ENVIRONMENTAL CHECKLIST
Introduction The State Environmental Policy Act of 1971, Ghapter 43.21C, RC'JV,
requires all state and local governmental agencies to consider environmental values
both for their own actions and when licensing private proposals, The Act also requires
that an Environmental Impact Statement be prepared for all major actions significantly
(and "adversely", as per WAC 197-10) affecting the quality of the envfronment. The
purpose of thfs checklist is to help the agencies involved deterrhine whether or not a
proposal is such a major action.
Please answer the following questions as completely as you can wirh the information
presently available to you. Please answer questions as "yes" or "m3ybe" if, in your
opinion, even only slight impacts will result. The reviewers of the checklist will be
aware of and concern themselves with the deqree of impact, asking you for more informa-
tion, if necessary. Where explanations of your answers are required, or where you
believe an explanation would be helpful to government decision-makers, include your
explanation in the space provided, or use additional paqes, if necessary. You should
include references to any reports or studies of which you are aware and which are
relevant to the answars you provide. Complete answers to these questions now will
help all agencies involved with your proposal to undertake the required environmental
review without unnecessaYy delay.
The following questions apply to your total proposal, not just to the license for which
you are currently applying or the proposal for which approval is sought. Your answers
should include the fmpacts which will be caused by your proposal when it is completed,
even though completfon may not occur until sometime in the future. This will allow all
of the agencies which will be involved to complete their environmental review now,
without duplicating paperwork in the future ,
No application shall be processed until the checklist has been completed and returned
to the appropriate County department. State law requires explanations for everv "yes"
and "maybe" answer on the checklist, The person completing the form may be required
to provide explanations for "no" answers, and in some cases, more detailed information
to aid in a threshold determination.
NOTE. This is a standard form being used by all state and local agencies in the StatE
of Washington for various types of proposals. Many of the questions may not
apply to your proposal. If a question does not apply, just answer it "no" and
continue on to the next question.

SUBURBAN: N.W. CONSTRUCTION SERVICES AND ASSOCIATES
1. SUMMARY:
The applicants have requested a commercial zone reclassification for the
north 135 feet of the site (Lot 2), and a multiple family zone reclasslfication
for the balance of the site (Lots 3, 4 and 6).
NOTE: The applicants do not have a specific development proposal for the two
sites; and the purpose for requesting this zone reclassification is to establish
future land uses for the sites.
NOTE: The location and construction of structures is restricted to the east
eighty (80) feet of the site whereas the balance of the property is the right-
of-way for a Bonneville Power Administration Transmission Line Easement.
The Commercial Zone Proposal
The applicants' proposal is incompatible with surroundYng land uses; ls in-
consistent with recent Planning Commission Zone Reclassifications; is
inconsistent with the Regional Comprehensive Plan Map; has or can provide
adequate provislons for circulation, sewage disposal, water and fire
protection.
The Multiple Familv Suburban Propo sal
The applicants' proposal is compatiblp with surrounding land uses; is
inconsistent with recent Planning Comtrrission Zone Reclassifications, is
consistent with the Reglonal Comprehensive Plan Map; has or can provide

uses on the Regional Co mprehensive Plan Map.
The Commercial Zone reclassification proposal is inconsistent with the

The MultiAle Familv Suburban Zone reclassification pmposal is
consistent with the Regional Comprehensive Plan Map, but no density
designations have been specified. The site is located on the edge of a
residential neighborhood, and fronts on an arterial.
III. SPECIAL INFORMATION:

Representatives of the East Valley School Distrfct No. 361 have
questioned the land use compati bility of commercial uses adiacent to
East Valley School District educational establishments.
C. Sewaqe Dispo sal
This pro ject is located in an area with soils classified by the Soil
Conservation Service as suitable for installation of individual on-
site sewage dispo sal systems. The area is, however, located over

