RAMPS
Interior ramps with appropriate slope can serve as
acceptable means of access and egress for persons
in wheelchairs, persons with foot drag, and bed -
confined persons. Even at the maximum allowable
slope of 1:12, however, considerable stamina is
required to negotiate a ramp of any great length.
Ramps, therefore, are practical only for moderate
changes of level; a ramp system for a multistory
building would be useful to many disabled persons
principally as a means of emergency egress. Since a
ramp can function as a required exitway, it can
replace a stair. As a ramp requires more than 5 times
the area for a stair, however, elevators are generally
preferable, both for convenience and economy of
space.
For many people, handrails at ramps are essential.
While handrails at ramps shorter than 6 horizontal
feet or 6 inches of rise are not required by the
Washington state regulations, nor by the Americans
with Disabilities Act Accessibility Guidelines
(ADAAG), their omission may be a serious hazard
for some ambulatory disabled persons; therefore,
they always should be provided, to prevent falls, po-
tential injury, and consequent liability. An additional
set of handrails at 24 inches above the ramp surface
provides for children and persons with only lower
reach capability. Where ramps are adjacent to haz-
ardous areas, guardrails, protective railings, or curbs
must be provided (Cf U.B.C. Sec. 509),
It is essential to note that, while the state regula-
tions require that interior ramps be only 36 inch-
es in width, the ADAAG requirement is for a 36
Inch clear width; I.e., between handrails. The ef-
fect is a requirement for 42 inch ramp width, in-
cluding 3 inches for a handrail on each side.
