ZE-103-77 November 8, 1977 To: Spokane County Planning Commission From s Mr. and Mrs . Donald Swanson Owners of property at S. 520 Pines Road In regard to the zone change being applied for by Cox & Bates Realty, we are in favor of this zone change from "agricultural suburban" to "local business." We feel that South Pines in this area is not good resi- dential property any longer, and that the present useage is tending more and more toward business ventures. We would lf.ke to see small stores and shops located in this area for the convenience of the people living south of Sprague Avenue. 53.ncerely yours, JV_r~ Mr, and Mrs. Donald Swanson Ao GsEdmandsom $ 1+17 Pine a ia. Spokane, Wash* 99214 Dear Sirs, As I. live and own the house just three d oors North of the property on Pines Road that is to be made into a business complex I would like to put in writing that I wculd have no objections to t'nis. T'Inank you for the courtesy of asking me for thie informatlon• Very triuly yours 9 r. A. G.ldm ond s on : October 5, 1977 To: Spokane County Planning Commission: From: Herbert W. Aller owner of property located at 421 3onth Pines Road, Opportunitp, Wash. It is my understanding that your office is considering the matter of re-zoning from resldential to TMsma11 Busi- ness" or "local business" the propertp located in the 500 block on Sonth Pines Road being developed by realtors, Cox & Bates. My wife and I realize that the propertZes in this immed- iate area are coming under pressure for commercial use and are less desirable for residential use. We accept this trend as inevitable. We do not object to the re-zoning of the property in question as long as there is a definite restriction on the sale of beer and hard liquor in the "small business" set-up. Our principal eoneern is that traffic controls are pro- vided or taken into account as high deasitp traffic in- creases an proportion to population and business growth on South Pines Road. What is now a well-kept, beautiful residential area is being threatened by the invasion og sore and more business concerns. Although Ke can fully appreciate the desire of these concerns to locate in the area, during a time of emphasis on air polution, it seeas imperative that we curtail, rathsr than encourage more exhaust fumAs, smoke, ete., Which retail establish- rnents surely cause. rJhen the freeway was built it Tms to eliminate some of the congestion on East Sprague, but due to the shopping centsrs it has increased substantially. True, expanding residential areas has also contributed, but shopping areas centralize the congestion. We cannot handle, nor do we want more traffic in the area. We hoae oxnera are currentl,y prohibited from any outside burning beeause of the difficulty in ridding the area of the smoke. Can we therefore justify . . ~ ~ . bringing in more polution? When may We expect the Comprehensive Plan to be coapletedT Hopefully, when it is done, this area will be peraanently established as a residential-offics zone as it is noK. The sounds xe hear should be children laughing and playing - not horns honking and Motors running. Th• sxells should bo that of flowers blooming - not exhaust fuuas. 'Je moved to the valley in 1973 in hoDes of findine a quiet, safe environment in which to raise our children. For this reason we chose Houk Road as the b uildina site for our new home. It is a dead er.d street wrich poses almost no traffic hazards. There are numerous children at play near and in the street through- out the neighborhood. We have a 6 year old child and I have no fear as she rides her bike up and down the street. The majority of traffic on Houk Road is confined to local residents, and they are aware of the children present at nearly all times throughout the day and drive accordinvly. If this zoning change occurs our environment that we have grown accustomed to will become a thing of the past. Retail establishments will bring delivery trucks, garrage trucks, and customers, all of which will inevitably result in noise Dollution, air pollution, and increased traffic- traffic which may jeopardize every childs safety. Also to be corsidered is the fact that North pines Shoppin~ Center is 5 rlocks from this area. There is absolutely no need for further retail estabiishments at this close proximety of one another. Please take these views into consideration and advise against the zoning chane to retail business. Resoectfully Yours, ~ Z~; r L / . Gary A.
