ReQuest by Boundary Review Board for Policv on Annexation, Mr. McCoury reported that the Boundary Revfew Board wished a statement from the Spokane County Planning Commission as to their poiicy on-annex- ati:on •of -County land- to the City. The reason for this request is the proposal by Bantz, et al to annex 135 acres of land at Five Mile to the Cfty which is presently being considered by the Boardo After discussion by the Commissfon members, it was the consensus of opfnion that the expansion or non-expansion of City Limits is not the concern of the Commission - It is up to the citizens to decide on whether or not they wish to be annexed. It was agreed that a poiicy was not needed by the Commission since annexatfons are governed by State law. 2. Joint Meetinq with the Board of County Commissioners. Mr. Dayharsh announced that a j olnt breakfa st meeting with the Plannfng Commission and Board of County Commissioners is sctieduled for March 27, 1978, at 7:00 A.M. Report on Commissioners' Actiono' john Sweitzer of the Staff reported on two proposed zone changes which had been considered by the Board of County Commissioners, ZE-1I0-77, Agricultural to Multiple Family Suburban zoning proposed by Guthrie on the north side of Mi.ssion Avenue and East of University Road was referred to the Board of County Commissioners wtthout a recommenda- tfon because of a two-to-two vote by the Commissfono An appeal hearing -1- f . ~ was held, and the Commissioners denied the applicationo ZN-201-77, initiated by the Plannfng Commission for the rezoning of Elcliff Subdiviston from Agricultural to Stngle Family Residentlal Zone. The appeal hearing has been wfthdrawn by the applicanto 4. Tom Davis of the,Staff read a letter received from the Spokane Valley Chamber of Commerce addressed to the Spokane County Planning Commission and Fred Dayharsh, Planning Directoro They requested the Commission to adopt a pollcy with regard to buildf ng setbacks on Pines Road, There is concern by the State Hfghway Department regarding the increasing traffic and number of . accidents occurring on Pfnes, The area involved for an increased setback would be between 16th Avenue and Mf ssfon Avenue of Plnes, requestfng that an additional 15 foot setback be required for building. This would allow right- of-way to be acquired by the State Highway Department for wtdening of the arterial, if It Is desired in the future o Mro McCoury requested that a copy of the Chamber of Commerce letter be made available for each Commission member, and that the item be placed on the first Aprll hearing agenda for considerationo He asked that the copies be gtven tothe Commission on March 30tha Mr. Quigley suggested that a study be made to determine the depth of the Residentfal Office zoning in this area to aid in the decision of the frontage setback o - 5, Five Mfle Proqress Report, Gary Fergen of the Staff reported on the meettng held with the Board of.* County Commissfoners on March 16th. The Goals and Policies for Five Mfle were taken under advisement by the Board as a result of the meeting. There were some word changes being considered by the Board in the followfng statements: #4, concerning the definition of "public water system"; #6, relative to fire station should be converted to a'manned" station a s the Board of County Commis s ioners does not have any authority regarding flre stations; and #7, stating that the arterial streets should be improved to handle the traffic antfcipated, with consideration to the transit bus loop - the City of Spokane has control of the bus system and the County has no jurisdiction over this operation. In summary, the Board wishes to change some of the mandatory statements contained In the presentatfon because it covers goals and policies and not goals and objectives o Kurt Orton, representfng Five Mile, requested that the Planning Commission reque st that this proces s be periodically referred to the C ity-County Task Force Commfttee on the Prairie for thelr Input. He stated that the same request will be asked of the City Plan Commissiono - 2- _ . ~ ' . Mr. Orton said that the Boundary Review Board is presently reviewing annex- ation of 135 acres to the City of Spokane on the southwest portion of the Prairie. He inquired whether or not it was approprfafie to ask the Boundary Review Board to delay actron until a Comprehensive Plan is avaflable to use as a guideline. He cfted the considerations of population, den'stty, land area and uses, and the effect of annexation on the economfc and social interests as well as local government in the community before a decfsion is reached. Mrs. Rawlings moved that the staff read the City information and give a brief summary of the status of the County's action on the Comprehensive Plan process on Five Mile and forward the summary on to the Bouadary Review Board. Mrs. Byrne seconded themotion. Mrso Rawlings and Mrs. Byrne voted "Aye"; and Messrs o Thomas, Quigley, and Kennedy voted "no". Motion was lost 4- 2. .
