Mr, Quigley moved, Mr. Kennedy seconded, that a public
hearing be held for the County Planning Commission to take some
action on the Evaluation of Plan "D" of Five Mile and that
testimony be taken. Mr. Main abstained from voting. Three
voted "Yes one voted "No". Mr. Culler did not vote. Motion
was repeated and a second voCe taken. Mr. Main abstained;
four voted "Yes"; one voted "No" . Motion carried, The staff
will set the date for the public hearfng.
g) Other Busines s
Jerry Litt read a letter addressed to him from Wells B. McCurdy,
requesting postponement until july 21, 1978, of the Highlands
project at Liberty Lake, ZE-31-78 and ZE-32-78. The hearing
would be readvertised and the property owners renotffied.
Mrs. Byrne moved, Mr. Quigley seconded, that Zone Reclassi-
fication requests, ZE-31-78 and ZE-32-78, be continued to the
Planning Commission's July Zlst hearing, at the cost of
notification to the developer. Motfon carried unanimously.
2, Progosed Amendment to the Spokane County ZoninQ Ordinance
lYlrs. Byrne moved, Mr. Kennedy seconded, that the Commission adopt the
proposed Amendment to the Spokane County Zoning Ordinance with the
following changes: Changing the title of Section 4.24.550 from "Residential
Office Accessory Uses", with the "s" dropped to the singular in "Use".
thereby the title becoming "Residential Office Accessory Use". Changing
No. 1(b) under Conditional S tandards to read as follows The total area
for all accessoty uses shall not exceed ten (10) percent of the floor area of
any residential office building." Also, adding to the last sentence,"In
particular, a Residential Office Accessory Use shall include, but is not
limited to, a pharmacy, cafeteria, coffee shop, answering service."
Motion carried unanimously.

the Departsnent of Transportation, to be considered in yaur June 22, 1978

Several zoning matters were considered along Sign Route 27 (Pines Road)
and the matter of access to Pines Road were discussed in our attached
correspondence. In all five itens (ZE-18 -77, ZE-68-78, ZE-69-78, ZE-70-78
and ZE-7 2-7 8) the only camment that coul in anyway ref lec°t that these ccm*nents
were considered cqas the stateme.nt "Adopts the staff's findings as the Planning
Ccmussion's findings of facts as well as the conditions stated in the staff's
f indings" . What were the staf f' s f irvdings and were the aatnents of f ered by
this department considered, and made part of the transcript of the meeting or
actually made part of the public testin-ony so that the applicants are aware
of these restrictions that could be limiting their develoFnents? °

This office would not oppose the rezoning of these parcels but would advise
the applicants that future controls on Sign Route 27 (Pines Road) could °
restrict access to right turn only movements along Sign Route 27. This
office would also advise applicants to consider all access onto Pines via
existing county road system inasmuch as the multitude of present accesses
have caused traffic operation problems. If unable to comply with this
restriction, all access onto Pines must be applied for through the
Department of Transportation.

ENVIRONMENTAL CHECKLIST
Introduction: The State Environmental Policy Act of 1971, Chapter 43.21C, RCW,
requires all state and local governmental agencies to consider environmental values
both for their own actions and when licensing private proposals. The Act also requires
that an Environmental Impact Statement be prepared for all ma)or acrions significantly
(and "adversely", as per WAC 197-10) affecting the quality of the environment. The
purpose of this checklist is to help the agencies involved deterrtiine whether or not a
proposal is such a major action.
Please answer the following questions as completely as you can with the information
presently available to you. Please answer questions as "yes" or "maybe" if, in your
opinion, even only slight impacts will result. The reviewers of the checklist will be
aware of and concern themselves with the deqree of impact, asking you for more informa--
tion, if necessary. Where explanations of your answers are required, or where you
believe an explanation would be helpful to government decision-makers, include your
explanation in the space provided, or use additional pages, if necessary. You should
include references to any reports or studies of which you are aware and which are
relevant to the answars you provide. Complete answers to these questions now will
help all agencies involved with your proposal to undertake the required environmental
review without unnecessaYy delay.
The following questions apply to your total proposal, not just to the license for which
you are currently applying or the proposal for which approval is sought. Your answers
should include the impacts which will be caused by your proposal when it is completed,
even though completion may not occur until sometime in the future. This will allow all
of the agencies which will be involved to complete their environmental review now,
without duplicating paperwork in the future.
No application shall be processed until the checklist has been completed and returnecl
to the appropriate County department. State law requires explanations for everV "ves"
and "maybe" answer on the checklist, The person completing the form may be required
to provide explanations for "no" answers, and in some cases, more detailed informarion
to aid in a threshold determination.
NOTE: This is a standard form being used by all state and local agencies in the State
of Washington for various types of proposals. Many of the questions may not
apply to your proposal. If a question does not apply, just answer it "no" and
continue on to the next question.