the Spokane Aquifer. A study is currently under way to determine
the degree to which subsurface disposal of sewage treatment effluent
may pollute the Aquifer. There is very little probability that this
project in itself will have more than a slight impact on the Aquifer.
However, taken in con)unction wrth the overall urbanization of the
area, some other sewage disposal method will most likely be required
in the future.
From an envumnmental health viewpo int the proj ect appears feas ible .
The Representativesof Spokane County Health District have requested
that detailed plans for sewerage be submitted for their review prior
to the release of buildi.ng permits.
NOTE: Sole Source designation
D. Water
Availability through - Trentwood Water Distnct.
The district has indicated that it does have the ability to serve the site
wrth domestic water and fire flow.
E . Fire Protection
The site is located within Fire District #1 boundaries. District
representatives have indicated that:
Fire Mains - Need to be installed
Fire Hydrants - Need to be installed
F. Staff Environmental Review
Concluded that a declaration of Non-Significance be issued. However,
evidence and findings presented at the public heanng concerning this
matter should also be considered.
The slight adverse impacts noted by the staff included: Earth, air,
water, flora, noise, light and glare, land-use, population, trans-
portation, public services and utilities.
IV. CO NDITIO NS :
The Planning Department staff feel s the following conditions wo uld be
appropriate if the proposal is approved.

1. Approval of access by the Spokane County £ngineer's Office prior to
release of building permits.
NOTE: Access for the commercial slte shall be restncted to the west
o f the s lte .
2. Prior to finalization of ZE-189-77, the applicants shall submit a
specific development plan for the site. Such plan shall show
buildmg location and elevations, parking and driveway areas, land-
scaping and open spaces.
~ 3. All structures shall be limited to two stores in helght.
~
4. Any portion of the proiect which is to be occupied or traveled by
automobiles shall be maintained in hard surface paving.
5. An on-site, storm-drainage system shall be approved by the Spokane
County Engineer's Office prior to release of building permits for the
pro j ect .
6. A specific landscape plan, planting schedule, and provisions for
maintenance, for the project shall be approved by the Spokane County
Zoning Administrator prior to release of building permits.
7. The applicant shall provide a performance bond to cover the co st of the
required landscaping prior to release of building permits.
8. Sewage disposal shall be approved by the Spokane County Health
District prior to issuance of building permrts.

9. That the provisions of SEPA' S NOTICE OF ACTION purs uant to 43.21c
080 RCW and the Board of County Commissioners, Resolution No.
77-1392 be accomplished by the project applicant within thirty (30)
' days of formal action by the Board of County Commissioners, as

The following documents are enclosed in support of our requested chanqe
in zoning classification for the property as described above

6 Letter from House of Properties, Inc. reaarding signature for
the parcel of land under the ownership of K K Moore
Al1 requirements, as I understand them, to bring a request for hearing
to the Planning Commission have been met with two exceptions
1 Signatures of owners or taxpayers controlling 61% of the surrounding
400 foot area--within the 400 foot area surrounding this property,
the land owned by K. K Moore is in the process of being sold The
realtors have chosen not to support the request for a hearing in
respect for their prospective purchaser (please see attached
letter) In addition, all of the land lying North of Wellesley
is held by East Valley School District who has determined to take
no action on petitions of any kind as a matter of policy within
~
their district Therefore, nearly 50% of the land within the
400 foot radius of this property is not under ownership that can
sign our petition
2. Detailed plans for the structures to be erected on this site are
not included The proponents of the zone change wish to apply
for zone chanqe in classification from Suburban-Agriculture to
Multifamily-Commercial on the basis of the proposed land usage,
granted sub,7ect to the Planning Commission's review & approval
of the plans for the prooosed construction on the site at the
time such construction plans have been determined.
Please note that the property proposed for the zone change has Bonneville
Power right of way which covers approximately 340 feet beqinnina at the
West boundry of the property and running East to within approximately 85
feet of Sullivan Road The proposed multifamily zoning would allow for
an apartment buildina to be constructed in the 85 foot portion next to
Sullivan Road with the remainder of the property serving as a common
recreational area for the apartment complex The proposed commercial
zoninr at the corner of Wellesley and Sullivan is intended for a
convenience store
Since it is not possible at this time to complete the requirements necessary
to petition for a public hearing, I am requesting that the Planning
Commission review this application and place it on the agenda for the
public hearing in March. Thank you very much for your time and consideration
