coordinated planning with Spokane County
and present access restrictions would not allow access in near proximity of
freeway ramps.
ZW-108-77
This office considers the two westerly approaches indicated on proposed
Developer Plan to be only accesses that could feasibly be granted to Developer
and insure safety of operation. The Developer indicated when approach permits
were sought and allowed, the truck stop was only imnediate development in
area. If, in reality, additional development is proposed, this office would
request that an estimate of added traffic generated by the development be
given for our consideration as to the ability to adequately handle added
traffic on SR 902 and the interchange area.
This office will not grant additional private accesses onto SR 902 and will
not favorably entertain proposals, if offered by the County, for a public
access route onto SR 902 from the Development. In short, access must be onto
Hallett Road, then onto SR 902.

a This office would not oppose the proposed zone modification to allow the
erection of an on-premise sign.

corner converted what justification can be given for denying •
other requests. A real estate firm has the potential of
attracting other related firms, ie. insurance, title, and r
law. Many times a gradual erosin of the neighborhood land ,
use occurs. In Spokane Valley two prime examples may be ,

4. Property along Broadway has already been ~ubjected to "use
change" due to the street widening. The addition of
"corrmercialization" along the street would markedly alter the
environment of the area. Locating a real estate firm on
Sprague Avenue or on Pines Road would not impact the surrounding
area nearly as significantly as the same firm would impact
the area surrounding the Broadway and University intersection.-
At this location several marginals taken together become
magnified. ;

I should like to review the Environmental Check-List for this Zone
Change Request. In the event that a proppsed Negative Declaration of
Significance has been issued, I want to go on record as questioning
and opposing the Threshold Determination. Beyond this point, I request •
that the County demand an Environmental Impact Statement. .

introduction: The State Environmental Policy Act of 1971, Chapter 43.21C, RCW,
requires all state and local governmental agencies to considcr envfronmental values
both for their own actions and when licensing private proposals, The Act also requires
that an Environmental Impact Statement be prepared for all major actions significal-itly
(and "adversely", as per WAC 197-10) affecting the quality of the environment. The
purpose of this checklist is to help the agencies involved determine whether or not a
proposal is such a major action.
Please answer the following questians as completely as you can with the information
presently available to you. Please answer questions as "yes" or "maybs" if, in your
opinion, even only slight impacts will result. The reviewers of the checklist will be
aware of and concern themselves with the deqree of impact, asking you for more informa-
tion, if necessary. Where explanations of your answers are required, or where you
believe an explanation would be helpful to government decision-makers, include your
explanation in the space provided, vr use additional paqes, if necessarv. You should
include references to any reports or studies of which you are aware and which are
