Planning Deparcment has given due nodce of the hearing on the matter in the manner and for the

WHER.EAS, the Spokane County Board of Commissioners took no action on the zoning
resoludon and map amendment unril the property owner dedicated the necessary right-of-way in
fulfill.ment of the right-of-way condidons;
WHEREAS, the Board of County Commissioners did adopt a new Zoning Code to be
implemented January 1, 1991, including a Program To Implement which crosses over old zones of
the Zoning Ordinance to new zones of the Zoning Ccxie, in which the Residential Office zone
crosscs ovcr to the Urbnn Resiclcntinl-22 (UIZ-22) zone;
NOW, THEREFORE, BE IT RESOLVED that any development on the above-described propErty
be, and the same is, zoned under the classification of UR-22 as defined in the Zoning Code of
Spokane Counry, as amended;
BE IT FUR'IT-iER RESOLVED that any development on the above-described property shall be
subject to the following conditions:
1. Dedicadon of the north ten (10) feet of the advertised property along Baone Avenue for
right-of-way. (See copy of right-of-way deed in File ZE-186-77.)
2. Dedication of u twenty (20)-foot rudius at the northe.tst coriier of the site (soutliwcst
corner of Boone and Pines). (See copy of right-of-way decd in File ZE-18G-77.)
3. Improvement of Boone Avenue along the project perimeter to Spokane Counry standards.
Improvements shall include curbs, sidewalk, paving to existing pavement and drainage
control.
4. Improvement of Pines Road along the pro}ect perimeter. Improvements shall include
cement concrete sidewalk five (5) feet in width.
5. Approval of access by the Spokane County Engineer's office prior to release of building
permit.
6. Any portion of the project which is to be oc;cupied or tr:iveleci by autotnobilc;s s11c111 be
maintained in hard-surface paving.
7. An on-site storm dra.inage system shall be approved by the Spokane County Engineer's
office prior to release of building permits for the project.
8. A specific landscape plan, planting schedule and provisions for maintenance for the
project shaU be approved by the Spokane County Zoning Administrator prior to release of
building pemuts.
9. The applicant shall provide a performance bond to cover the cost of the recluired
landscaping prior to release of building pennits.

10. Sewage disposal shall be approved by the Spokane County Health District prior to
issuance of building pernvts.
11. The provisions of SEPA's Nodce of Action, pursuant to 43.21c.080 RCW and Board of
Counry Commissioners Resolution No. 77-1392, shall be accomplished by the project
applicant within thirty (30) days of formal action by the Board of County
Commissioners, as instructed by the Planning Department staff.

The Board concurred with the Pla nntng Comm f s s ion' s recommendation to
approve the zone change to Manufacturing, subject to the condlttons as
contalned ln the minutes of the P1anning Commtsston's heartng with const-
deratlon to the envlronmental revfew. Tlie Board took no actlon on the
resolution and map pending fulfillment of these conditions.
2. ZN-150- 77 - RESIDENTLAL OFFICE TO COM MERCIAL: DOUGLASS.
Having recEived a communication in disagreement with the Planning
Commission's recommendation, the Board set a date of March 30, 1978
at 3:00 P.M. of said day to further consider the matter.
3. ZE-186-77 - AGRICULTURAL SUBURQAN TO RESIDENTIAL OFFICE: McC PROPERTIE;
The Board concurred wtth the Planning Commisston's recommendation to approve
the zone change to Restdenttal Office, subject to the conditions as contained

MINUTES OF THE SPOKANE COUIVTY PLA1V1ViNG COMMISSION HEARING OF
FEBRUARY 17, 1978,
VvHEREAS, the Spokane County Planning Commission did hold a public
meeting on February 17, 1978 to consider the testtmony and requests of several
applicants, objectors and other Interested parties concerntng the below referenced
zone reclasstficattons and other items of business, and
WHEREAS, at said hearing opportunity was afforded those favoring and
those oppos ing aIl ttems of buslnes s, and
WHEREAS, Mr. McCoury, A/lrs. Byrne, IVtrs. Rawlings and Messrs.
Main and Thomas were ln attendance and constltuted a quorum, and
WHEREAS, the Spokane County Planning Commisston fully considered the
testimony given, the environmental review, and all other evldence presented,
recommends to the Board of County Commf ssloners the following:
1. Proposed Arnendment to the Spokane County Zoning Ordtnance Regardiri- Tox
Frontage in the Agricultura 1 Zone. The Board of County Commts slor~ s,-3 y 4.' rected

Introduction: The State Environmental Policy Act of 1971, Chapter 43.21C, RCW,
requires all state and local governmental agencies to consider environmental values
both for their own actions and when licensing private proposals, The Act also requires
that an Environmental Impact Statement be prepared for all major actions significantly
(and "adversely", as per WAC 197-10) atfecting the quality of the environment. The
purpose of this checklist is to help the agencies involved deterrhine whether or not a
proposal is such a ma jor action.

tatton advises the applicant:that future controls of SR-27 (Ptnes Road)
could restrict access to right turn only movements. The applicants are
also advised to conslder all access onto Plnes vta exist[ng county
roads tnasmuch as the multitude of present accesses have caused
trafflc operation problems.
B. Sewage Disposal
. Thls project Is located in an area wlth solls classLfied by the Soil
Conservatlon Service as suitable for installation of lndivtdual on-stte
sewage dlsposal systems. The area Is, however, located over the
Spokane Aquifer. A study Is currently under way to determine the
degree to which subsurface dtsposal of sevvage treatment effluent may
pollute the Aquifer. There Is very ltttle probabllity Chat thls project in
itself wtll have more than a slight tmpact on the Aqulfer. However,
taken In conjunction wtth the overall urbanizatlon of the area, some
other sewage disposal method wtll most likely be requtred in the future.
(NQTE: The Spokane Aquifer has been deslgnated as a sole source. )
From an envfronmental health vlewpotnt the project appears feasible,
but unttl the applEcant completes a sewage permlt applicativn, the
Spokane County Health Dtstrict wfll not be abie to provide any offlcial
comments on sewage system sultabllity or requirements. The submitted
slte plan indicates a probable utilization of two extsting structures;
the Health Dtstrict has pointed out that the installation of a new
wastewater system wtll be required.

This off ice is in receipt of the agenda of your February 17, 1978 Planning
Commission meeting and would comment on the following item:
ZE-186-77 and ZE-192-77
This off ice would not oppose the rezoning of these parcels but would advise
the applicants that future controls on Sign Route 27 (Pines Road) could
restrict access to right turn only movements along Sign Route 27. This office
would also advise applicants to consider all access onto Pines via existing
county road system inasmuch as the multitude of present accesses have caused
traffic operation problems. If unable to comply with this restriction, all
access onto Pines must be applied for through the Department of Transportation.
