This office is in receipt of the agenda of your July 21, 1978 Planning Commission
Meeting and would comment on the following items.

~This office would not oppose the rezoning of these parcels but would advise the
applicants that future controls on Sign Route 27 (Pines Road) could restrict access
to right turn only movements along Sign Route 27. This office would also advise
applicants to consider all access onto Pines via existing county road system
inasmuch as the multitude of present accesses have caused traffic operation
problems. If unable to comply with this restriction, all access onto Pines must
be applied for through the Department of Transportation.

Introduction: The State Environmental Policy Act of 1971, Chapter 43.21C, RCVV,
requires all state and local governmental agencies to consider environmental values
both for their own actions and when licensing private proposals. The Act also requires
that an Environmental Impact Statement be prepared for all major actions significanlly
(and "adversely", as per WAC 197-10) affecting the quality of the environment. The
purpose of this checklist is to help the agencies involved deterrtiine whether or not a
proposal is such a major action.
Please answer the following questions as completely as you can with the information
presently available to you. Please answer questions as "yes" or "maybe" if, in your
opinion, even only slight impacts will resulr. The reviewers of the checl:list will bc
aware of and concern themselves with the deQree of impact, asking you Eor more informa-
tion, if necessary. Where explanations of your answers are required, or where you
believe an explanation would be helpful to government decision-rnakers, include your
explanation in the space provided, or use additional pages, if necessary. You should
include references to any reports or studies of which you are aware and which are

Dear Dennis :
Pursuant to our previous conversations regarding the re-zoning og
the above referred property, pleasa be informed that the existing well
and generalized future locations of septic tank arad drain field lines
are shown on the attached site plan. All existing improvemen2s on the
property are to removed including an old residence currently rented,
a garage structure, and a cinder block pumphouse for the well. A portion
of the site will reeeive some fill in an effort to bring the balance of
the property up to grade. The er,isting we11 will be abandoned through
proceduxes conferming with the requirements enforced through the Spokane
County Health District,
The p:oposed use of the property is a multi-tr;nant retail warehousing
building. The soil coruposition is of a gravelly dggregate material allowing
for excellent percialation. The size and the location of the septic tank
and drain field Iines shown on the attachecl site p:an, have been drawn in
merely to indicate that the proposed sewage area is intended to be between
the future building site and the East property line. A4odifications to this
sewage ].ayout can re easily incorporated, as necessary.
